With a rich and diverse cultural heritage, Quang Ninh has many conditions to develop economic sectors based on the precious cultural capital left by our ancestors.
Heritage economy is a special economic sector, based on the values of cultural heritage for economic development. This is a development trend that many countries in the world and some localities in the country are interested in.
Quang Ninh is a land with a diverse, rich and unique cultural heritage with 630 relics, including 8 special national relics (ranked second in the country, after the capital Hanoi), 56 national relics, 101 provincial relics and more than 400 relics that have been inventoried; 362 intangible cultural heritages (including 15 national intangible cultural heritages). Most notably, Quang Ninh is the province that owns the world's leading natural heritage, Ha Long Bay, which has been honored by UNESCO and is currently nominating UNESCO to recognize another world cultural heritage, the Complex of Monuments and Landscapes of Yen Tu - Vinh Nghiem - Con Son, Kiep Bac, including many important relic components located in the province.
Quang Ninh culture is unity in diversity, formed from the combination of maritime culture, mining workers' culture and ethnic minority culture, expressing the cultural identity of Vietnam in the Northeast region of the country, but the most profound are the traditional cultural features of residents mixed from many localities in the Red River Delta. Heritage has contributed to creating the brand of Quang Ninh province in the process of international economic integration.
At the scientific workshop “Some theoretical and practical issues on promoting new growth drivers - perspectives from the practice of heritage economic development in Quang Ninh province” organized by the Editorial Board of the Communist Magazine, the Central Theoretical Council and the Quang Ninh Provincial Party Committee on the morning of December 21, many experts and scientists gave useful opinions to develop heritage economy in Quang Ninh.
Associate Professor, Dr. Vu Van Phuc, Vice Chairman of the Scientific Council of the Central Party Agencies, said that, based on clearly identifying comparative advantages, Quang Ninh has been making many efforts to preserve and promote the value of cultural heritage for economic development, ensuring harmony and rationality between cultural heritage preservation and economic development requirements. If Quang Ninh wants to develop, it cannot fail to preserve, conserve and promote the precious values of cultural heritage. In addition, in the development process, it requires constant creativity, proactive and flexible application of scientific principles to choose the optimal conservation plan, so as to exploit the potential of the heritage economy while preserving historical, cultural, scientific and artistic values to ensure the sustainable development of the heritage.
In the Northern region, Quang Ninh is one of the localities that has taken the lead in developing tourism and service industries based on exploiting the value of cultural resources. In addition to exploiting natural tourism resources; investment in restoration and embellishment of relics from the state budget combined with social resources for historical and cultural relics has also contributed significantly to creating new attractive tourist destinations and routes in localities such as Dong Trieu, Quang Yen, Uong Bi, Ha Long, Mong Cai... The One Commune, One Product (OCOP) program has contributed to the formation of over 500 products, of which 393 products have reached 3-5 stars, which have been put on e-commerce platforms... to serve the needs of tourists.
However, according to Prof. Dr. Nguyen Trong Chuan, Vice President of the Vietnam Philosophy Association, Quang Ninh province has an extremely valuable cultural heritage system, which is one of the important resources for developing the heritage economy of the province in particular and the country in general. In the process of development, Quang Ninh province needs to overcome many challenges and difficulties, and resolve some conflicts arising in practice.
According to Prof. Dr. Dinh Xuan Dung, former Vice Chairman of the Central Council for Theory and Criticism of Literature and Arts, training people to work as tour guides directly participating in tourism economic promotion activities right from the youth force in Quang Ninh is also an effective direction to determine the role of the people in developing the heritage economy. Tourism products are one of the attractive features of the heritage economy. That attraction is first of all the uniqueness and unique identity of those products of a rural area. Quang Ninh has countless such products, from the sea, from coal, from ethnic groups, from history... In recent times, Quang Ninh has paid attention to exploiting those potentials and a number of "very Quang Ninh" tourism products have appeared.
Exploiting the heritage economy is an opportunity for Quang Ninh to transform its heritage resources into a driving force for development. If there is the right direction and solution, it will help Quang Ninh continue to maintain its leading position, maintain a sustainable growth rate, so that the heritage economy becomes a creative economy, contributing with the whole country to bring the quintessential values of Vietnamese culture to a new level, standing shoulder to shoulder with human civilizations in the new era, the era of national development.
