As a province located at the intersection of three geographical regions: the Northwest, the Red River Delta and the North Central Coast of Vietnam, Ninh Binh has a diverse terrain, including mountainous and semi-mountainous areas in the Northwest, coastal plains in the Southeast, and between the two large areas is a transitional lowland area. The above natural conditions are the basis for the residents of Ninh Binh to create a unique cultural space.
Along with the amazing natural landscape, bearing outstanding global values in geology and geomorphology, Ninh Binh people through many generations, through their creativity and cultural expression, have accumulated and accumulated for Ninh Binh many unique historical and cultural values, which have been developed and spread to this day, with a large amount of cultural heritage including nearly 2,000 tangible cultural heritages, nearly 500 intangible cultural heritages, reflecting relatively comprehensively the material and spiritual life of Ninh Binh people in particular, Vietnamese people in general from the past to the present, which is the potential and motivation for Ninh Binh to build and develop quickly and sustainably.
Ninh Binh's scenic spots, nature reserves, tangible and intangible cultural heritage systems of special value have been ranked and registered at provincial, national and international levels.
Currently, Ninh Binh province owns 3 titles recognized by UNESCO. They are the World Cultural and Natural Heritage of Trang An Scenic Landscape Complex; Representative Intangible Cultural Heritage of Humanity - Practice of the Vietnamese Mother Goddess Worship and the Red River Delta Biosphere Reserve.
In addition to the titles recognized by UNESCO, Ninh Binh province is coordinating with Hoa Binh province and relevant agencies and units to build a national dossier to submit to UNESCO to register Mo Muong as an Intangible Cultural Heritage in Need of Urgent Protection of Humanity; coordinating with Thai Binh province and relevant agencies and units to build a national dossier to submit to UNESCO to register "The Art of Cheo in the Red River Delta" as a representative cultural heritage of humanity.
At the same time, Ninh Binh province also proposed to the Government to allow Ninh Binh to research and develop a dossier to submit to UNESCO to register the art of Xam singing as an intangible cultural heritage in need of urgent protection of humanity; the system of Non Nuoc mountain steles as a world documentary heritage.
Recognizing the importance of sustainable development in the period of integration, globalization and the challenges of climate change and other social issues, Ninh Binh province always determines the goal of rapid and sustainable development in the spirit and direction of the Vietnam Sustainable Development Strategy approved by the Prime Minister in 2012.
In particular, determining the perspective of sustainable development based on the potential and strengths of the province, especially the system of cultural and natural heritages, UNESCO titles, considering the preservation and promotion of cultural values of the land and people of the ancient capital Hoa Lu as an important task.
Accordingly, Ninh Binh province focuses on orientations such as: Identifying people as the center, the goal of sustainable development, enhancing sustainable livelihoods for people in the heritage area. For the community living in the heritage area, in addition to creating conditions and encouraging the community to apply the experiences and traditional knowledge they have accumulated in protecting and promoting heritage values, there should be a mechanism to share benefits with the community from heritage conservation activities and sustainable tourism development, creating conditions for people to participate in heritage protection activities, preserving historical and cultural relics, intangible cultural heritages that are being held, developing biodiversity, creating jobs and sustainable income for the community living in the heritage area.
Continue to improve and implement the public-private partnership model in managing and promoting heritage values, creating momentum for sustainable development. Along with that, strengthen management capacity and develop human resources for sustainable development.
The goal of building and developing human resources for the conservation and promotion of heritage values is to build a team of highly professional managers and specialists, equipped with and well versed in the provisions of the Law on Cultural Heritage and related legal documents, as well as the provisions of the Convention and the International Charter on World Heritage.
Ninh Binh's sustainable development goals always put people at the center, as the goal for development. Heritage management aims to pass on to future generations in accordance with the spirit of the World Heritage Convention associated with tourism development towards green growth, ensuring harmony between conservation and development, so that heritage is truly the property of the community, protected by the community and for the community. This has been and is the goal that the Heritage management agencies of Ninh Binh province are aiming for.
