The conference assessed: Over the past 5 years, under the regular, close and strict leadership and direction of the Central Military Commission, the Ministry of National Defense, the General Department of Politics of the Vietnam People's Army, the Party Committee and the Command of the Vietnam Coast Guard, Party committees and commanders at all levels have thoroughly grasped and effectively implemented two emulation movements with rich and diverse contents and forms, which have been highly appreciated by local Party committees and authorities; affirming the responsibility, position and prestige of the Vietnam Coast Guard towards the people and fishermen of coastal provinces and cities.

Through the programs, the understanding of the people about the Coast Guard has been enhanced; the close relationship between the Vietnam Coast Guard and local Party committees, authorities and people has been strengthened, creating a favorable environment and conditions for the Vietnam Coast Guard to continue to build a revolutionary, disciplined, elite, modern force, and to perform well its assigned functions and tasks.

Lieutenant General Bui Quoc Oai, Political Commissar of the Vietnam Coast Guard chaired the conference.

Specifically, officers and soldiers of the Coast Guard have participated in building infrastructure, shifting production and labor structures, transferring technology, applying new scientific and technological advances; helping people develop socio-economy, eliminate hunger and reduce poverty.

Through the movement "Building new rural areas", we have mobilized, donated and supported nearly 5 billion VND along with 200 tons of cement, 100 cubic meters of sand, stone and more than 10,000 working days; organized the construction of nearly 6 million meters of new surrounding walls, leveled nearly 11,000 square meters of yards and paved nearly 5,000 square meters of new cultural house yards; acted as a bridge to mobilize benefactors to upgrade nearly 100 km of inter-village roads, and supported equipment for 25 community houses.

Along with that, 363 programs were organized "Coast Guard accompanies fishermen", 103 mass mobilization campaigns "Coast Guard with ethnic and religious compatriots", combined with visits and giving nearly 38,000 gifts to families with preferential policies and fishermen's families in difficult circumstances; 3,780 bicycles were given to students in difficult circumstances along with 138 televisions and 36 computers as learning tools for schools in coastal areas. 92 programs were organized "I love the sea and islands of my homeland" with a total of more than 128,500 teachers and students participating; free medical examinations and medicine were organized to help more than 7,800 people and fishermen. Delegates attending the Conference to summarize the emulation movements "Army joins hands to build new rural areas", "Coast Guard joins hands for the poor - No one is left behind" for the period 2021-2025.

Speaking at the conference, Lieutenant General Bui Quoc Oai highly appreciated the proactive implementation of emulation movements closely and uniformly throughout the force; Party committees, commanders at all levels, organizations and all soldiers always have the right awareness, high spirit and responsibility, actively participating in effectively implementing emulation movements.

Lieutenant General Bui Quoc Oai awarded certificates of merit to groups with outstanding achievements.

Regarding the direction of implementing the two emulation movements "Army joins hands to build new countryside", "Coast Guard joins hands for the poor - No one is left behind" in the next phase, Lieutenant General Bui Quoc Oai requested the entire Coast Guard force to continue to seriously implement the directives and instructions of the superiors on implementing the two movements in the period of 2025-2030; promote the combined strength, actively participate in implementing programs and plans to build new countryside associated with the goal of sustainable poverty reduction by 2030 and the following years in coastal and island areas in accordance with the characteristics, tasks and capabilities of each agency and unit; contribute with the entire Party, the entire people and the entire army to improve the material and spiritual life of the people; build a solid "people's heart position" and "people's security position" at sea.
