The new regulation on tightening extra teaching and learning by the Ministry of Education and Training (MOET) has been supported and agreed by many people. Accordingly, ensuring a healthy environment for extra teaching and learning is necessary to create fairness between students and between teachers in the educational environment.
Extra teaching and learning are considered a reasonable need for many students who want to improve their understanding and knowledge. However, in recent times, this activity has also caused many concerns from parents due to the lack of clear and strict regulations on the organization of extra teaching and learning both inside and outside of school. Therefore, Circular 29 on extra teaching and learning issued by the Ministry of Education and Training recently attracted much attention from the public, because many new regulations were put into effect.
Unlike the previous draft that caused controversy, this circular has many points that have been amended to suit the reality of teaching and learning, as well as to follow the progressive trend. Specifically, the new regulation does not prohibit teachers from giving extra lessons to students in the manner of “if you can’t manage it, then ban it”. It must be made clear that extra lessons are not bad, they are only bad if they are done in the wrong way and are not educational.
According to the spirit of the new Circular, the Ministry of Education and Training stipulates 3 subjects who can teach and learn extra in schools but are not allowed to collect money from students: Students with unsatisfactory learning results; students selected by the school to train excellent students; students reviewing for graduation exams and entrance exams. Thus, schools and teachers who conduct classes on time according to regulations have ensured students have enough knowledge and meet the requirements of the program. If students have not met the requirements, the school must be responsible for teaching extra, also known as knowledge tutoring. The same is true for students selected to train excellent students and students reviewing for final exams, which are included in the school's plan. The rest, teachers need to guide students on self-study and self-discovery methods to absorb the content learned in class, avoiding the practice of forcing knowledge into extra classes, which is ineffective.
Thus, specifying 3 groups of people who are allowed to study and teach extra classes for free in schools is both a requirement and a desire for teachers to tutor and nurture students with their hearts. According to Mr. Nguyen Xuan Thanh - Director of the Department of Secondary Education (Ministry of Education and Training), limiting 3 groups of people who can study extra classes in schools is aimed at schools that do not have extra classes or tutoring.
Associate Professor, Dr. Nguyen Chi Thanh - Head of the Faculty of Pedagogy, University of Education (Vietnam National University, Hanoi) expressed his agreement with the current tightening of extra teaching and learning. He specifically analyzed: Extra teaching and learning is an activity directly related to education, to the rights of students and teachers. Therefore, this work needs to be strictly managed through the issuance of specific regulations and instructions from all levels to ensure the legitimate rights and interests of both teachers, students, and students' families, in accordance with current legal regulations. Next, the organization of extra teaching and learning must be carried out in a way that does not affect the school's official education program. Importantly, the core element of extra teaching and learning is the benefit of students. The new regulations contribute to preventing cases where students have no desire or need but are still forced to participate in extra classes organized by schools or teachers.
Mr. Thanh also said that free tutoring in schools under the new regulations will bring both advantages and disadvantages. To achieve maximum effectiveness, there needs to be synchronous coordination between schools, teachers and parents, along with efforts from students.
In fact, tutoring and extra learning are real needs of both teachers, students and parents. The issue that needs attention is how to manage and organize to help minimize negative issues that tutoring and extra learning can cause and distort. Although many contents in tutoring and extra learning activities have been specifically regulated, in order for this activity to be within the framework, it needs to be monitored more closely.
