On the morning of April 22, comrades: Nguyen Thi Thu Ha, member of the Party Central Committee, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front; Dinh Viet Dung, member of the Provincial Party Standing Committee, Head of the Provincial National Assembly Delegation and provincial National Assembly deputies had a meeting with voters of 5 communes of Yen Khanh district (Khanh Tien, Khanh Thien, Khanh Loi, Khanh Mau and Khanh Cuong).
Attending the meeting were comrade Tong Quang Thin, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; leaders of the Provincial Vietnam Fatherland Front Committee, a number of provincial departments, branches and sectors; leaders of Yen Khanh district.
At the meeting, the representative of the Provincial National Assembly Delegation announced the content and program of the 7th session of the 15th National Assembly.
Accordingly, the session is expected to be held in two phases. Phase 1 is from May 20 to the morning of June 8, 2024. Phase 2 is from June 17 to the morning of June 28, 2024. The National Assembly will consider and pass 10 draft laws and 3 draft resolutions; give opinions on 11 draft laws; consider and decide on socio-economic issues, the State budget, supervision and other important issues. In addition, there are 20 groups of contents that agencies have sent reports for National Assembly deputies to study on their own.
With a spirit of frankness, enthusiasm and responsibility, voters made many practical recommendations to the provincial National Assembly delegates.
Accordingly, voters highly agreed with the policy of rearranging administrative units, and at the same time expressed some concerns and recommendations for the National Assembly, the Government, and all levels and sectors to pay attention to resolving such as: allocating investment resources to upgrade or build new working headquarters of localities after the rearrangement to suit, create favorable conditions for people, meet the working requirements of cadres and civil servants; having a plan to handle public assets to avoid waste; supporting fees and charges for people when having to change related documents; paying attention to implementing regimes and policies for the contingent of cadres and civil servants at the commune level, the contingent of cadres of the Vietnam Fatherland Front and mass organizations that are redundant after the rearrangement of administrative units. Soon have new regulations on arranging more cadres and civil servants at the commune level in accordance with practical requirements.
Regarding the regime and policies for cadres, voters recommended that the National Assembly consider arranging the salary for the position of Military Commander at the commune level appropriately, ensuring the rights and benefits of civil servants; consider arranging the position of Deputy Head of the Party Committee Inspection Committee as a full-time position at the commune level; add a full-time position of the Party Committee Office to suit the actual situation. Proactively arrange sufficient budget resources for timely implementation when the salary reform policy takes effect. Lower the age of receiving social protection allowances for the elderly; support funding for skills training for the team of medical staff in villages and hamlets...
Voters also hope that the Party and the State will continue to extend the implementation of policies to support production and business of enterprises and people, and policies to solve employment for workers more effectively to continue to recover and grow the domestic economy, especially in the difficult period since the outbreak of COVID-19. Pay attention to early issuance of Land Use Right Certificates for land 313.
Regarding the work of selecting and calling citizens to join the army, voters suggested that it is necessary to strengthen solutions to overcome difficulties in the recruitment process, and propose that there be regulations that universities and colleges need to strictly manage military service transfer procedures when recruiting students; increase the allowance regime for active duty and discharge for soldiers to ensure a stable life...
Regarding education and training, voters suggested that there should be solutions to overcome the waste in regularly replacing textbooks. At the same time, they suggested continuing to mobilize resources to support the construction of national standard schools in areas with many difficulties.
Voters of Khanh Thien commune also reflected that in the commune, there is currently a national reserve warehouse BO1 that has not been used regularly for many years and has deteriorated. Voters requested that all levels and sectors soon hand it over to local authorities for management and include it in the planning of construction of welfare works to serve the people.
At the meeting, delegates leading provincial departments and branches, and leaders of Yen Khanh District People's Committee discussed and clarified issues under their authority.
Speaking to voters, Comrade Nguyen Thi Thu Ha, Member of the Party Central Committee, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front, respectfully thanked and seriously accepted the enthusiastic and responsible opinions of voters, considering these issues arising from the practical situation. Based on the acceptance, the Provincial National Assembly Delegation will synthesize and send opinions to the relevant agencies for consideration and resolution.
Discussing with voters about issues under the authority of the Central Committee, comrade Nguyen Thi Thu Ha affirmed: After the impact of COVID-19, the Party, National Assembly, and Government have had many policies and solutions to support, restore, and develop the socio-economy, thereby contributing to making Vietnam one of the "bright spots" in the global economic picture.
He also highly appreciated Ninh Binh for promptly and synchronously implementing recovery policies, bringing the province's economy to stable development at high speed.
He also discussed and clarified voters' opinions and recommendations related to salary reform; administrative unit arrangement; policies and regimes for cadres and some other contents according to voters' recommendations.
