Simultaneous construction of the project to renovate and upgrade National Highway 279

With the goal of completing the project in 2025, right after the Lunar New Year, the investor and contractors of the National Highway 279 Renovation and Upgrade Project have actively organized simultaneous construction to make up for the previously delayed progress.

Contractor organizes the construction of box culverts and roadbed embankment at the National Highway 279 Improvement and Upgrading Project.

After many years of use, the section of National Highway 279 connecting Ha Long - Cam Pha has deteriorated. This is the route connecting to the Ha Long - Van Don expressway, the density of vehicles is increasing day by day, on the route there are many super high slopes with potential safety risks. With the goal of continuing to synchronously complete traffic infrastructure, solving infrastructure shortcomings, enhancing inter-regional connectivity, especially connecting the two central cities of the province, Ha Long - Cam Pha, with the provincial expressway axis... at the end of 2022, Quang Ninh decided to invest in renovating and upgrading National Highway 279.

The project is 8.1km long, starting at the intersection with National Highway 18, Quang Hanh Ward (Cam Pha City); ending at the Ha Long - Van Don Expressway Interchange (Dong La Interchange), Vu Oai Commune (Ha Long City). The road is designed according to the level III plain standards, with a scale of 6 lanes, synchronous investment in accompanying auxiliary works such as drainage, lighting system, traffic safety... On the route, Dien Vong Bridge will be expanded and 2 intersections will be invested, including a different level intersection with National Highway 18 at the beginning of the route and Dong La Interchange at the end of the route. The project has a total investment of more than 1,800 billion VND.

However, during the implementation process, the project encountered difficulties due to lack of construction sites, due to some new regulations in the 2024 Land Law being applied, so the locality had to wait for the province's instructions and regulations on compensation, support and resettlement to apply; difficulties in the instructions on calculating the volume of forestry trees, difficulties in issuing land prices, some land plots without land use boundaries... leading to slow site clearance work. In early 2025, relevant localities focused on removing difficulties and speeding up the site clearance progress.

Immediately after the Lunar New Year holiday, the investor closely coordinated with localities to receive and hand over the site; requested contractors to take advantage of favorable weather in the first days of the year, mobilize forces and vehicles, focus on overtime, increase shifts, and speed up construction progress at locations where the site has been secured.

Mr. Nguyen Duc Trong (representative of Thanh Son contractor) said: The project goes through complex mountainous terrain, the volume of earth and rock to be excavated is very large, so taking advantage of favorable weather, right after Tet, the unit mobilized all human resources to return to the construction site to organize the construction immediately. At the location of the unit's package is the most difficult point of the whole project, the roadbed is nearly 30m below the roadbed level, the excavation and embankment volume must be carried out over 800,000m3... The unit is focusing on the construction of this item with the determination to finish before the rainy season this year. Because the construction of the embankment roadbed in the prolonged rain will be very disadvantageous, affecting the overall progress of the project.

In other packages, the construction organization is also being deployed simultaneously. Up to now, Dien Vong bridge has completed the entire substructure with 18 bored piles along with the system of pier body, cap beam, and bridge head abutment. For the upper structure, 20 I33 girder slabs have been cast and the installation has been organized, completing the bridge deck. At the intersections, contractors are focusing on constructing the overpass piers and connecting roadbed. As for the remaining road items, they are currently focusing on digging, filling, widening, and straightening the route according to the design.

To speed up the progress and monitor the quality of each item, on-site testing stations have been set up and each technical item has been tested on a rolling basis. At the same time, contracts have been signed with suppliers of raw materials, and they have been gathered and transported immediately to the construction site to minimize interruptions in time due to waiting for raw materials.

According to the schedule, the project will be completed in 2025, increasing the connection between the two central cities of the province, Ha Long - Cam Pha, connecting with the provincial highway axis. To ensure this progress, relevant localities need to continue to strengthen the review and closely coordinate with relevant parties to speed up the progress of site clearance, handover to investors and contractors to focus on project implementation.
