SPEED UP RAILWAY LINES CONNECTING VIETNAM – CHINA
In his welcoming speech, Chongqing Mayor Hu Honghua said that Chongqing and Vietnam have a long-standing historical relationship and close exchanges. Recently, trade and investment cooperation between the two sides has been increasingly strengthened, with great potential for cooperation. A number of Chongqing enterprises have implemented investment activities in Vietnam. Chongqing's automobile, motorbike and electronic products are now available in Vietnam. Meanwhile, many Vietnamese agricultural products are very popular with consumers in the city of more than 30 million people. "We are ready to cooperate with Vietnamese enterprises in all fields to win together and create a bright future of cooperation between Chongqing and Vietnam," Mr. Hu Honghua emphasized.
Prime Minister Pham Minh Chinh spoke at the Vietnam-China business forum, calling on businesses from both sides to expand investment cooperation.
At the seminar, businesses from both countries shared their cooperation possibilities and made specific recommendations and proposals to further promote and expand the connection between the two economies. Mr. Chu Hong Phi from the Chongqing Hawei Supply Chain Group said that currently, transportation between Vietnam and China is convenient, but the customs clearance process needs to be improved in a simplified manner to shorten time and costs.
Meanwhile, Mr. Dang Sy Manh, Chairman of the Board of Directors of Vietnam Railways Corporation, pointed out many bottlenecks in connection infrastructure and the problem of lack of warehouses and unsynchronized quarantine during the process of agricultural and aquatic products from Vietnam to Chongqing, leading to low output and revenue, long time, and high costs compared to capacity and expectations. He suggested that both sides consider recognizing the quarantine results performed by the other side to help reduce administrative procedures, save time and costs. At the same time, research should be conducted to apply the smart border gate model at railway border gates. Mr. Manh also suggested accelerating cooperation in implementing new railway lines connecting the two countries, especially the Lao Cai - Hanoi - Hai Phong railway so that construction can begin by the end of 2025.
Le Anh Son, Chairman of the Board of Directors of Vietnam National Shipping Lines, proposed that China open up its border gates for importing agricultural products by both land and sea, helping to improve the competitiveness of goods and shorten the time at the border gate as well as the procedures related to customs and quarantine. Reducing the time to transport goods, according to Mr. Son, will help reduce logistics costs.
MORE INVESTMENT AND COOPERATION IS VERY NEEDED
Speaking at the seminar, Prime Minister Pham Minh Chinh emphasized that Vietnam and China have a good traditional friendship, "both comrades and brothers", with a solid political foundation, similar cultural foundation, favorable legal foundation and open market. The Prime Minister said that in recent years, China has invested in Vietnam more than 5,000 projects with a capital of more than 30 billion USD. Two-way trade between the two countries in 2023 is 173 billion USD, and in the first 9 months of 2024 is 190 billion USD, an increase of more than 14% over the same period.
However, the Prime Minister said that with the current relationship, trade and investment cooperation between the two countries is still not commensurate. “The potential is still huge, there are still many opportunities. We really need more investment and cooperation,” the Prime Minister emphasized.
The Prime Minister also shared that Vietnam pursues an independent and self-reliant foreign policy, in which the economy is identified as the central task, actively integrating into international cooperation deeply and effectively. In particular, the Prime Minister emphasized that Vietnam is implementing three strategic breakthroughs, including: institutions, infrastructure and human resources, to serve and support businesses and investors to reduce costs, increase competitiveness, increase productivity, create new development space and create new values and products.
Prime Minister Pham Minh Chinh emphasized the “3 through” viewpoint: open institutions, smooth infrastructure, smart governance. At the same time, implement the “4 together”: listen, understand together; share vision and action together; work together, enjoy together, win together and develop together; share joy, happiness and pride together. The spirit is harmonious benefits, shared risks; harmonize the interests of people, businesses and the State.
“I really hope that businesses from both countries will play a role in connecting the two economies,” the Prime Minister emphasized, adding that businesses from both countries investing and doing business together will benefit the people of both countries. “We will work together to develop a strong and powerful country,” the Prime Minister said. Agreeing with the proposals of businesses from both countries, the Prime Minister affirmed: “Vietnam has been doing and will do better to support businesses and investors to do business and invest in Vietnam.”
Research on opening more direct flights from Vietnam to Chongqing
On the morning of November 8, Prime Minister Pham Minh Chinh met with Chongqing Party Secretary Yuan Jiajun during his working trip to China.
At the meeting, Prime Minister Pham Minh Chinh affirmed that the Vietnamese Government attaches importance to developing relations with China, supports and is ready to create all favorable conditions for Vietnamese ministries, sectors and localities to expand and enhance friendly exchanges and comprehensive cooperation with Chongqing City.
Prime Minister Pham Minh Chinh proposed promoting the exchange of delegations at all levels and sectors, further enhancing mutual understanding between Vietnam and Chongqing. The Prime Minister also asked relevant Chongqing agencies to create favorable conditions for Vietnamese enterprises to effectively exploit the China-Europe international railway, export Vietnamese goods to third countries, and import more high-quality Vietnamese goods.
In addition, the two sides need to expand bilateral trade turnover; further promote cooperation in tourism, culture, education, people-to-people exchange and local cooperation. In particular, the Prime Minister suggested actively studying the opening of more direct flights between Chongqing and major localities of Vietnam to facilitate exchanges and travel of people on both sides.
For his part, Mr. Vien Gia Quan affirmed that he will closely coordinate with Vietnamese ministries, branches and localities to effectively implement Prime Minister Pham Minh Chinh's ideas, especially effectively exploiting the China-Europe international railway route and increasing the import of high-quality Vietnamese goods.
Prime Minister successfully concludes working trip to China
On the evening of November 8, Prime Minister Pham Minh Chinh and the Vietnamese high-ranking delegation returned to Hanoi, concluding their working trip to attend the 8th GMS Summit, the 10th ACMECS Summit, the 11th CLMV Summit and work in China.
Deputy Foreign Minister Pham Thanh Binh said that during the conferences, Prime Minister Pham Minh Chinh made very profound and dedicated assessments and comments, while also suggesting new thinking, approaches, ideas and practical proposals to create breakthrough developments for all three cooperation mechanisms.
The Prime Minister proposed that GMS focus on developing new-generation economic corridors, with innovation at the center; ACMECS identifies a new mission of building a community of Mekong countries that is united, strong and sustainably developed; and CLMV's new focus is to create breakthroughs on the basis of promoting internal strength, combining external strength and uniting to overcome difficulties.
In addition, the Prime Minister also pointed out important principles and mottos to promote more effective cooperation and better meet the needs of members. “The delegates were very pleased with the Prime Minister’s viewpoint on valuing time, valuing intelligence, innovating to break through, being creative to reach far, integrating to move forward, and uniting for more strength,” said Mr. Binh.
According to the Deputy Minister of Foreign Affairs, during the working trip, the Prime Minister had 19 bilateral activities. During the talks and exchanges between Prime Minister Pham Minh Chinh and Chinese Prime Minister Li Qiang and leaders of Yunnan, Chongqing, and Guangxi, the two sides reached many important common perceptions on continuing to implement and concretize high-level common perceptions, promoting Vietnam-China relations, including Chinese localities, to develop more effectively, substantially, and sustainably.
