Faced with new development requirements, Ha Long aims to become a national and international tourism center; a city of innovation, creativity, heritage and festivals. To achieve that goal, Ha Long must promote the development of heritage economy.

Heritage economy depends on natural heritage and cultural heritage resources. The content of heritage economy in Ha Long City mainly relies on the outstanding, globally outstanding value of Ha Long Bay and the cultural quintessence that still exists in contemporary life. Mr. Vu Quyet Tien, Member of the Provincial Party Committee, Secretary of Ha Long City Party Committee, said: In recent times, under the direction and guidance of the province, heritage economic development has been a strategic goal that Ha Long City has strived to achieve and initially achieved many positive results.

From only welcoming tens of thousands of visitors before being recognized as a heritage, Ha Long Bay now welcomes millions of visitors each year, contributing to changing the economic structure of the province, making the tourism - service industry develop rapidly, becoming a key economic sector, while bringing practical and sustainable benefits to the community and locality.

The city has made many efforts to exploit the heritage economy, but also faces many challenges, such as: Conflicts between ensuring the balance between conservation and development; infrastructure and technical facilities serving the heritage economy have not met the requirements, lack of quality human resources with professional qualifications, foreign languages, limited business culture and behavioral culture, lack of connection in exploiting heritage values...

In order to remove difficulties and overcome challenges, on December 26, 2024, the workshop "Promoting green economy, digital economy, heritage economy of Ha Long City in the era of national development" was held to consult experts, scientists, and managers to help Ha Long City clarify its awareness of developing heritage economy in a comprehensive and sustainable direction; new perspectives, and appropriate policy planning to serve heritage economic development.

With the view that there needs to be a vision for the values ​​of the world natural heritage of Ha Long Bay, Associate Professor, Dr. Duong Van Sau, Faculty of Tourism, Hanoi University of Culture, affirmed: The city should place the cause of cultural development, promoting the potential of the world natural heritage of Ha Long Bay in the systematic relationship of hundreds of relics and scenic spots in the province.

Highly appreciating the values ​​of the World Natural Heritage Ha Long Bay in the current trend of heritage economic development, Prof. Dr. Tran Tho Dat, former Principal of the National Economics University in Hanoi, said: Faced with the current challenges in preserving and developing the heritage of Ha Long Bay, it is necessary to have strong and drastic participation of the government, all levels, sectors and people in coordinating the management, preservation and effective promotion of the heritage values ​​in a sustainable manner.

In general, the presentations and opinions at the workshop have contributed to important bases for Ha Long to plan its heritage economic development strategy. Many contents can be included in the important goals and orientations in the documents of the Ha Long City Party Congress, term 2025-2030 for implementation, creating a breakthrough in the new term based on new driving forces, production methods, and heritage economic development in the new period. From there, Ha Long will be the land to welcome many investors to test ideas and initiatives in building the city into a world-class service center, with high brand value in tourism, cultural industry, heritage economy, testing new business models associated with innovative startups in the service sector...

The city focuses on developing tourism products that combine local cultural experiences (kayaking, visiting floating fishing villages, sailing festivals, singing amid wonders, etc.). Traditional cultural performances and practices are increasingly organized in Ha Long, helping to increase the diversity and attractiveness of tourism products and tours while also exploiting the value of intangible cultural heritage.

In order for the policy of developing heritage economy to be effectively implemented and truly transformed into a new driving force for economic development, Ha Long City is building a specific, scientific, feasible roadmap, suitable for the characteristics of each heritage. From building a pilot model, the model will be replicated, the chain of links will be expanded, calling for the proactive and active participation of the community, which is the main actor and directly benefits from the exploitation of heritage values ​​to develop the heritage economy.

The city has been planning historical and cultural relics space with a harmonious connection between natural landscape, architectural identity (natural capital) and cultural space (cultural capital) to create unique comprehensive tourism resources; planning the system and space of natural heritage, tangible and intangible cultural heritage to serve the development of heritage economy. At the same time, there are overall projects for heritage economic development associated with heritage conservation, limiting the frequency of exploiting heritage values ​​for tourism to avoid over-exploitation of heritage; building a public-private partnership mechanism in investing in restoration, renovation and exploitation of heritage for sustainable economic development.
