Diversify forms of propaganda

The 9th extraordinary session of the 15th National Assembly passed 4 laws: Law on Organization of the Government (amended); Law on Organization of Local Government (amended); Law on Amendments and Supplements to a Number of Articles of the Law on Organization of the National Assembly; Law on Promulgation of Legal Documents (VBQPPL) and 11 very necessary and important resolutions. Thereby, gradually perfecting to have a fairly comprehensive legal system regulating all areas of economic and social life, directly institutionalizing the Party's guidelines and policies, reflecting the aspirations of the People.

In Hue City, the implementation of laws and resolutions recently passed by the National Assembly has been focused on. The City People's Committee has a plan to direct specialized agencies to implement the provisions of the Law on Access to Information to disseminate to organizations and people in the area. In particular, it guides agencies, departments, branches and localities to update and compile news articles introducing the content of newly passed laws on the electronic information pages of agencies and units, and coordinate with news agencies and newspapers to provide information and disseminate.

According to Deputy Secretary of the City Party Committee, Chairman of the Hue City People's Committee, Mr. Nguyen Van Phuong, taking advantage of the strength of applying information technology in the dissemination and education of law (PBGDPL) of departments, branches, units and localities and propaganda on the Hue-S platform - a smart urban platform and digital government is a timely and effective channel for propaganda and education of law. Thereby, creating a modern and transparent interactive system, contributing to enhancing the trust of people and businesses in the government, promoting the socio-economic development of the city. Along with that, the City People's Committee directed agencies, departments and branches to review legal documents issued by the City People's Council and People's Committee related to new laws to propose amendments, supplements, replacements and cancellations according to regulations.

“Agencies, units, and localities, within the scope of their assigned functions and tasks and conditions and practical situations, should pay attention to, direct, guide, and proactively organize the dissemination, information, and communication of relevant contents in flexible forms, suitable to social needs and each target group and locality, with a focus and key points. During the implementation process, it is necessary to grasp and promptly reflect to competent state agencies the opinions of the people and the reflection of public opinion on the feasibility, effectiveness, and appropriateness of newly issued documents in practice,” the Chairman of the City People's Committee emphasized.

Soon issue documents guiding implementation

Director of the Department of Justice, Mr. Nguyen Van Hung informed: In 2024, Hue City appraised 184 draft legal documents; of which, 5 were proposals for drafting resolutions, 52 draft resolutions and 127 draft decisions. Departments, branches and sectors have actively completed and advised the City People's Committee to submit 43 resolutions and 98 decisions on legal documents to the City People's Council for approval.

Recently, the Central Inter-sectoral Inspection Delegation worked with Hue City on the inspection, review, and systematization of legal documents and acknowledged and highly appreciated the results achieved by the city in this work. Hue City issued a large volume of legal documents; ensuring the implementation of the Law on Promulgation of Legal Documents in the locality and affirming the role and importance of promulgating legal documents for the locality and the whole country.

The Law on Promulgation of Legal Documents amended in 2025 has important new points, thereby continuing to perfect the legal framework for the construction and operation of a unified, synchronous, transparent, feasible, accessible, effective and efficient system of legal documents; contributing to removing "bottlenecks", unleashing all potentials and resources, creating new momentum for the rapid and sustainable development of the country. The development of detailed guidance documents of ministries, branches and the Central Government needs to be clear and synchronous, newly issued legal documents have many important new points, so there needs to be guidance documents in many forms, specifically for implementation.

To ensure the effectiveness of the law, the People's Committee of Hue City requests the Government, the Prime Minister, ministries and central branches to promptly issue plans to implement the law; documents guiding the implementation of the law so that localities have a legal basis for implementation, as well as in issuing documents to specify the provisions of the law to ensure feasibility, suitability with management practices, ease of understanding and consistency in the application process.
