On the afternoon of July 14, Mr. Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management, Ministry of Education and Training - Head of the High School Graduation Exam Board confirmed the feedback from a number of teachers regarding question number 15, code 301, History subject (question order varies according to different codes) of the 2023 High School Graduation Exam, which asked about leader Nguyen Ai Quoc attending the International Peasants' Conference.
"This question is not strict, but it will not affect the exam results and the rights of the candidates," he said.
According to him, to make the question more precise, it should be asked: "In June 1923, Nguyen Ai Quoc attended the International Peasants' Conference while he was operating in which of the following countries?"
The test codes with questions related to this knowledge include: Test code 301 - Question 15; Test code 303 - Question 22; Test code 305 - Question 13; Test code 307 - Question 17; Test code 309 - Question 16; Test code 311 - Question 10; Test code 313 - Question 9; Test code 315 - Question 19; Test code 317 - Question 7; Test code 319 - Question 17; Test code 321 - Question 13; Test code 323 - Question 8.
Previously, on some forums, teachers reported that the 2023 high school graduation exam for History had a question related to Nguyen Ai Quoc's period of activities abroad with inaccurate information.
Question: "In June 1923, Nguyen Ai Quoc attended the International Peasants' Conference while working in which of the following countries: A. Soviet Union - B. Finland - C. Angola - D. Algeria".
The answer announced by the Ministry of Education and Training is "A. Soviet Union".
However, when comparing with information in research documents about President Ho Chi Minh, Ho Chi Minh Museum... there is a discrepancy in time.
According to documents, in June 1923, Nguyen Ai Quoc traveled from Paris (France) to the Soviet Union at the invitation of the Communist International to attend the 5th Congress of the Communist International (this Congress took place in 1924).
While waiting for the 5th Congress of the Communist International, from October 12 to 15, 1923, as a peasant delegate of colonial countries, he attended the 1st Congress of the Peasants' International in Moscow.
Thus, in June 1923, Nguyen Ai Quoc had not yet attended the conference but had just begun to leave France for the Soviet Union.
Meanwhile, some History teachers believe that the basic 12th grade History textbook states: In June 1923, Nguyen Ai Quoc went to the Soviet Union to attend the International Peasants' Conference and the 5th Congress of the Communist International (1924).
So if compared with the textbook, this question is not incorrect in terms of facts. "However, to be consistent with advanced and research documents, the Ministry of Education and Training needs to review the content of the exam questions to avoid controversy," said a teacher.
