Promote the implementation of traceability of agricultural products

In recent times, the Quang Ninh agricultural sector has promoted the encouragement of units to participate in the province's Safe Agricultural, Forestry and Aquatic Food Traceability Database System, aiming to build a modern and civilized agriculture.

In the context of an increasingly integrated economy, Quang Ninh enterprises are facing major challenges and obstacles when approaching increasingly demanding consumer markets, as well as facing the emergence of products of unknown origin. Traceability is considered the easiest tool to prove the origin and information of goods. In the agricultural sector, tracing the origin of agricultural products also means more strict control over the implementation of food safety procedures. Therefore, over the years, the Quang Ninh Department of Agriculture has continuously encouraged enterprises and production and processing establishments of agricultural, forestry and fishery products to actively pay attention to and apply traceability, thereby improving product quality to meet the strict requirements of the market.

Although it has only been established and launched on the market for more than a year, with the goal of building a brand of safe, quality products, aiming for export, Cai Rong HCM Fish Sauce Joint Stock Company (Van Don district) has proactively participated in registering the province's Safe Agricultural, Forestry and Aquatic Food Traceability System. Accordingly, each production stage of the unit from importing raw materials, brewing, fermenting, and bottling is regularly updated to the system. The final products are stamped with QR codes for traceability, allowing consumers to check which batch the product belongs to and what the production process is throughout the process from the first day of production to the day of shipment.

Each production stage at Cai Rong HCM Fish Sauce Joint Stock Company is publicly updated on the Food Traceability System, ensuring data traceability by authorities as well as consumers.

In addition, this is also the basis for us to be more ready to approach new markets, orienting our exports in the future.

The database system for tracing the origin of safe agricultural, forestry and aquatic products in Quang Ninh province has been deployed by the Department of Agriculture and Rural Development since 2019 with the aim of contributing to building a safe VSTP product chain, ensuring transparency in the origin of agricultural products, creating trust for consumers. Up to now, the system has completed the software, with the website address:   https://qn.check.net.vn. The system helps to grant management accounts to establishments such as enterprises, cooperatives, production, processing, and preliminary processing establishments, and gradually expand to agricultural and food chain stores, concentrated production areas of the province and localities linking to consume safe agricultural products; synchronized with the data system of the Ministry of Agriculture and Rural Development.

In 2024, the Quang Ninh Department of Agriculture supported the issuance of 1,280 QR codes for tracing the origin of 1,280 pre-packaged processed agricultural and aquatic products in the province.

In 2024, the Quang Ninh agricultural sector aims to have 80% of processed and packaged products traceable via QR codes. To achieve this, from the beginning of the year, the provincial Department of Agriculture and Rural Development has advised the Department of Agriculture and Rural Development to establish a Working Group to provide guidance and direct support to system administrators and owners of production and trading establishments of processed and packaged agricultural, forestry and aquatic products in the province with 3 training courses and nearly 100 participants. The sector has also reviewed and counted 1,576 processed and packaged agricultural and aquatic products in the province. Along with that, the sector has supported businesses and owners of establishments to build databases and update data in the digital environment; Provide over 20,000 free QR codes for products as well as provide accounts to use, exploit and operate the database system to trace the origin of safe agricultural, forestry and fishery products in the province for establishments.

To date, the agricultural sector has supported and issued 1,280 QR codes for tracing the origin of 1,280 pre-packaged processed agricultural and aquatic products (reaching 101.25% of the set plan).

However, currently, QR code labeling for traceability is only applied to processed and pre-packaged products of medium-sized or larger enterprises and establishments. Meanwhile, most agricultural production and processing establishments in the area are small-scale, household-based, and direct producers are still hesitant to access the technology.

Mr. Vu Dinh Son, Deputy Head of the Department of Agricultural, Forestry and Fishery Product Quality Management of Quang Ninh Province, said: In the coming time, in order for the traceability of goods to be implemented synchronously, the Department will advise the Department of Agriculture and Rural Development and related departments and branches to continue to strengthen information, propaganda and dissemination to raise awareness for organizations and individuals about traceability activities; review and count processed and pre-packaged products to complete the target of 100% of processed and pre-packaged agricultural and aquatic products with traceable origin using QR codes; 100% of establishments subject to the issuance of certificates of qualified establishments for food safety, 10% of establishments subject to signing commitments to produce and trade safe food locally participate in the traceability system and use QR codes for products.

The Quang Ninh Department of Agriculture also aims to complete the database system for tracing the origin of products and goods of the province by 2030, ensuring the needs of exchanging and exploiting information of businesses, organizations and individuals in the province, domestically and internationally.
