Many inspections, surveys and assessments have been carried out, but the progress is very slow. In particular, the lecture hall and 4-storey dormitory area have electrical equipment, water, and cooking utensils that have leaked and deteriorated. If we invest in and repair this item, it will cost more than 10 billion VND. The longer it takes, the more money we have to invest. This is a wasteful phenomenon.

Regarding the embankment repair work, many seminars have been held to collect opinions from relevant agencies and units. The Provincial Construction Investment Project Management Board has committed to the Standing Committee of Tay Giang District Party Committee to implement the project in September 2024, but so far there has been no movement. At the same time, there has been no response to information about the causes, difficulties, and obstacles in the implementation.
“Currently, nearly 400 students and 80 teachers and staff are still temporarily living and studying in quite difficult conditions at the district center. It is necessary to invest in the embankment and related items soon, because at this progress, it is uncertain whether teachers and students will be able to return to school in the 2025-2026 school year,” said Mr. Mia.
Mr. Nguyen Manh Ha - Head of the Provincial Party Committee's Internal Affairs Department informed that the DH8 route (Tra Doc - Tra Bui section, Bac Tra My district) with a total length of 28km was approved by the Provincial People's Committee in Decision No. 1566 dated August 25, 2019, with a total investment of 120 billion VND. However, due to the limited capacity of the construction unit, only 36% of the volume was completed by the end of the construction period, so the People's Committee of Bac Tra My district finalized and terminated the project.
Currently, many sections have formed potholes, potholes and serious landslides after heavy rains, making it difficult for people to travel. Some people have to use boats to travel around the Song Tranh hydroelectric reservoir. Therefore, the Provincial People's Committee needs to promptly direct relevant units to find temporary solutions so that people can travel safely. The Department of Planning and Investment needs to advise the Provincial People's Committee to issue an investment plan for this route. If delayed, the completed items will be damaged, wasting the budget.

To put policy into practice
According to Mr. Dang Tan Phuong - Deputy Head of the Ethnic Committee of the Provincial People's Council, in addition to the 3 national target programs, the mountainous area also has 37 Provincial People's Council Resolutions related to mechanisms and policies for socio-economic development, with a budget of about 8,000 billion VND. Of which, 19 resolutions are specifically for ethnic minority areas with a budget of about 3,100 billion VND. The remaining 18 resolutions are related to the plains and mountainous areas, about 4,900 billion VND. It can be seen that the province prioritizes and pays attention to allocating a large amount of investment funds to the mountainous areas. However, the poverty reduction rate in mountainous areas and the gradual improvement of living standards for ethnic minorities is still low.
By 2025, 22/37 resolutions will expire. Thus, a large number of mechanisms and policies for mountainous areas will no longer exist. If we do not focus on closely evaluating policies for people in mountainous areas, after 2025, it will affect the results of poverty reduction and improving living standards and income.
“From the beginning of next year, the leaders of the People's Committee will resolutely direct localities to review resolutions that expire in 2025 to have a substantive assessment. Have the issued resolutions really gone deeply into people's lives? Any mechanisms and policies that are no longer suitable need to change their approach and implementation so that people can benefit from this 8,000 billion budget,” Mr. Phuong suggested.
Mr. Phuong said that for mountainous areas, garden economy, farm economy, forestry and medicinal herbs are top priorities. And to attract business investment, it is necessary to have raw materials from the people. Therefore, it is necessary to effectively promote the issued resolutions to support the people.
Regarding Resolution 35 of the Provincial People's Council on supporting the development of garden economy and farm economy, it has been well implemented in localities, promoting efficiency in economic development and poverty reduction. In 2024, the support of 50 billion VND for people was completed. However, more and more people are registering to participate, while the annual budget of 50 billion VND does not meet the demand. The Provincial People's Committee needs to review the practical situation and consider allocating additional funding for implementation.

Resolution 09 of the Provincial People's Council on the mechanism to encourage the conservation and development of Ngoc Linh ginseng and other medicinal plants in the province, mountainous localities continue to review and be flexible in implementation. Currently, mountainous medicinal plants only stop at developing Ngoc Linh ginseng and Tra My cinnamon, other medicinal plants are quite limited.
"If we do not take advantage of mechanisms and policies and apply them effectively, combined with changing the thinking and working methods of ethnic minorities, poverty reduction and improving living standards will still be difficult," said Mr. Phuong.
Mr. Le Van Dung - Chairman of the Provincial People's Committee said that the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas has been effective, but the implementation is slow and the disbursement rate is low. In 2025, if the method is not changed, the disbursement progress will not be guaranteed, especially for long-term capital sources. Quang Nam must effectively promote the policy for this mountainous area, focusing on population arrangement and housing stabilization for ethnic minorities in conjunction with climate change response.
