Clarifying the basis for increasing city budget revenue

Speaking at the group discussion, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Thi Tuyen (Chuong My District Delegation) assessed that in the first 6 months of 2024, the city made great efforts to overcome difficulties. The city's economic growth reached 6% compared to the annual plan of 6.5% to 7%. Regarding the city's budget revenue, the results were quite high, reaching 61.7% of the estimate and increasing by 12.5% ​​over the same period.

The Standing Deputy Secretary of the City Party Committee said that Hanoi is focusing on implementing the Ring Road 4 - Capital Region project and other key belt and road projects. However, currently, the completion of the final steps of the belt road projects is facing many difficulties in terms of site clearance, resettlement, and compensation mechanisms for people.

According to the decision of the Hanoi People's Committee, for districts, there is no more resettlement by land, only resettlement by houses, but the current housing fund is considered incompatible with the old residence of the people, and it is also very difficult to mobilize people to relocate and return the land. Therefore, the Standing Deputy Secretary of the City Party Committee proposed to the City People's Committee to soon amend the decision on the compensation and resettlement mechanism to solve this problem.

In addition, the Standing Deputy Secretary of the City Party Committee also pointed out a number of issues that need to be clarified, such as difficulties in collecting budget revenue from land; difficulties in business operations as the rate of businesses ceasing operations increases; disbursement of public investment capital in Hanoi is very slow; implementation of resettlement and social housing construction is slow, etc.

Also concerned about the high budget revenue, Head of the Organizing Committee of the City Party Committee Vu Duc Bao (Long Bien District delegation) proposed to clarify the basis for the increase in budget revenue, because in reality, the number of newly established enterprises is low, the number of enterprises is decreasing. It is necessary to focus on discussing the issue of supporting enterprises, creating jobs, increasing income for workers to ensure social security and order. Delegate Vu Duc Bao also suggested that the City focus on measures to stimulate land use auctions...

More drastic measures to remove difficulties in land auctions

Discussing in the group, Director of the Department of Planning and Investment Le Anh Quan expressed concern that some indicators that have an impact on the city's socio-economy are still low, such as: GRDP index (total product in the area), average income per capita, social capital, digital economy proportion in GRDP, labor productivity growth rate... Among them, there are some indicators that are difficult to achieve without efforts, such as urban clean water indicators, urban land ratio; indicators such as wastewater treatment.

The Director of the Department of Planning and Investment said that in order to continue to maintain the city's growth, public investment is a very important issue. In 2024, public investment capital is 72% higher than the previous year; the overall disbursement rate is high but lower than the national average. Along with that, there are currently 180 projects from 2021 to present that have been approved but have not yet approved the project, the amount of capital is very large... Therefore, the solution to promote the disbursement of public investment capital is to attach responsibility not only to districts, towns, investors but also to the responsibility of specialized departments in related work contents. "In September 2024, the Department of Planning and Investment will propose a number of solutions to the city, not to let the situation of "money waiting for projects"" - Director of the Hanoi Department of Planning and Investment said.

Discussing in the group, Chief of Office of the National Assembly Delegation and the City People's Council Nguyen Ngoc Viet (delegate group of My Duc district) suggested that the City focus on, balance and adjust the medium-term public investment project to complete it by 2025. In the last two terms, the City has focused on investing in key projects to help the City make breakthroughs to serve development, but the projects have been slow to be implemented. The delegate suggested that the City People's Committee focus on key projects, review the projects, and if any project is feasible, transfer capital to other projects.

Speaking at the discussion in the group, delegate Nguyen Nguyen Quan, Head of the Hanoi Ethnic Minorities Committee, was concerned about the issue of budget collection. The delegate said that although budget collection is good, the low rate of land revenue has greatly affected the public investment plan that we are forced to adjust in the district block.

Delegates proposed that the City People's Committee take more drastic measures to remove difficulties in land auctions to help districts speed up through decentralization and authorization.

Along with that, delegate Nguyen Nguyen Quan also suggested that the city take more drastic measures against enterprises that deliberately delay despite having sufficient conditions but do not put the land into implementation or owe and avoid financial responsibility. Currently, the city still has many projects that have allocated land or handed over field boundaries, and many projects still owe financial obligations of about over 4 trillion VND.

Regarding the unbalanced development of the real estate market, the delegate said that in 2023 and the first 6 months of 2024, very few low-income housing and social housing projects were able to bring products to the market. Meanwhile, in the city, there are over 700 projects that are slow to be implemented, although the city has taken drastic measures to remove obstacles for investors as well as extend the projects, gradually launching over 400 projects. The delegate suggested that in the last 6 months of 2024, the city needs to be more determined with extended projects and have measures to urge investors to implement the projects.
