How will renewable energy be developed?

The Deputy Minister of Industry and Trade said that the revised Electricity Law this time has added a completely new content on developing renewable energy and new energy.

On the afternoon of December 20, the Office of the President held a press conference to announce the President's order to promulgate 10 laws and ordinances passed by the National Assembly and the National Assembly Standing Committee, including the Electricity Law (amended).

At the meeting, Mr. Truong Thanh Hoai - Deputy Minister of Industry and Trade said that the Electricity Law, after being passed by the National Assembly, will solve the current difficulties and problems of the electricity industry, ensure electricity security, aim for the net zero goal and contribute to promoting the sustainable and effective development of the electricity industry.

A completely new content stipulated in the Electricity Law (amended) this time is the development of renewable energy and new energy electricity.

Including regulations on basic investigation of renewable energy and new energy electricity resources; development of self-produced and self-consumed electricity from renewable energy and new energy sources; development of offshore wind power...

Answering the press's question about current offshore wind power sources, Mr. Hoai said that wind power projects beyond 6 nautical miles will be considered offshore wind power.

"According to current laws on sea and islands, constructions outside 6 nautical miles will be managed differently. However, constructions within 6 nautical miles are currently using offshore wind power technology," Mr. Hoai added.

The leader of the Ministry of Industry and Trade also emphasized that the Electricity Law 2024 has provided framework regulations and the Government will provide detailed regulations to ensure consistent implementation later.

Regarding rooftop solar power, Mr. Hoai said that the legal regulations are relatively clear, but some technical issues to ensure the stability of the power system such as the rate of renewable energy will be regulated depending on each period and depend on Vietnam's power grid infrastructure.

"If the base power source develops well, we have room to develop renewable energy, but if the base power source is slow and limited, there will be solutions such as storage batteries to balance the power system," said the Deputy Minister of Industry and Trade.

Supplementing the 2-component electricity price mechanism

Regarding the content of the competitive electricity market and electricity trading, the Electricity Law adds new provisions on the suspension and restoration of the operation of the spot electricity market in the competitive electricity market at all levels; adds guidance methods and pricing forms for transmission grids invested in and built by non-state economic sectors and adds a two-component electricity price mechanism including capacity price and electricity price.

Deputy Minister Truong Thanh Hoai said that the Electricity Law also includes specific contents on the regulation and operation of the national power system; protection of power works and safety in the electricity sector; and implementation provisions.

"To ensure the Electricity Law is effectively implemented when it officially takes effect from February 1, 2025, the Ministry of Industry and Trade is speeding up the development of decrees and circulars guiding its implementation," Mr. Hoai emphasized.
