Dear all comrades!
After an afternoon of urgent work, with a serious, scientific and democratic spirit, the National Scientific Conference: "Theoretical and practical issues on building culture in the Party in the new period" has completed its program, goals and requirements. The Conference is an important scientific forum for experts, scientists, leaders and managers to continue to publish and exchange new research results, contributing to clarifying and deepening theoretical and practical issues; identifying key tasks and solutions to build culture in the Party in the new period, meeting the requirements of rapid and sustainable development of the country; at the same time, the Conference is a very meaningful activity, towards the 95th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2025).
The preparation process for the Workshop was carefully prepared by the Central Propaganda Department, Ho Chi Minh National Academy of Politics, Central Theoretical Council, Truth National Political Publishing House and relevant agencies, attracting the attention and participation of many experts, scientists and managers.
The Organizing Committee of the Conference received 84 presentations, and today, welcomed more than 200 delegates. This is a vivid and clear demonstration, affirming the role and importance of cultural building work in the Party and the practical significance of the Conference.
At the workshop, delegates listened to Comrade Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, deliver the opening speech and introduction. The workshop listened to … opinions and discussions of the delegates.
Based on the introductory remarks, opinions, discussions of delegates and the content of the presentations printed in the proceedings, on behalf of the chairing comrades, I have some concluding opinions as follows:
Firstly, on the basis of inheriting, supplementing and developing research results in recent times, from many different approaches, the Workshop clarified basic theoretical issues on the concept, position, role, importance and characteristics, and content of cultural building work in the Party.
The discussions emphasized that Party culture is the good cultural values that our Party has chosen, cultivated, built, innovated and developed throughout the process of leading the Vietnamese revolution.
These are cultural values crystallized from the national cultural tradition through thousands of years of building and defending the country; absorbed and supplemented with the quintessence of human culture in the new era, with the foundation and core being Marxism-Leninism; inspired, enlightened and guided by Ho Chi Minh's ideology, morality and style; tested and affirmed in the practice of the Vietnamese revolution.
Culture within the Party is a measure of the Party's development level and an important factor determining the Party's leadership and governing capacity; at the same time, culture within the Party is a spreading nucleus, contributing to building an advanced Vietnamese culture imbued with national identity.
Building culture in the Party is understood as the entire activity of establishing and implementing the fundamental values and good cultural standards of the Party, in order to affirm, consolidate and promote the role of Party organizations, the exemplary vanguard role in all aspects of Party members, to spread and inspire the whole society, contributing to building a clean and strong Party and building an advanced Vietnamese culture with strong national identity.
It is the process of transforming the Party's political tasks into values, standards, and voluntary needs of the entire Party and each cadre and Party member.
The content of the work of building culture in the Party is to build and implement the Party's leadership line scientifically, appropriately, effectively, and humanely; to build relationships in all activities of the Party that are democratic, fair, and civilized; to build pure communist ideals, a pioneering spirit, exemplary and ethical, healthy lifestyle, and noble personality for cadres and Party members in their relationships with comrades, colleagues, the People, and themselves.
The goal of cultural building work in the Party is to strengthen the nature of the working class and the revolutionary vanguard, improve the leadership capacity and fighting strength of the Party; make the Party truly clean and strong in politics, ideology, ethics, organization and cadres, have firm political will, pure revolutionary ethics, high intelligence, scientific leadership methods, and always be closely attached to the People.
The subjects of cultural building work in the Party are Party committees, Party organizations, Party members, with the participation of the People, intellectuals, scientists, artists, theoretical research agencies, press and media agencies.
Building culture within the Party is an important issue, in the condition that the Party is the only one in power, leading the State and society. It is one of the factors that determines the quality and effectiveness of Party building and rectification work, improving the Party's leadership and governing capacity, meeting the leadership requirements to successfully carry out tasks and goals in the new development period of the country.
Mr. Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda Department delivered the concluding speech at the workshop.
Second, the Workshop analyzed, evaluated and affirmed the important results achieved; at the same time, frankly pointed out the limitations and shortcomings and identified urgent issues in the work of building culture in the Party today.
During the renovation period, facing the new requirements of the Vietnamese revolution, the Party especially emphasized the work of Party building, including the task of building culture within the Party.
In the Platform for national construction and development during the transition period to socialism; resolutions of the National Party Congresses; thematic resolutions on cultural development; our Party has affirmed the task of building culture within the Party, especially the Resolution of the 5th Central Conference (VIII term) "on building and developing an advanced Vietnamese culture imbued with national identity" and the Resolution of the 9th Central Committee (XI term) "on building and developing Vietnamese culture and people to meet the requirements of sustainable national development".
In addition, the Party's resolutions, directives, conclusions and documents on Party building and rectification; on studying and following Ho Chi Minh's ideology, morality and lifestyle; regulations on revolutionary ethical standards of cadres and party members in the new period; on the exemplary responsibility of cadres and party members, first of all, members of the Politburo, members of the Secretariat, members of the Central Executive Committee and key leaders at all levels... have created an important foundation and framework to promote cultural building within the Party.
Party committees, Party organizations, cadres and Party members have a fuller awareness of the task of building culture in the Party; organizing and implementing it, in conjunction with Party building and rectification, achieving important results. The work of building a clean and strong Party organization has been promoted. The spirit of self-criticism and criticism, the quality of Party activities, and the work of political, ideological and ethical education of Party members at many Party committees and organizations have been improved.
The majority of Party members always uphold the sense of responsibility, consciously cultivate political qualities, moral qualities, lifestyle, self-criticism and criticism, pioneering, exemplary, building relationships with comrades and colleagues, maintaining close ties with the People. The above achievements are of great significance, gradually preventing and repelling signs of degradation, "self-evolution", "self-transformation" within the Party, contributing to preserving, promoting and developing cultural values within the Party, continuing to consolidate people's trust in the Party, the State and the regime.
However, besides the remarkable achievements, the work of building culture in the Party also revealed limitations and inadequacies.
The theoretical awareness of culture in the Party and the task of building culture in the Party of some Party committees, Party organizations, cadres and Party members is not complete, leading to the slow institutionalization, concretization and implementation of resolutions, directives, conclusions and documents of the Party on building culture of Party organizations and Party members, the mechanism and effective model for synchronous implementation have not been clearly defined; there is no unified understanding of the cultural value system of the Party organization. The work of inspection, supervision, associated with assessment, classification, reward, discipline, etc. in the implementation of the task of building culture in the Party is sometimes and in some places not carried out regularly, even in a formal and perfunctory manner, with low efficiency.
A number of Party members are still limited in capacity, qualifications, and responsibility; their revolutionary ideals have faded, they lack political courage, their self-criticism and criticism are weak; their sense of responsibility and will to strive have declined; they are not exemplary, they live pragmatically; they have degraded, "self-evolved", "self-transformed", violated Party principles and disciplines, and violated the law... These limitations and shortcomings are seriously affecting the prestige and honor of the Party, eroding the trust of cadres, Party members, and the People in the Party, and harming the Party's leadership capacity and fighting strength.
These are manifestations of cultural degradation, lack of cultural capacity, and cultural deviation of a significant number of cadres and party members.
Third, based on the assessment of the current situation, analysis and forecast of influencing factors, the delegates attending the Workshop proposed key tasks and solutions to promote cultural building in the Party in the new period.
The work of building culture in the Party in the new period has fundamental advantages on the basis of the Party's fine cultural values and identities that have been crystallized and affirmed in practice. Along with that is the very high political determination, the strong leadership and direction of the Central Executive Committee, the Politburo, and the Secretariat in the work of building and rectifying the Party. However, building culture in the Party is a fundamental, long-term task that has, is, and will have to face severe difficulties and challenges.
The context of globalization and the fourth industrial revolution opens up great opportunities but also poses significant impacts on the work of building culture within the Party, notably the differentiation, shift, and even transformation of values in social life, affecting the good traditional cultural values of the Party.
The negative impact of the market economy mechanism has increased the degradation of ideology, politics, morality, lifestyle, “self-evolution” and “self-transformation” of a significant number of party members. Meanwhile, hostile forces have continuously stepped up their sabotage against our Party, State and People with increasingly fierce and sophisticated plots and tricks.
In that context, to promote the work of building culture within the Party, contributing to building a truly clean and strong Party, meeting the requirements of tasks in the new period, the Workshop agreed on the following key tasks and solutions:
Firstly, Party committees and organizations at all levels continue to promote and disseminate more comprehensively and deeply to cadres, party members and people of all walks of life about the noble cultural values of the nation and the Party; about the position, role, content, tasks and solutions for building culture in the Party in the new period.
Thoroughly grasp the Party's policies and viewpoints on cultural building work within the Party; promote the study and following of Ho Chi Minh's ideology, morality and lifestyle.
Clearly define that building culture in the Party is the Party's cause, a very important task of each Party committee, Party organization and each Party member; has fundamental and urgent significance, and needs to be implemented synchronously, scientifically, regularly and continuously. Closely link the work of building culture in the Party with the overall task of building and rectifying the Party and the task of building and developing Vietnamese culture and people.
Continue to innovate and improve the quality of education, training, and improvement of party members' political, ideological, professional, ethical, and lifestyle qualifications.
Second, continue to review, speed up progress and improve the effectiveness of institutionalizing and concretizing resolutions, directives, conclusions and documents of the Party related to the task of building culture in the Party.
Regularly review self-criticism and criticism, improve political capacity and sense of responsibility in performing tasks; build and practice the style of Party members respecting the people, being close to the people, understanding the people, learning from the people and being responsible to the people.
Strictly implement regulations on setting examples for cadres and party members, especially leaders and heads at all levels in the political system. Proactively detect, combat, prevent and repel signs of degradation in political ideology, ethics, lifestyle, “self-evolution”, “self-transformation”, corruption, waste and negative behavior.
Third, promote more effectively the role and responsibility of the subjects, especially the role and responsibility of Party committees and heads of Party committees at all levels in implementing cultural development in the Party. Attract more effective participation and contribution of the People, intellectuals, scientists, artists in cultural development work in the Party.
Strengthen inspection and supervision of the implementation of cultural building in the Party, associated with evaluation, classification, reward, discipline, etc. of Party organizations and Party members, creating a fundamental shift in the self-awareness and responsibility of each Party organization and Party member in building and practicing cultural values in the Party.
Fourth, promote propaganda on mass media about cultural values in the Party and about the work of building culture in the Party. Timely commend good models and good practices and criticize negative and deviant phenomena in the implementation of tasks.
Press and media agencies need to propagate more effectively, contributing to promoting the good cultural values of the Party and each Party member, always being united, unified, in agreement, highly determined, brave and ready to sacrifice personal interests for the common good. In addition, focus on strengthening the protection of the Party's ideological foundation, fighting against erroneous, hostile, distorted and defamatory views of the Party's good cultural values, resolutely and persistently attacking and defeating the plots and tricks of "peaceful evolution" of hostile forces.
Fifth, strengthen international cooperation, expand cultural exchanges and cooperation with other countries, diversify forms of cultural diplomacy. Link cultural diplomacy with political and economic diplomacy; study and refer to the experiences of countries and political parties around the world on building political culture to filter and apply effectively, in accordance with Vietnam's reality.
Based on the recommendations of experts, scientists and leaders of agencies, units and localities at the Workshop, I propose that the presiding agencies, especially the Ho Chi Minh National Academy of Politics and the Central Theoretical Council, coordinate with research agencies, with the participation of experts and scientists nationwide, to continue to research and clarify further theoretical and practical issues on cultural building work in the Party to promptly advise and help the Party continue to lead and direct the good implementation of this important task in the coming time.
It is recommended that press and media agencies promote information in various forms to continue to widely disseminate the results of the Workshop, in conjunction with propaganda activities to celebrate the 95th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2025) and important events of the Party and our country in 2025 and the following years.
It is recommended that agencies, units and localities organize research and concretize the content of building culture in the Party in conjunction with building the Party in terms of politics, ideology, ethics, organization and cadres in the process of building documents to submit to Party congresses at all levels, towards the 14th National Congress of the Party.
Dear delegates and comrades!
Looking back at the 95-year history since the Party was born and led the Vietnamese revolution, it can be clearly seen that in difficult times or decisive turning points of the revolution, the Party's culture has been affirmed and highly promoted, contributing significantly to historical victories, bringing the country steadily forward in development.
Historical practice has left us valuable lessons. These are lessons about steadfastly inheriting and creatively applying Marxism-Leninism and Ho Chi Minh Thought to the practical conditions of the Vietnamese revolution; lessons about steadfastly pursuing the ideals of national independence, democracy and socialism, firmly consolidating solidarity and unity within the Party, blending “Party will - People’s heart”, mobilizing the participation and contribution of all people in building culture within the Party; lessons about improving the capacity and cultural qualities of the Party organization and Party members; lessons about protecting the ideological foundation and good cultural values of the Party, fighting against erroneous and hostile viewpoints, “building” together with “fighting”, affirming, encouraging, motivating, and multiplying good values, while resolutely fighting to eliminate the bad, the evil, the negative, and the harmful to the development of culture within the Party…
We are at a decisive moment for the fate and future of the nation, preparing to enter a new era, the era of the Vietnamese people's rise, starting from the 14th National Party Congress.
The profound historical lessons and important achievements have given us the firm belief that building and promoting cultural values in the Party will be the foundation, premise, and great source of motivation for our entire Party, people, and army to continue to unite, strive to contribute their intelligence and talent, and lead our nation to glorious victories.
On behalf of the agencies coordinating the organization of the Workshop, I would like to express my sincere thanks and appreciation for the meticulous and serious preparation work of the relevant agencies, units, scientists, experts, cultural workers, press and media agencies that contributed to the success of the Workshop.
