(Haiphong.gov.vn) – In order to prevent, stop, and repel crimes and drug abuse among young people; reduce the number of young people illegally using drugs, being addicted to drugs, and violating drug laws, the City People's Committee has just issued Plan 68/KH-UBND to implement the Drug Prevention and Control Program among young people until 2030 in the city.
Accordingly, by 2025, over 80% and by 2030, over 90% of adolescents and young people who illegally use drugs and are addicted to drugs with management records will be counseled, screened, assessed, educated to change behavior, treated, and given appropriate drug addiction treatment; adolescents and young people after drug addiction treatment, adolescents and young people who have completed their prison sentences for drug crimes will be supported with vocational training, employment, and activities to support community integration according to the law.
Strive to reduce the number of young people illegally using drugs, being addicted to drugs, and violating drug laws every year, contributing to building a generation of young people who develop comprehensively; have revolutionary ideals; have ethics, civic awareness, and abide by the law... Control the increase rate; move towards reducing the number of young people illegally using drugs, being addicted to drugs compared to the previous year; ensure strict management of young people illegally using drugs, being addicted to drugs, and after drug rehabilitation according to regulations. Complicated drug hotspots and gathering places related to young people must be promptly fought, eliminated, and not allowed to re-form; over 90% of drug crimes detected involving young people are resolved and tried according to regulations; Ho Chi Minh Communist Youth Union organizations at all levels launch youth movements to respond to and participate in drug prevention and control activities; Youth Union organizations of communes, wards, and towns with drug-related problems build models for drug prevention and control... Every year, at least 70% of secondary schools and above organize propaganda, education, and dissemination of knowledge on drug prevention and control for cadres, teachers, lecturers, students, and pupils. By 2025, over 80% and by 2030, 100% of cadres, teachers, and lecturers will be trained and equipped with knowledge and skills on drug prevention and control to have enough capacity to organize drug prevention and control education activities for pupils and pupils.
In this Plan, the City People's Committee also proposed 5 tasks and solutions to be implemented in the coming time, which are: strengthening leadership and direction; improving the effectiveness and efficiency of state management on drug prevention and control among adolescents; perfecting the system of policies and laws on drug prevention and control among adolescents; strengthening propaganda and education on drug prevention and control among adolescents, raising awareness of the law on drug prevention and control, directly warning adolescents, students and parents about the consequences, harms and dangers of drugs; at the same time, improving the effectiveness of drug addiction treatment; drug addiction treatment; strictly managing adolescents who illegally use drugs, are addicted to drugs and managing and supporting adolescents who have been rehabilitated to reintegrate into the community; promoting the fight against crime and violations of drug laws to prevent drugs from affecting adolescents, etc.
