Phong Van village in the past

From the center of Tuyen Quang city to the Nguyen Ai Quoc School relic in the old Phong Van village, now renamed village 4, Tan Tien commune, is about 20 km. Mr. Hoang Van Thai, a local, said that in the past, to get to Tan Tien commune, there was only one road and you had to wade through 6 streams. When you reached Tan Tien, the road ended, looking up, all around were high mountains and below was a valley. Due to the rather rugged terrain, one side leaned against the Dinh Muoi mountain range, the other side was surrounded by the Yen Linh mountain range. From Tan Tien, you could follow the forest road to Kim Binh, to Bac Kan or cross the Yen Linh mountain range to Phu Thinh commune and then through Kim Quan commune, to Tan Trao. With such a safe and easy-to-escape terrain, in early 1952, the Central Government chose Phong Van village as the place to set up camp and build Nguyen Ai Quoc School with wood, thatch, bamboo, and leaves. After a short time, the school's hall, administration building, classrooms, kitchen, and infirmary were built amidst the vast green forests and the sound of a babbling brook. In addition to the main area, the school also has a canteen, a printing workshop, a barn for raising livestock and poultry, and a vegetable garden.

According to historical documents, in order to supplement the source of mid-level and senior cadres rich in political theory and practice for the Party's revolutionary cause, in 1949, Nguyen Ai Quoc School, now Ho Chi Minh National Academy of Politics, was established in Thai Nguyen province. In 1950, the school moved to Vinh Quang commune, now Kim Binh commune (Chiem Hoa). In 1952, the school continued to move to Tan Tien commune (Yen Son), and a part of it moved to Tan Trao commune (Son Duong). Comrade Le Van Luong, Head of the Party Central Committee's Organizing Committee, was the school's director from 1952 to 1954.

In Tan Tien commune, the school continued to open the 4th course, with the Party's guidelines, policies and guidelines such as the policy of "Long-term self-reliant resistance", the policy of "National democratic revolution". Lecturers were senior Party officials such as comrades Truong Chinh, Vo Nguyen Giap, Hoang Quoc Viet, Le Van Luong. Students such as comrades: Dam Quang Trung, Bang Giang, Dong Si Nguyen, Hoang Sam, Truong Minh, Le Thuy... Here, the school's staff and students were very honored to have the opportunity to welcome Uncle Ho to visit and talk.

During its stay and operation in Tuyen Quang for over 4 years at various locations in Yen Son, Son Duong, and Chiem Hoa districts, Nguyen Ai Quoc School organized many courses including rectification, Party rectification, and military rectification classes of the Central Party. From its establishment to 1954, the School trained and fostered 5,750 cadres. The students trained here were the core cadres who were trained and equipped with theoretical knowledge to serve the nation's resistance war and the need to lead and manage the country after peace was restored. After the Dien Bien Phu campaign, in a peaceful atmosphere, at the end of 1954, Nguyen Ai Quoc School moved to Hanoi.

New Rural Commune

In Tan Tien in 1952, the houses of the local Tay and Dao ethnic groups were quite sparse, mainly stilt houses. In the following years of renovation, the economic life of the people was still difficult, the commune enjoyed the Government's program 135. Mr. Pham Van Van, Tan Tien commune, said that the reason was that the road leading to the commune was cut off, and during the rainy season, there was no way to go anywhere. All the goods produced were difficult to sell. Realizing that, with many different sources of capital, Tan Tien commune was given priority by the province and district to invest in infrastructure construction. First, it was necessary to build bridges over streams, inter-commune asphalt roads, and inter-village concrete roads. The national grid, telecommunications, and internet were brought to the commune. The program of building schools, roads, stations, and cultural houses in villages, and eliminating temporary and dilapidated houses among the people was promoted, making the "face" of the countryside change every day.

In 2001, the Nguyen Ai Quoc School relic was recognized as a national relic by the Ministry of Culture, Sports and Tourism, restored and renovated, becoming a red address for many generations of Party cadres to return to their roots. In particular, the annual trips back to their roots of cadres, lecturers and students of the Ho Chi Minh National Academy of Politics take place quite regularly. In the process of building new rural areas, Tan Tien commune has always received active attention and support from the Ho Chi Minh National Academy of Politics. With its responsibility and prestige, the Ho Chi Minh National Academy of Politics has mobilized philanthropists and donors to actively help Tan Tien commune with material and spiritual support to build new rural areas.

After more than 10 years of perseverance, effort and determination in implementing the National Target Program on New Rural Construction, in 2021, Tan Tien commune completed 19/19 criteria for new rural construction. The Party Committee and the communal government have mobilized and integrated many resources, contributing to changing the face of the countryside with a total implementation cost of over 126 billion VND, of which the people contributed nearly 29 billion VND. Average income per capita increased, poor households decreased. Congratulating the Party Committee, government and people of Tan Tien commune, comrade Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, expressed his joy and excitement at the change in the rural appearance of the commune. Comrade Nguyen Xuan Thang expressed his gratitude to the ethnic people of Tuyen Quang province in general and Tan Tien commune, Yen Son district in particular for helping, protecting and nurturing the cadres and lecturers of Nguyen Ai Quoc School to successfully complete their assigned tasks during the resistance war against French colonialism, and for being the traditional educational address for generations of cadres and lecturers of the Academy of Politics.

With its potential and strengths, the commune is gradually exploiting those advantages. Such as developing the forest economy, processing from planted forest wood, raising livestock and poultry, growing fruit trees, raising bees for honey, building model farms and gardens. Currently, the commune has over 200 hectares of protective forest and over 4,800 hectares of planted forest. Tan Tien commune has developed an additional OCOP product "Tan Tien dried bamboo shoots", with an initial output of several dozen tons of dried bamboo shoots per year. Tan Tien Agricultural and Forestry Production Service Cooperative is the focal point to link households producing dried bamboo shoots. In addition, the commune has established a professional association "Nui Linh Honey Beekeeping" and is moving towards building a honey product brand to further increase people's income.

There are still many difficulties and challenges ahead, but Tan Tien commune is determined to strive to become a locality with a developed economy and a prosperous and happy life for its people.
