Accordingly, on the morning of April 9, Prime Minister Pham Minh Chinh worked with the Standing Committee of Dien Bien Provincial Party Committee. The meeting focused on assessing the socio-economic development situation and results in 2022 and the first quarter of 2023 of Dien Bien, setting out directions and tasks for the coming time and resolving a number of recommendations of the province, in order to create new momentum for the province to develop rapidly and sustainably.

Reports and opinions at the meeting assessed that despite many difficulties and challenges, the Party Committee, government and people of all ethnic groups in Dien Bien province have strived and achieved positive and quite comprehensive results in all fields.

In 2022, the province achieved and exceeded 48/51 main planned targets. GRDP increased by 10.19% (higher than the national average growth rate of 8.02%, ranking 14/63 nationwide, 2/14 provinces in the Northern Midlands and Mountains region).

In the first quarter of 2023, the socio-economic situation continued to have many positive highlights. GRDP increased quite well, reaching 6.7%, higher than the national average of 3.32%, ranking 24/63 nationwide and 5/14 regions. Tourism has many improvements; the total number of tourists increased nearly 10 times, of which international visitors increased more than 11 times over the same period.

Speaking at the meeting, on behalf of the Government, Prime Minister Pham Minh Chinh acknowledged and commended the determination, efforts, and achievements of the Party Committee, government, army and people of Dien Bien province, with the Dien Bien Phu spirit, contributing to the overall achievements of the whole country.

The Prime Minister and delegates spent a lot of time analyzing the distinct potential, outstanding opportunities, and competitive advantages of Dien Bien. In particular, the province has the "treasure" Dien Bien Phu, the ability to develop renewable energy and a culture imbued with national identity, a nearly 456 km border with Laos and China associated with a large consumer market...

"However, despite the great potential, the policy mechanism is still limited; hard and soft infrastructure is still difficult, especially transportation, telecommunications, electricity, healthcare, and education infrastructure; per capita income is less than half of the country's; budget revenue is low, and the poverty rate is high," the Prime Minister assessed.

Focus on developing tourism into a spearhead economic sector

In the coming time, the Prime Minister requested that first of all, it is necessary to continue to develop and deploy an action program to implement and concretize the Resolution of the 13th National Party Congress, resolutions, conclusions and directions of the Central Committee, the National Assembly, the Government, Resolution 11-NQ/TW of the Politburo, the 5-year Plan, the 10-year Strategy and the Resolution of the 14th Provincial Party Congress. Prepare and organize well the celebration of the 70th anniversary of the historic Dien Bien Phu victory in 2024.

The Prime Minister requested Dien Bien to attach importance to the work of building a clean and strong Party and political system; continue to improve the leadership capacity and fighting strength of Party organizations and Party members.

Effectively develop agriculture and forestry associated with new rural construction in the direction of concentrated commodity production, specialized areas, products with high economic value, applying science and technology associated with the processing industry, especially agricultural products with strengths, focusing on developing macadamia trees and medicinal plants. Effectively implement the program "One Commune One Product - OCOP". Build and promote brands, develop e-commerce, promote domestic consumption and export of agricultural products.

Continue to focus on developing tourism into a spearhead economic sector. Build high-quality, unique tourism products associated with the cultural traditions, identity, and beauty of Dien Bien's nature and people; promote links with the Northwestern provinces, national and international tourism centers. Promote investment, build mechanisms and policies to attract investment in developing border gate economies.

Synchronously and effectively implement tasks and solutions to develop human resources, especially high-quality human resources to serve key and strong industries and fields. The Prime Minister reiterated his excitement when visiting the Dien Bien Provincial Boarding School for Ethnic Minorities, witnessing the high rate of students studying well and passing university entrance exams. Research on building universities to train human resources for Dien Bien, Lai Chau, Son La.

Implement well the policies to support poor districts, poor communes, poor households, and poor people in the spirit of supporting both the "fishing rod" and the "fish" appropriately, so that the poor have the will and aspiration to escape poverty. Improve the quality of healthcare, education and training, especially vocational training associated with job creation for ethnic minorities, especially in remote areas to reduce poverty sustainably.

The Prime Minister once again reiterated and emphasized a number of specific tasks with completion timelines: Completing Dien Bien airport in November 2023; completing provincial planning in September 2023; urgently digitizing data on historical and cultural relics; focusing on developing renewable energy, solar energy, and rooftop solar power; establishing a university on the basis of upgrading 5 colleges; eliminating dilapidated houses during this term; organizing the 70th anniversary celebration of Dien Bien Phu victory program commensurate with the scale of the event and imbued with identity; not letting people lack electricity or telecommunications signals.

The Head of Government emphasized that Dien Bien must develop rapidly, sustainably, and practically and effectively, eradicate hunger and reduce poverty, with the spirit of the 70th anniversary of the Dien Bien Phu victory that resounded throughout the five continents, shook the world, worthy of the great international brand Dien Bien Phu and a culture imbued with national identity.

At the meeting, leaders of ministries and branches responded to proposals and recommendations from Dien Bien province. Commenting on these contents, the Prime Minister agreed in principle to allocate funds to preserve and restore relic sites under the Project to preserve and promote the value of the special national relic of Dien Bien Phu battlefield until 2030 according to the policy approved by the Secretariat, in conjunction with the organization of the 70th anniversary of Dien Bien Phu victory.

The Prime Minister also gave his opinion on the proposal to build the Son La-Dien Bien-Tay Trang border gate expressway, phase 1; renovate and upgrade National Highway 279, Dien Bien-Tay Trang border gate section (with Laos), National Highway 4H connecting to A Pa Chai opening (with China) and upgrade A Pa Chai opening to a border gate, in the spirit of strongly mobilizing social resources and enhancing public-private cooperation.

The Prime Minister highly agreed on adjusting and supplementing the total planned capacity for renewable energy development in the province, assigning the Ministry of Industry and Trade to study, evaluate thoroughly, comprehensively, and handle according to its authority in the process of completing the VIII Power Plan.

Regarding the "Light Up Dien Bien" and "Warm Homes of Love and Social Security" Programs, the Prime Minister assigned agencies and Vietnam Electricity Group to carry out tasks to continue providing housing support for poor households and investing in power grids for ethnic minority households.
