This morning, December 27, the Vietnam Institute of Educational Sciences and the Management Board of the National Foreign Language Project have just announced a report on foreign language teaching in Vietnam until 2023. In it, there are notable figures related to the IELTS exam.
Ms. Mai Huu, Head of the Management Board of the National Foreign Language Project, cited information from the IELTS organization, saying that the average score of the IELTS Academic exam for Vietnamese people in 2022 is 6.2.
Among the 40 countries that held the IELTS exam in 2022, Vietnamese candidates' performance ranked 23rd, along with South Korea and India.
According to the report, since 2017, the Ministry of Education and Training has approved the high school graduation exam in English through the scores of some international exams such as IELTS and TOEIC. Specifically, the Ministry of Education and Training will consider exemption from the exam and calculate the graduation score of 10 in foreign language for candidates with an IELTS certificate of 4.0 or higher or equivalent.
Ms. Mai Huu also cited information from the Department of Quality Management (Ministry of Education and Training): "Nationwide, the number of students exempted from the foreign language exam increases every year: 28,620 candidates in 2021, 35,391 candidates in 2022 and 46,667 candidates in 2023".
IELTS test takers in Vietnam over the past five years have been getting younger, with research in 2022 showing that 62% of IELTS test takers were aged between 16 and 22.
Vietnamese students have the most difficulty with speaking skills.
However, the report also said that Vietnamese students' results have not really been outstanding in international English exams. Vietnamese students show their strengths in reading and listening, and have the most difficulty in speaking, in which the average speaking score for the TOEFL exam is 14/30 and for the IELTS exam is 5.8.
In addition, for the national high school graduation exam, the average score of students from 2021 - 2023 is 6/10 points, of which 42 - 50% of students scored below 5 points.
Therefore, over the years, researchers, educators, and policy makers have paid special attention to the barriers that Vietnamese students are facing in the process of acquiring and using foreign languages, thereby providing solutions to help Vietnamese students improve their language skills, especially English.
Professor Le Anh Vinh, Director of the Vietnam Institute of Educational Sciences, pointed out that in reality, foreign languages are one of the subjects that are at the forefront of innovation, with early preparation, but there are still many difficulties in teaching foreign languages. Difficulties in staff, in teaching conditions are different between regions.
According to Mr. Le Anh Vinh, in the city, 6th graders may have achieved IELTS 8.0, but in remote areas, there are still many difficulties in accessing foreign languages. Therefore, a lot of investment in resources is still needed in the coming time to narrow this gap. For learners, it is necessary to make them see learning a foreign language as a personal need, learning because they see it as necessary for life and work, then the quality of teaching this subject will be improved.
Previously, Thanh Nien reported one of the notable points of the draft amendment and supplement to the regulations on high school graduation exams in 2024. In particular, instead of stipulating certificates exempted from foreign language exams in the document guiding the organization of high school graduation exams as in previous years, this year the Ministry of Education and Training added to the regulations on high school graduation exams by appendix in this circular.
In addition, the draft also adds certificates of eligibility for exemption from the high school graduation exam for foreign languages. Specifically, for English, in 2023, the only recognized certificates include: TOEFL ITP (minimum requirement of 450 points), TOEFL iBT (minimum requirement of 45 points) and IELTS (minimum requirement of 4.0 points).
In 2024, in addition to the above certificates, English will also be supplemented with: B1 Preliminary/ B1 Business Preliminary/ B1 Linguaskill; TOEIC; Aptis ESOL B1; PEARSON PTE B1; foreign language certificates according to the 6-level foreign language proficiency framework for Vietnam, level 3.
