On December 19, Binh Chanh District Police (HCMC) temporarily detained Tran Trung Hieu (born 1993) and Tran Trung Binh (born 1999, Hieu's younger brother, both from Long An) to investigate the act of intentionally damaging property.

Both brothers had a history of intentional injury. Before that, on the way back from a funeral, Hieu and Binh stopped by Nguyen Trung T.’s house (living in Binh Chanh district) to demand 60 million VND. However, since T. was not home, the two immediately went to look for him.
Discovering that Mr. T. was at a nearby hair salon, Hieu and Binh loudly cursed and then smashed the salon's advertising board. When the hair salon owner tried to intervene, Hieu attacked him, punching him in the face, while Binh kicked the victim to the ground. Not stopping there, the two continued to damage the property of another resident in the area.
Unable to collect the debt from Mr. T., Hieu and his brothers continued to Mrs. H.'s grocery store to collect the 70 million VND that Mrs. H.'s son had borrowed earlier. Here, Hieu stood outside and knocked down the store's signboard, while Binh loudly cursed, caused chaos, and then both left.
One of the victims went to the police to report the incident. After receiving the news, the criminal police force quickly arrested Hieu and Binh to handle them according to the law.
