Representatives of the ministries of Finance, Ethnic Minorities and Religions, Agriculture and Environment reported on the results of the implementation of the National Target Programs, key tasks and solutions in the coming time, and the preparation work for the program summary. For the National Target Program on socio-economic development in ethnic minority and mountainous areas, 6 basic target groups were completed and exceeded the plan, 3 target groups were not achieved. For the National Target Program on sustainable poverty reduction, by the end of 2024, the multidimensional poverty rate will be 1.93%; the poverty rate in poor districts will be 24.86%; the ethnic minority poverty rate will be 12.55%, meeting the National Assembly's target. It is expected that by 2025, the multidimensional poverty rate will continue to decrease by 0.8-1%/year; ethnic minority poverty will decrease by more than 3%/year; and poor households in poor districts will decrease by 4-5%/year. Regarding the National Target Program on New Rural Construction, by March 2025, the whole country will have 6,001 communes meeting new rural standards (reaching 97.5% of the target for the 2021-2025 period); 307 district-level units meeting the standards; 23 provincial-level units have 100% of communes meeting the standards, of which 6 provinces have completed the task of building new rural areas.

However, the implementation of the National Target Programs for the 2021-2025 period still faces many difficulties, such as slow progress in allocating and assigning budget estimates; some contents of the socio-economic development program for ethnic minority and mountainous areas do not have sufficient legal basis for implementation. Delegates discussed, analyzed the causes and proposed solutions to improve the effectiveness of program implementation in the coming time.
Concluding the meeting, Deputy Prime Minister Tran Hong Ha, Head of the Central Steering Committee for National Target Programs (NTPPs) for the 2021-2025 period, requested the Ministry of Finance to summarize and evaluate the National Assembly's resolutions on the mechanisms and policies of the NTPPs; at the same time, review and propose amendments to regulations to simplify the process, increase decentralization, and promote proactiveness. The Ministry of Agriculture and Environment and the Ministry of Ethnic Minorities and Religions need to step up inspection, guidance, and removal of difficulties, especially in the context of merging government apparatuses at all levels. Localities should proactively assign tasks and prepare necessary conditions to effectively implement the program when resources are allocated. The Deputy Prime Minister also emphasized the requirement to continue to accelerate the implementation progress, ensure the completion of the set goals, and at the same time organize a summary of the NTPPs for the 2021-2025 period and propose solutions for the 2026-2030 period in accordance with the new situation.
