From the beginning of 2025, the Provincial People's Committee has resolutely directed localities and sectors to focus on closely following the directives, resolutions, programs, telegrams of the Government, the Prime Minister, and the directives and instructions of the Central Government and the province; implementing many groups of synchronous solutions, quickly overcoming difficulties, ensuring social security, security, politics, and social order and safety; promptly removing bottlenecks, difficulties, and obstacles to promote socio-economic development.

Provincial leaders have spent a lot of time working with departments, branches and localities to clarify bottlenecks, identify breakthrough solutions for each branch and each locality; promptly remove difficulties and obstacles in compensation, site clearance, and disbursement of public investment capital for key projects; effectively reorganize the apparatus of agencies and units towards streamlining, streamlining, effective and efficient operations and promoting administrative reform, especially administrative procedure reform.

From February 9 to March 21, the leaders of the Provincial People's Committee organized more than 90 meetings, worked, and inspected the reality with agencies, units, and localities to listen to reports and direct the removal of difficulties and obstacles in performing assigned tasks.

In particular, in February 2025, the Provincial People's Committee submitted to the Provincial People's Council a resolution to establish 6 specialized agencies, dissolve 1 specialized agency under the Provincial People's Committee; issued more than 40 decisions to reorganize directors and deputy directors of agencies after the reorganization; issued decisions to assign the implementation of functions, tasks, powers and organizational structures of agencies after the merger; documents directing agencies, units and localities to promptly arrange civil servants and public employees to receive and handle administrative procedures to ensure smooth operation from March 1; resolved early retirement and termination of employment for 85 civil servants, public employees and workers according to Decree No. 178/2024 of the Government.

Along with that, the province focuses on removing obstacles for major projects and key projects of the province such as site clearance for the 500kV Lao Cai - Vinh Yen transmission line project; Vinh Phuc ecological complex urban area project...

Thanks to the synchronous implementation of solutions, the province's socio-economic situation in the first quarter of 2025 has improved a lot, with economic growth estimated at 7.4 - 8%, the highest growth rate since 2022. The industrial production index (IIP) increased by more than 12% over the same period; agriculture, trade - services, budget revenue, and investment attraction all increased over the same period. Attention has been paid to the fields of culture, society, health, and social security.

Regarding public investment capital disbursement, in the first quarter of 2025, disbursement reached nearly 1,400 billion VND, reaching 20.2% compared to the plan assigned by the Central Government, ranking first in the Red River Delta region, ranking 7th out of 63 provinces and cities in terms of disbursement rate.

In particular, the groundbreaking of the social housing project in the Nam Vinh Yen new urban area project, phase 1, is evidence of a strong change in thinking and new approaches to social housing development in the province.

The project has a scale of 38 buildings, more than 5,300 apartments, a total floor area of ​​nearly 190,000 m2 on an area of ​​17 hectares, a total investment of more than 7,000 billion VND, and is expected to be completed before 2030.

Since the beginning of 2025, Vinh Phuc has started construction of 2 social housing projects and is expected to start construction of 6 social housing projects/projects with a scale of 2,190 units by the end of 2025, meeting the housing needs of low-income people and industrial park workers.

At the regular meeting in February 2025, Chairman of the Provincial People's Committee Tran Duy Dong emphasized that in the context that the entire political system is carrying out many important tasks in parallel, especially implementing the revolution of streamlining the organizational apparatus and the target of double-digit growth, all levels, sectors and localities must be highly determined, make great efforts, take drastic actions, focus on key points, dare to do, dare to take responsibility for the common interest; strengthen solutions to unlock resources; promptly remove difficulties and obstacles in site clearance and disbursement of public investment capital for key projects.

Districts and cities proactively plan resettlement, especially for key national projects in the area; strengthen compensation, site clearance, and approve zoning of industrial parks.
