Proposal to build embankment to prevent flooding at Ninh Kieu wharf in Can Tho city, is it feasible?

Regarding the information posted on Dan Viet about Ninh Kieu wharf being heavily flooded when the tide rose above alert level 3, although the area had just invested in 2 pumping stations worth about 30 billion VND, Ninh Kieu District People's Committee proposed Can Tho City People's Committee to build a dike project.

On the morning of November 8, Dan Viet's source said that the People's Committee of Ninh Kieu District (Can Tho) has just proposed to the People's Committee of Can Tho City to carry out a project to build a dike to prevent flooding at Ninh Kieu Wharf. Ninh Kieu District People's Committee wishes to be the investor and receive capital support in the period of 2021-2025. In addition, Ninh Kieu District People's Committee also proposed the city to renovate and upgrade Ninh Kieu wharf, the section from Xom Chai ferry to Uncle Ho statue.

At the same time, relevant departments and branches are interested in checking and investing in installing tide-prevention valves at locations that do not yet exist at Ninh Kieu wharf.

Previously, according to the records of the Ninh Kieu district authorities, on October 17, 18 and 19, high tides exceeding alert level 3 flooded 13 roads, of which 6 were completely flooded, the remaining roads were partially flooded. These roads were mainly near the Ninh Kieu wharf area.

The cause of the flooding was due to river water overflowing the railing of Ninh Kieu wharf and many drainage culverts outside the embankment wall did not have tide-prevention valves.

Regarding the proposal to build a dike to prevent flooding at Ninh Kieu wharf, many opinions expressed concern about whether this proposal is feasible?

As Dan Viet reported, at the above time, when the tide exceeded alert level 3, in the morning from 6:00 to 8:00 and in the afternoon from 16:00 to 20:00, many roads in Ninh Kieu wharf were flooded. At times, the water level on the roads rose up to 50cm, or even higher, greatly affecting the business and lives of the people.

When asked why Ninh Kieu wharf was still flooded despite having just invested in 2 pumping stations (including 7 pumps, with a total capital of 30 billion VND), Mr. Nguyen Van Tho - Deputy Director of the ODA Project Management Board of Can Tho City (investor) said that these were the last 2 projects in the Project to renovate 32 roads in Ninh Kieu district.

According to Mr. Tho, the cause of the severe flooding was due to high tides exceeding alarm level 3, at this time water from the sewer system (which was invested in a long time ago, has not been renovated for many years, including many sewers without covers) overflowed onto the road surface and due to the high water level on the Hau River, it overflowed over the sidewalk into the streets.

"At this time, although the 2 pumping stations are operating with 7 pumps, it is still not enough, leading to flooding of Ninh Kieu wharf" - Mr. Tho informed.

Mr. Tho clarified that at the time the water level exceeded the alarm level 3, the ODA Project Management Board could only try to support pumping water out of the river to limit flooding. In the long term, to overcome the above situation, the Ninh Kieu District People's Committee must come up with a complete and synchronous solution.

According to the reporter's records, after the above-mentioned high tide, the Ninh Kieu district authorities built additional walls and put up sandbags to prevent water from overflowing into Ninh Kieu wharf.

Accordingly, the 200m section from the marina area to the Uncle Ho statue will be built with a 0.5m water barrier, increasing the total height to 0.8m. The 600m section from the passenger pier to guest house No. 2 will be covered with sandbags with a height of 0.6-0.7m depending on the location.
