The Deputy Prime Minister authorizes the Minister of Culture, Sports and Tourism to sign the dossier on behalf of the Government according to regulations.

The Vietnam National Commission for UNESCO shall preside over and coordinate with the Ministry of Culture, Sports and Tourism and relevant agencies to carry out necessary procedures to submit the "Binh Dinh Traditional Martial Arts" heritage dossier to UNESCO, ensuring the time limit prescribed by the 2003 Convention on the Safeguarding of Intangible Cultural Heritage and the law on cultural heritage.

Traditional martial arts of Binh Dinh were born, developed and played an important role in the spiritual life of the people here. For the people of Binh Dinh, practicing and training martial arts is not only for self-defense and health training but also a way to cultivate and teach the character, morality, values, and philosophy of life of individuals and communities.

Traditional martial arts of Binh Dinh are not only a martial art, but also the crystallization of the martial spirit, self-reliance and noble culture of the Vietnamese people. The martial arts forms, martial arts techniques, martial arts medicine and martial arts are passed down from generation to generation, deeply expressing the identity of the land and people of Binh Dinh.

In 2012, the Ministry of Culture, Sports and Tourism listed Binh Dinh Traditional Martial Arts as a national intangible cultural heritage./.
