Two options for reorganizing commune-level administrative units in Phu Quoc

In the first quarter of 2025, Phu Quoc City Party Committee focused on directing results in a number of areas. Focusing on arranging and perfecting the organizational apparatus according to Resolution 18 was implemented urgently, seriously, and in accordance with regulations. Most economic indicators increased compared to the same period, some indicators increased sharply such as budget revenue increased by 7.34%, tourists increased by 25.12%, international visitors increased by 66.47%, total retail sales of goods and service revenue increased by 23.79%; urban order management gradually brought positive results.

At the conference, Vice Chairman of Phu Quoc City People's Committee Doan Van Tien approved two proposals to reorganize commune-level administrative units.

Option 1: After reorganizing the commune and ward administrative units, Phu Quoc City will have 2 grassroots administrative units left, reducing 7 communes and wards compared to before the merger. Reorganize 8 communes into 1 grassroots administrative unit. The new name is expected to be Phu Quoc special zone. Maintain the current status of Tho Chau commune, the new name is expected to be Tho Chau special zone.

Option 2: When reorganizing the administrative units of communes, wards, and Phu Quoc City, there will be 5 grassroots administrative units remaining. Maintain the current status of Duong Dong ward, and plan to name it Phu Quoc 1 special zone or Duong Dong; maintain the current status of An Thoi ward, and plan to name it Phu Quoc 2 special zone or An Thoi; merge the two administrative units of Duong To and Ham Ninh communes, and plan to name it Phu Quoc 3 special zone or Duong To; merge the 4 administrative units of Cua Duong, Bai Thom, Ganh Dau, and Cua Can communes, and plan to name it Phu Quoc 4 special zone or Cua Duong; maintain the current status of Tho Chau commune, and plan to name it Tho Chau special zone.

Delegates highly agreed with the two options, especially option 2. Delegates said that if the number of administrative units at the grassroots level is reduced to 5, Duong Dong ward should remain Duong Dong and An Thoi ward should remain An Thoi because these two places are associated with the long history of the pearl island.

Speaking at the conference, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Kien Giang Province Nguyen Thanh Nhan emphasized that the task in 2025 is the biggest task ever, Phu Quoc City needs to closely follow the direction of the Central and the province. In April and the second quarter, it is recommended that the locality carry out well the work of restructuring the apparatus, focusing on promoting propaganda so that the entire political system and the people clearly understand the purpose and meaning of streamlining the apparatus. The arrangement and assignment of cadres must be sustainable in the future, and the selection and arrangement of cadres must be strictly ensured.

Phu Quoc City continues to focus on socio-economic development, especially tourism development, because this is a strength that contributes to the overall development of the province. In addition to the achieved results such as state budget revenue in 2023 and 2024 contributing more than 50% to the provincial budget, Phu Quoc City still has some limitations such as low disbursement of public investment, progress in infrastructure investment, water supply, wastewater and waste treatment is still limited, the quality of administrative procedure settlement has improved but has not met requirements. Comrade Nguyen Thanh Nhan requested the locality to overcome limitations and consider solutions to speed up the implementation progress.

Chairman of Kien Giang Provincial People's Committee Nguyen Thanh Nhan requested Phu Quoc City to speed up the progress of zoning planning, detailed planning, and project grouping; projects with problems need to be summarized and reported for timely handling, with priority given to projects that need to be implemented first. Resolutely revoke projects that are slow to be implemented due to investor errors. Urgently review projects that need site clearance.

Regarding preparations for the APEC 2027 conference, Chairman of Kien Giang Provincial People's Committee Nguyen Thanh Nhan requested Phu Quoc City to speed up the planning process, and requested the entire city's political system to focus highly, promote a sense of responsibility, proactiveness, and creativity to prepare thoroughly, ensuring the event takes place successfully. Accelerate the implementation of the smart surveillance camera project to put it into operation. Comrade Nguyen Thanh Nhan hopes that Phu Quoc City will continuously develop, commensurate with the policies and orientations of the Prime Minister.
