In recent years, the world and regional situation has been complicated and unpredictable. The military has reviewed and adjusted its organization according to resolutions and plans of the Central Military Commission and the Ministry of National Defense, setting out comprehensive requirements to improve the capacity of the military transport sector (VTQS), meeting the requirements and tasks in the new situation.
Analyzing and correctly assessing the situation, researching and forecasting closely to reality, the Party Committee, the commander of the Transport Department, the General Department of Logistics (GDL) and the military transport sector of the entire army have comprehensively and synchronously deployed measures; organized the implementation of tasks with a positive, proactive and creative spirit; closely coordinated and cooperated, promoted the combined strength of the entire sector, successfully and excellently completed all assigned tasks, notably:
Transport agencies and units thoroughly grasp and strictly implement the directives and orders of the head of the Ministry of National Defense and commanders at all levels on combat readiness transport tasks, strictly maintain the prescribed regimes. The system of combat transport documents is regularly reviewed and supplemented; plans are practiced thoroughly.

Organize timely, complete, and safe transportation of logistics, technical materials, equipment, weapons, ammunition, fuel, and military transportation; mobilize forces to perform combat readiness tasks, drills, and field training; transport vaccines and medical equipment to serve the prevention and control of the Covid-19 pandemic; transport troops and equipment for forces on duty to support Turkey in overcoming the earthquake disaster; participate in preventing, combating, and overcoming the consequences of natural disasters; ensure transportation for Truong Sa and many other tasks.
The work of purchasing transport equipment, ships, and distributing them to units must be tight and effective; carefully prepare the proposal for TCHC to report to the Ministry of National Defense to issue a Circular on the Regulations on transport work of the Vietnam People's Army; implement Project VT-21 to ensure practicality and effectiveness; build new water vehicles for campaign-level transport units; review and propose to transfer transport cars to the SSCĐ reserve.
To improve the quality of military transport work, Party committees and commanders at all levels always pay special attention to improving the quality of equipment work, training conditions, ensuring correct and sufficient content and time; closely combining training with transportation. In particular, focusing on improving the level of organization, management, command, operation, and the ability to advise and propose to the transport staff, military vessels; techniques, tactics, and transportation expertise for troops, contributing to improving the combat readiness and mission performance capacity of the unit.

The training contents of transportation, ships in the whole army and logistics training for officers of the Lao People's Army were carefully prepared. Along with training, agencies and units actively organized competitions and sports events with rich and diverse contents and forms, creating leverage for officers, employees and soldiers to improve their qualifications, gain experience and promote the quality of work. In practice, through strategic combat exercises on all battlefields, the transportation units were highly appreciated by their superiors; regular and sudden transportation tasks, on all terrains and environments, the VTQS sector always completed well and excellently the tasks.
Along with that, the work of building the industry is focused. The task of repairing and ensuring the technical aspects of all types of vehicles, especially those performing the tasks of combat readiness, protecting the sovereignty of the sea and islands, and preventing and fighting storms and floods, has achieved good results. The work of registering and managing vehicles is carried out in accordance with regulations. The process and set of economic-technical norms for preserving and maintaining some types of transport vessels have been completed.
Contribute practical ideas to the units' projects of building new military ships; provide strict guidance on the registration and inspection of ships. The emulation movement to build "Regular, safe, effective" transport units has developed widely and deeply, contributing to building strong Party committees and organizations in terms of politics, ideology, organization, ethics and cadres, the VTQS sector and transport agencies and units to be comprehensively strong, "exemplary, typical", well meeting the requirements and tasks in the new situation.

Closely following resolutions and directives from above, taking advantage of favorable conditions, grasping the situation in all aspects, resolutely overcoming difficulties, in the remaining time of 2023 and the following years, the Transport Department and the VTQS sector will continue to research, grasp the situation, promptly build, adjust and supplement the system of operational transport documents.
Strictly maintain the combat readiness force, prevent and fight natural disasters, search and rescue; flexibly apply methods and forms of transportation, ensure timely and adequate material needs, mobilize forces for training tasks, combat readiness, firmly protect sovereignty, borders, seas and islands. Closely coordinate and cooperate with agencies, units and localities, be ready to mobilize forces and means of transport from the national economy to serve the tasks of combat readiness, combat and prevention, control and overcoming the consequences of natural disasters and catastrophes.

Based on Resolution 230 of the Central Military Commission and Plan 1228 of the Ministry of National Defense, the Transport Department focuses on researching and advising the Head of the General Department of Customs and the Ministry of National Defense to build the organization and staff of the VTQS sector to ensure synchronization, regularity, and unity in the direction of "refined, compact, and strong". Building a team of cadres, soldiers, and employees of the VTQS sector at all levels with steadfast political will, firm ideology, peace of mind at work, always loving the sector and profession; with a reasonable number and structure, standardized in terms of professional qualifications and skills, meeting the requirements and tasks in all situations. Implement well the “4 innovations” and the motto “basic, practical, solid” in training. Pay attention to improving the ability to advise, organize coordination, management level, command and operation, and organize transportation for all types of combat in combat as well as transportation in preventing and combating natural disasters and epidemics.

Proactively research and propose step-by-step innovation of equipment and means of transport, suitable for the requirements of the task of building the Army, adapting to traditional and non-traditional security challenges both in the short term and in the long term. Closely combine the promotion of the results of the re-inspection of building "Regular, safe, well-trained" transport units with promoting the emulation movement of the transport sector and emulation movements of all levels and sectors, creating a strong driving force to improve the comprehensive capacity of the VTQS sector, meeting the requirements of tasks in the new situation.
