Ninh Binh province has set a goal of becoming a centrally-governed city by 2035 with the characteristics of a millennium heritage city and a creative city. Therefore, Ninh Binh has had many solutions to preserve intact the values ​​of the world heritage of Trang An Scenic Landscape Complex.

Trang An scenic complex has unique historical and cultural values, containing many outstanding values, with beautiful natural landscapes, created by the harmonious combination of rivers, mountains, year-round flooded caves and pristine flora and fauna. This place also bears the mark and preserves unique traditional historical and cultural values. Highlights include historical works with artistic architecture such as Hoa Lu ancient capital, Noi Lam temple... or traditional festivals: Hoa Lu ancient capital festival, Bai Dinh pagoda festival, Thai Vi temple festival... to culinary culture with famous rustic dishes nationwide such as: goat meat, burnt rice, mountain snails, Tong Truong perch, shrimp paste...

As one of the first people to participate in building the dossier of Trang An Scenic Landscape Complex to submit to UNESCO, historian Duong Trung Quoc commented: After many years of being recognized as a world heritage, Trang An has "transformed" into a priceless resource, with strong appeal, a driving force attracting more and more tourists to visit. I think that the first thing to note in this success is that Ninh Binh has chosen a very effective management model to sustainably preserve and preserve the values ​​of the heritage and promote the values ​​of Trang An heritage in the socio-economic development of the locality, creating sustainable livelihoods for the people, but also actively contributing to the protection and promotion of intangible cultural heritage values ​​such as bringing the art of Xam singing and water puppetry to serve visitors at tourist spots and routes; enhancing the promotion of cuisine; promoting the form of craft village tourism to create advantages to attract tourists.

During her visit to Trang An Scenic Landscape Complex, UNESCO Director-General Audrey Azoulay highly appreciated the heritage management model that Ninh Binh province is applying, which is the coordination between the state, businesses and people. This is a good model, suitable for current conditions, not only creating success between economic development and sustainable tourism but also respecting nature. Therefore, it needs to be replicated to maximize the heritage values, while proactively preventing, preventing and promptly handling activities that harm the heritage.

In recent times, the Heritage has also been an opportunity for Ninh Binh to develop sustainably, expanding cultural and economic exchanges with countries and peoples around the world. At the same time, the values ​​of cultural and natural heritage in Ninh Binh have affirmed their important role as resources, pillars and important driving forces in building Ninh Binh culture and people to meet the requirements of opening up and international integration. Trang An Heritage has had a strong impact on tourism development and enriched the livelihoods of residents in Trang An, bringing higher and more stable income.

In addition, tourism activities in heritage areas have brought many benefits in terms of conservation and community development, contributing to the protection of natural, cultural and historical resources through the connection and participation of people in the community. Through participating in tourism activities and being introduced to local historical relics, people will know more about history and traditions, contributing to building pride, local cultural values ​​and improving their own quality of life.

Comrade Bui Van Manh, Director of the Department of Tourism, also said: Since Trang An was honored as a world heritage site, UNESCO's recommendations have been fully implemented by the State management agencies of Ninh Binh province. From strengthening the organizational structure and enhancing the role, functions and tasks to supplementing human resources, training and improving the quality of the heritage management staff; developing and promulgating legal documents and regulations to protect world heritage sites; developing and implementing management plans; planning and investing financial resources to implement projects to protect, restore, embellish and prevent risks of negative impacts and influences at world heritage sites.

In particular, the development of infrastructure, services, tourism; strengthening scientific research work... The heritages have contributed to raising awareness of the importance of protecting and promoting heritage values ​​in Ninh Binh, making practical contributions to the overall construction and development of the country and locality, changing the face of many rural areas in the heritage area.

Developing the economy based on heritage, historian Duong Trung Quoc said: To promote the strengths of heritage resources towards the goal of developing tourism into a spearhead economic sector, Ninh Binh province needs to have a suitable tourism development strategy, diversify tourism products, focusing on selecting tourism products associated with heritage values; developing tourism associated with community culture and community interests; raising awareness, protecting interests, promoting the role of local communities in tourism development.

According to the representative of the Vietnam UNESCO Committee: Ninh Binh needs to improve its community-based heritage conservation policies. To implement this policy, the Trang An World Heritage Management Agency must create close coordination between the management agency, local authorities and the community living in the heritage area through the dissemination of legal documents, regulations and rules on heritage management. At the same time, it is necessary to enhance the responsibility of the community, of each functional agency, of all levels of government, of the entire political system in preserving, conserving intact and using, and effectively promoting the value of the cultural heritage of humanity.

Ninh Binh province also needs to review the content of legal documents, regulations and statutes to link people's practical lives with ensuring heritage conservation requirements, harmoniously resolving the interests of the community with heritage protection so that the regulations and statutes can truly enter people's lives.
