On the morning of February 10, in Hanoi, the Central Propaganda and Mass Mobilization Commission held a conference to implement the decision of the Central Propaganda and Mass Mobilization Commission's leadership on personnel work.
Member of the Politburo, Secretary of the Party Central Committee, Head of the Central Propaganda and Education Commission Nguyen Trong Nghia chaired the conference.
At the conference, the Central Propaganda and Education Commission and the Central Mass Mobilization Commission announced and Head of the Central Propaganda and Education Commission Nguyen Trong Nghia presented the Politburo's decisions on appointing the Commission's leadership personnel to participate in the Standing Committee and Party Executive Committee of the Central Party agencies for the 2020-2025 term.
The Politburo decided to appoint Mr. Lai Xuan Mon, member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Commission, to join the Standing Committee of the Party Committee of the Central Party agencies for the 2020-2025 term, and decided to appoint Mr. Pham Tat Thang, member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Commission, to join the Executive Committee of the Party Committee of the Central Party agencies for the 2020-2025 term.
On January 24, the Politburo issued Decision No. 240-QD/TW on merging the Central Propaganda Department and the Central Mass Mobilization Department into the Central Propaganda and Mass Mobilization Department; at the same time, issued Decision No. 246-QD/TW on the functions, tasks, and organizational structure of the Central Propaganda and Mass Mobilization Department.
On February 3, at the Party Central Committee headquarters, on behalf of the Politburo and the Secretariat, General Secretary To Lam presented the decision on functions, tasks and the decision to assign the Head of the Committee to Mr. Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Education Commission, and Deputy Heads of the Central Propaganda and Education Commission.
Pursuant to Decision No. 246-QD/TW, at the conference, Head of the Central Propaganda and Mass Mobilization Commission Nguyen Trong Nghia and the Commission's leaders presented decisions of the Central Propaganda and Mass Mobilization Commission's leaders on the appointment of 86 leaders of 17 departments, units and cadres under the authority of the Management Board, after rearranging the organizational apparatus according to Resolution No. 18-NQ/TW.

Also at the conference, the Central Propaganda and Mass Mobilization Commission announced the decisions of the Commission's leaders regarding 28 cadres, civil servants, and employees who retired according to Resolution 18-NQ/TW, and at the same time awarded Certificates of Merit from the Head of the Central Propaganda and Mass Mobilization Commission to 28 cadres, civil servants, and employees who retired according to Resolution 18-NQ/TW.
Speaking at the conference, Head of the Central Propaganda and Mass Mobilization Commission Nguyen Trong Nghia congratulated Mr. Lai Xuan Mon and Mr. Pham Tat Thang on being trusted and appointed by the Politburo to join the Standing Committee and Party Executive Committee of the Central Party agencies for the 2020-2025 term.
The Head of the Central Propaganda and Mass Mobilization Commission said that in order to implement the Party and State's policy on streamlining the apparatus of Party and State agencies and the political system, under the direct leadership and direction of the Politburo and the Secretariat and based on the direction of the Central Steering Committee on summarizing the implementation of Resolution 18-NQ/TW, before the merger, the Central Propaganda and Mass Mobilization Commission had thoroughly grasped and implemented it.
Head of the Central Propaganda and Mass Mobilization Commission Nguyen Trong Nghia highly appreciated many department-level and division-level leaders, civil servants, public employees, and workers who are eligible for early retirement, leave of absence, or resignation according to the Central's guidelines, who voluntarily retired for the common cause of the Party and State; hoping that the retired officials, regardless of their positions, will continue to contribute to the propaganda and mass mobilization of the Party and State.

Congratulating the 86 leaders who have just received the appointment decision, comrade Nguyen Trong Nghia requested the leaders, civil servants, public employees and workers of the departments and units under the Board to quickly stabilize the working apparatus, always maintain discipline and order in work; comply with the provisions of the law, and quickly start the new work.
Considering that the work after streamlining the apparatus is very large, Head of the Central Propaganda and Mass Mobilization Commission Nguyen Trong Nghia requested that leaders of departments and units of the Central Propaganda and Mass Mobilization Commission continue to do a good job of ideological work, taking a step forward in propaganda work on the policy of our Party and State on streamlining the apparatus in the spirit of Resolution No. 18-NQ/TW.
At the same time, do a good job of internal ideological work so that each cadre and civil servant clearly understands the spirit and policies of Resolution 18-NQ/TW, and absolutely must not miss out on tasks as well as Party work, activities of political-social organizations (including the organization of Party committees, Party cells, Trade Unions, Youth Unions, Women's Unions, etc.) of the Board after the reorganization.
