On the afternoon of February 15, the National Assembly discussed a supplementary project on socio-economic development in 2025 with a growth target of 8% or more, and the majority of opinions agreed with this proposal.

Delegate Duong Khac Mai (Dak Nong) commented that with a highly open economy, achieving the 8% growth target will require more than 100% effort from both the political system and the people. In particular, it is necessary to promote the improvement of institutions and laws, and improve law enforcement.

Institutions are still bottlenecks, more focused on management than development creation; some mechanisms and policies are slow to be amended; decentralization and delegation of power still have many shortcomings and limitations.

Delegates said that the resolution should provide solutions to remove bottlenecks and create new development space. In addition, it is necessary to focus resources on completing a synchronous and modern strategic infrastructure, effectively using public investment resources. Along with that, it is necessary to resolve existing problems in public investment disbursement.

Specifically, Mr. Mai proposed to accelerate the revision and implementation of Power Plan 8 in the coming time and requested the Government to quickly find solutions to current renewable energy projects "standing still like a big exclamation mark in the middle of the sky and earth, causing waste to society"...

Delegate Nguyen Van Than (Thai Binh) said that there should be KPI assessment criteria for cadres, civil servants and public employees. He proposed to evaluate the work results of cadres, civil servants and public employees periodically every 3 months, 6 months and 1 year. Those who perform excellently will be awarded certificates of merit, rewards according to different levels, and even promotions.

He emphasized that matters under the Government and the Prime Minister decide, projects under ministries and ministers decide, and projects under provinces and provinces must be decided by the head of the province, to avoid hassles in bidding. The delegate pointed out that in reality, bidding takes a lot of time and is not certain to avoid negativity.

Regarding state-owned enterprises, Mr. Than clearly stated that when assigned a task, they must not perform other tasks or encroach on other areas. For example, the Oil and Gas Group does oil and gas, Vietnam Airlines does aviation, and the Electricity Group does electricity, "but doing real estate, this and that is not allowed."

He also mentioned that mineral resources need to be exploited, "we should not have the mindset of leaving it for our children and grandchildren, that is wrong". "If we could do that, we would have used that asset to develop infrastructure, develop the things we need, frankly speaking, money. Minerals left there are no different from gold in our pocket, we need to attract domestic capital and attract capital in society, whatever can be exploited, we will exploit", Mr. Than analyzed.

Speaking at the explanation, Minister of Planning and Investment Nguyen Chi Dung said the Government sets the principle of rapid but sustainable growth.

The Minister stated that favorable factors are the consensus of the entire political system; the trust of businesses and people. New breakthrough regulations, promoting decentralization and delegation of power have been issued and put into practice; many long-standing bottlenecks have been basically removed. Many strategic infrastructure projects have been accelerated, new opportunities from free trade agreements...

However, the world situation is complicated, especially the new policies of the US. The Government directs ministries and branches to have proactive solutions to respond to these fluctuations.

The Minister said the Government identified 6 groups of short-term and long-term solutions.

In the short term, we will closely monitor the situation in other countries, especially the US, and take advantage of the shift in trade and investment flows. We will cut administrative procedures and improve the business investment environment to create momentum for the private economy.

The Prime Minister has directed ministries and branches to hold conferences with localities immediately after the National Assembly passes this draft resolution to review and ensure that growth targets are met.

In addition, the Government will report to the Central Government to request the issuance of a separate resolution on private economic development, including business households, small and medium enterprises, and large-scale private enterprises with leadership capabilities.

The Prime Minister told many stories from reality that there are many things that only need to be solved by ministers, but delegating power to the Prime Minister is not appropriate.
