Persistent and synchronous in implementing cooperative support policies

One of the policies that Bac Kan has effectively implemented is to support capacity building and awareness for the collective economic sector. Accordingly, more than 300 cooperatives have been supported in training and fostering the team of managers and members of cooperatives; 88 cooperatives have been included in the list of key human resource support for the period 2022 - 2025; 26 enterprises and cooperatives are included in the list of support for science and technology transfer and consulting of the joint project under the National Target Program for the period 2021 - 2025.

In order to promote production according to the value chain, Bac Kan province has supported 72 cooperatives to participate as the leading link for 102 projects to develop linked production; 34 cooperatives are leading projects to develop agricultural commodity production. These projects have helped cooperatives access stable consumer markets, increase product value and income for people, and many products such as vermicelli, sticky rice, turmeric, green squash, etc. have been available in large supermarkets, specialty stores, and even "exported".

Capital is one of the key factors for cooperative development and cooperatives are only strong when they have "enough capital". Understanding this, Bac Kan has mobilized all resources to "pump oxygen" into the collective economy. Through banks and the Farmers' Association, tens of thousands of households have been able to borrow capital to implement projects to support production development. In addition, the Provincial Farmers' Support Fund has reached 28.39 billion VND and is currently lending to 97 projects with 684 borrowers. With the Cooperative Development Support Fund, 36 cooperatives have accessed preferential capital of 10.4 billion VND to invest in machinery and expand production. Not only stopping at loan support, the province is also creating mechanisms to help cooperatives access capital more easily, reducing procedures and barriers to mortgaged assets.

To create a foundation for cooperatives to operate stably, Bac Kan has also supported 12 cooperatives to invest in warehouses, factories, and processing lines. Of these, 6 projects have been completed and put into effective operation, 4 are waiting for handover, and the rest are under implementation. When there is a place to store agricultural products, when there is a standard processing factory, the cooperative will no longer be forced to lower prices during the peak harvest season, and will no longer be completely dependent on traders. The cooperative's products will have a more stable position in the market. Ms. Nong Thi Tam - Director of Thanh Tam Fermented Wine Cooperative, Bang Phuc Commune, Cho Don District, said that thanks to the province's support in building a spacious factory with a total value of nearly 2 billion VND, the cooperative not only has the conditions to maintain its traditional profession but also raises awareness, produces effectively, ensures food hygiene and safety, and improves quality. The cooperative's wine products have been exported to the Japanese market.

Not only supporting production, in the past 3 years, Bac Kan has supported more than 100 cooperatives to participate in fairs from North to South. Notably, in 2024, the province participated in the Vietnam - Korea Investment and Trade Cooperation Conference at KOTRA (Korea), introducing typical products such as Tai Hoan vermicelli, golden flower tea, nano turmeric, Gynostemma pentaphyllum tea... thereby gradually expanding the export market for local key products. Not only promoting products, this is also a way to help local agricultural products get acquainted with international standards, from labels, packaging, to traceability systems - mandatory if you want to reach out to the big sea.

In the wave of digital transformation, Bac Kan is not left out. The province has supported 9 cooperatives and cooperative groups to use the iTrace247 traceability system; 2 other cooperatives were selected as digital transformation models in the new rural areas with a total budget of 500 million VND. From selling via social networks, tracing QR codes to building digital brands, cooperatives now not only do farming, but also have to know how to "market", "sell online", "build brand trust index"... That is a big change in the thinking and awareness of cooperatives in the area. That also proves that Bac Kan is on the right track in supporting digital transformation and applying technology to the collective economy.

The province currently has 672 cooperative groups, 459 cooperatives, and 2 cooperative unions. The synchronous and effective implementation of Bac Kan's collective economic support policies has been creating a strong driving force for collective economic models and cooperatives to operate effectively, contributing to the development of commodity agricultural production, economic restructuring, increasing people's income and promoting the process of building new rural areas in the locality./.
