Continuing the program of surveying the implementation of Resolution 29-NQ/TW on fundamental and comprehensive innovation of education and training, the working delegation of the Steering Committee summarizing 10 years of implementing Resolution 29, led by Deputy Minister of Education and Training Pham Ngoc Thuong, recently had a working session with the Thai Binh Provincial Party Committee.
Also attending the meeting was Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Thai Binh province Nguyen Tien Thanh.

According to the report of Thai Binh Provincial Party Committee, in recent times, the province has developed and issued many mechanisms, policies, programs, plans, and projects to implement Resolution 29 with the viewpoint that "education is the top national policy".
The province also focuses on strongly and synchronously innovating the basic elements of education and training, thereby achieving many positive results.
Specifically, 100% of kindergartens in the province have effectively implemented the theme "Building child-centered kindergartens"; from 2013 to present, they have always achieved universal primary education at level 3;
Special attention was paid to the training of excellent students (with 3 Gold Medals at the International Mathematical Olympiad (IMO) for 3 consecutive years); vocational training rate was over 90% at both levels; there were enough English teachers at primary level before starting to implement the 2018 general education program.
In the work of developing the team, Thai Binh has issued a document to convert contract preschool teachers into civil servants, promptly resolving the problem of preschool teachers.
Regarding the financial mechanism, it is noteworthy that the province's budget expenditure for education and training from 2013 to 2023 will average over 20% of the total local budget expenditure.
Regarding difficulties and limitations, Thai Binh Provincial Party Committee stated: Some educational institutions are small in scale, so it is difficult to meet the requirements of the 2018 general education program;
The staff structure in some educational institutions is not uniform; the facilities still have substandard criteria; the quality of national excellent students is not sustainable.
Speaking at the meeting, Deputy Minister of Education and Training Pham Ngoc Thuong acknowledged that Thai Binh had comprehensively and promptly disseminated Resolution 29; issued the Action Program very early and implemented it effectively, achieving many remarkable results.
“The more innovation, the more difficulties and challenges. Therefore, innovation must have a roadmap, focus, and key points, not be spread out; being too impatient or too perfectionist is not good,” the Deputy Minister noted.
Emphasizing the role of heads of educational institutions in education and training innovation, the Deputy Minister of Education and Training affirmed: "Innovation that is not well-informed by the head and cannot "pass on the passion" to subordinates will be very difficult to succeed."
In the coming time, Deputy Minister Pham Ngoc Thuong suggested that localities do a good job of network planning, ensuring efficiency; strongly and synchronously innovate basic elements of education; innovate financial mechanisms and facilities towards standardization, "not cutting the foot to fit the shoe".
Referring to socialization, the Deputy Minister said that it is necessary to have appropriate awareness, socialization is not only support, charity but must mobilize all resources for investment, from mechanisms, policies, to mobilizing all social resources appropriately; socialization must be associated with State investment, with autonomy, self-responsibility of educational institutions.
Earlier, on the same morning, the Working Group surveyed the implementation of Resolution 29 at Thai Thuy District Party Committee, Thai Binh province.
According to the report of the local Party Committee, implementing Resolution 29, the district has focused on directing and effectively implementing the synchronous innovation of basic elements of education and training in the direction of attaching importance to promoting the qualities and capacities of learners, achieving many positive results.
Specifically, achieving level 2 illiteracy eradication, universalizing preschool education for 5-year-old children, universalizing primary education level 3, and universalizing lower secondary education level 3. Completing the merger of 41 schools (the most in Thai Binh province).
In 10 years, the whole district invested over 800 billion VND (of which nearly 117 billion VND was socialized) to build and repair works and purchase equipment for teaching.
Notably, in 2019, Thai Thuy Education and Training Department was selected by the Ministry of Education and Training as the only unit in the country to nominate for the UNESCO award in collaboration with the Japanese Government organized with the theme "Education for Sustainable Development".
Expressing special concern for the issue of teachers and educational managers, Deputy Minister Pham Ngoc Thuong affirmed at the meeting: “In everything, people are the decisive factor, and for education and training, the human factor is even more important. Only with good teachers can there be good students.”
“No one agrees with school violence or overcharging. When there are violations, they must be dealt with. But the handling must be calm, with the right person, the right job, with reason and emotion to ensure the image of the school and teachers must be dignified and respected by society.
To do so, each teacher must also be an example for society to respect," Deputy Minister Pham Ngoc Thuong advised the teachers participating in the meeting, and also expressed his hope that local authorities and Party committees would share and understand the many pressures that teachers are facing today.
