On February 3, at the Party Central Committee headquarters, the Standing Secretariat held a conference to announce the Politburo's decision on the establishment and appointment of personnel for four Party Committees directly under the Central Committee (Party Committees of Party agencies at the Central level, the Government Party Committee, the National Assembly Party Committee, and the Vietnam Fatherland Front and Central mass organizations); on the functions, tasks, powers, organizational structure, and working relationships of three Party agencies at the Central level (Central Party Office, Central Propaganda and Mass Mobilization Commission, Central Policy and Strategy Commission).

At the Conference, the representative of the Central Organizing Committee announced the Decision on merging the Central Propaganda Department and the Central Mass Mobilization Department into the Central Propaganda and Mass Mobilization Department.

The Politburo decided to assign comrade Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda Department to hold the position of Head of the Central Propaganda and Mass Mobilization Department.

The Politburo decided to assign and appoint Deputy Heads of the Central Propaganda and Mass Mobilization Commission, including comrades: Lai Xuan Mon, member of the Party Central Committee, Deputy Head of the Standing Committee of the Central Propaganda and Mass Mobilization Commission; Pham Tat Thang, member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Commission; Ngo Dong Hai, member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Commission; Nguyen Van Hieu, alternate member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Commission.

The Secretariat decided to assign and appoint Deputy Heads of the Central Propaganda and Mass Mobilization Commission, including: Dinh Thi Mai, Deputy Head of the Central Propaganda and Mass Mobilization Commission; Vu Thanh Mai, Deputy Head of the Central Propaganda and Mass Mobilization Commission; Phan Xuan Thuy, Deputy Head of the Central Propaganda and Mass Mobilization Commission; Nguyen Lam, Deputy Head of the Central Propaganda and Mass Mobilization Commission; Do Van Phoi, Deputy Head of the Central Propaganda and Mass Mobilization Commission; Trieu Tai Vinh, Deputy Head of the Central Propaganda and Mass Mobilization Commission; Nguyen Quang Duc, Deputy Head of the Central Propaganda and Mass Mobilization Commission.
