In order to promote sustainable agricultural economic development and accelerate the process of building new rural areas, in recent times, the province has focused on leading and directing sectors and localities to synchronously implement solutions, strongly innovate, improve the efficiency of production organization forms, create new changes, and bring high economic value in practice.

Strong innovation in production organization form

Tat Thang Agricultural and Forestry Cooperative, Tat Thang Commune, Thanh Son District develops a grape growing model, applying science and technology to cultivation, creating products that meet 3-star OCOP standards.

Promoting rural economic development

According to the province's direction, sectors and localities have focused on directing innovation and developing more practical and effective forms of production organization. Focusing on improving the operational efficiency of cooperatives and farms associated with implementing value chain linkage models in agricultural production. Thanks to that, the scale and level of production have changed positively.

The province currently has 433 cooperatives operating in the agricultural sector, including 219 general service cooperatives, 139 crop cooperatives, 50 livestock cooperatives, 17 aquaculture cooperatives, and 5 forestry cooperatives; the average revenue in 2024 will reach over 1.6 billion VND/cooperative, an increase of 6.5% compared to 2023; the average income of regular workers will reach 4.1 million VND/person/month. Many cooperatives have proactively expanded service activities to support members; accumulated land, formed large fields, linked fields for joint ventures, linked with enterprises to implement agricultural production and consumption chains; applied science and technology in production, helping to reduce costs, increase product value, gradually increase income for member households and preserve local traditional occupations.

Mr. Cao Dang Duy - Director of Hung Lo Rice Noodle Cooperative, Hung Lo Commune, Viet Tri City shared: “Hung Lo Rice Noodle is increasingly developing and being recognized as a 4-star OCOP product, which is the pride of Hung Lo people in the process of preserving and developing the craft village. The Cooperative has constantly innovated and improved the quality and design of products to meet the needs of the domestic and export markets. The Cooperative is also a tourist attraction for many visitors. Since then, the income of members has been increased, the Cooperative has actively contributed to building new rural areas and developing community tourism in the locality”.

The province currently has 365 farms operating according to the prescribed criteria, including 160 mixed farms, 157 livestock farms, 27 aquaculture farms, 5 forestry farms, 16 crop farms, with an average land area of ​​4.5 hectares/farm. The total production value of the farms in 2024 is estimated at 1,204.5 billion VND. In particular, there are 90 farms applying scientific and high-tech advances in production, contributing to increasing the value of agricultural and aquatic production.

To develop the rural economy, all sectors and localities focus on supporting and facilitating the development of agricultural enterprises, playing a core and leading role in establishing and developing sustainable chains of linkages with farmers, farms, and cooperatives. The whole province has built and developed 123 safe agricultural, forestry, and aquatic food supply chains (tea, vegetables, grapefruit, pork, chicken, mushrooms, etc.).

In the province, there are currently 163 investment projects in the fields of agriculture, forestry and fishery; some projects have invested in applying modern technology, continuing to contribute to the growth of the industry such as breeding chickens, commercial egg-laying chickens, clean egg production of Hoa Phat Poultry Company Limited with a scale of 1.2 million laying chickens; raising 6,000 sows of DABACO Pig Breeding Company Limited...

In 2024, the province has built and developed 6 safe agricultural and food supply chains, including: Gia Thanh organic seedless persimmon supply chain, safe meat processing product supply chain, safe tea supply chain, safe vegetable supply chain, safe grapefruit supply chain and supply chain of specialty and typical products of the province. The "One Commune One Product" (OCOP) program is being promoted. It is estimated that by the end of 2024, the whole province will have 308 OCOP products meeting 3-star standards or higher. To date, 203 economic organizations, including enterprises, cooperatives, production establishments, and craft villages have participated in the Program.

Gia Thanh Agricultural Service Cooperative, Phu Ninh district, formed a link to produce seedless persimmons, implementing the cultivation process according to VietGAP, bringing the product to meet 4-star OCOP standards.

Removing difficulties, strengthening solutions

The innovation and development of production organization types, especially the formation and development of linkage chains in agricultural production, have gradually formed a new labor force with the mindset of developing commodity agriculture with scale, level, efficiency linked to the market, ensuring food safety, and traceability according to the value chain. The agricultural economy has clearly changed, from 2020 to now, the production value of the whole industry has increased by an average of over 3%/year. The income and living standards of rural people are increasingly improved and raised. In the set of criteria for building new rural areas, criterion 13 - the form of production organization and rural economic development is an important criterion to promote local socio-economic development, laying the foundation for completing the criteria of income and poor households.

However, the innovation and development of agricultural production organization forms still have difficulties and shortcomings that need to be focused on. Typically, attracting investment from enterprises in agriculture and rural areas is still difficult; agricultural production often faces risks from natural disasters, epidemics and markets, plus low labor productivity compared to industry and services, so it is not attractive to investors. The cooperative economic sector has developed, but in some localities it has not met the requirements of reorganizing production, linking and cooperating in production, and has not really been the focal point to support production development and improve people's lives and incomes.

In the districts, effective agricultural production models in the organic direction, applying advanced technology have been initially formed, but they are not many and have not been widely replicated. Agricultural production areas are still fragmented and small, causing difficulties in applying scientific and technical advances.

According to comrade Tran Tu Anh - Deputy Director of the Department of Agriculture and Rural Development, clearly identifying and overcoming difficulties, in the coming time, the agricultural sector will continue to coordinate with other sectors and localities to focus on directing the implementation of breakthroughs in innovating production organization forms, focusing on creating favorable conditions for the development of enterprises and cooperatives to become focal points linking with household economies in agricultural production according to the value chain. Strengthening propaganda to change thinking and production methods to increase the scale and quality of products; promoting the development of forms of cooperation and linkage from production to consumption; continuing to direct and guide the application and replication of scientific advances and good agricultural production processes, creating strong changes in production.

Disseminate, popularize, and guide cooperatives in the agricultural sector to organize their activities according to the 2023 Law on Cooperatives. Continue to summarize, innovate, and build economic models and effective forms of production organization in rural areas, while focusing on supporting the development of a number of effective and typical production organization models to encourage development and replication. Focus on directing, evaluating activities, guiding the consolidation and improvement of the operational efficiency of craft villages, and forming branded products.

The agricultural sector actively advises on promoting land consolidation and accumulation; encourages production linkages, creates favorable conditions for large-scale commodity production, applies science and technology to production, attracts businesses to invest in production linkages, and consumes products for people. Strengthens management and proactiveness in agricultural service activities; focuses on supporting key products and local specialties. Encourages and supports the development of services in agricultural production, promptly meeting production requirements.
