Promoting press activities in policy communication

On the occasion of the 99th anniversary of Vietnam Revolutionary Press Day (June 21, 1925 - June 21, 2024), Nguoi Dua Tin (NDT) listened to the sharing from Chairman of the Vietnam Lawyers Association Nguyen Van Quyen about the role of the press in communicating policies and laws in the new context.

“Good content is the only way to retain readers”

Investor: Mr. Chairman, the Vietnam Lawyers Association is a political, social and professional organization of lawyers nationwide. Could you please tell us how the press agencies under the Central Committee of the Vietnam Lawyers Association have contributed to the propaganda and dissemination of policies and laws of the Central Committee and the Associations at all levels?

Chairman Nguyen Van Quyen: It can be affirmed that, throughout the development process, the Association's press agencies have made important contributions to propagating and disseminating the Party's guidelines and policies, the State's laws; legal activities of the Vietnam Lawyers Association and enhancing information and propaganda of the outstanding activities of the Vietnam Lawyers Association.

The Party Central Committee and the Central Executive Committee of the Association have also promptly directed and guided the press and publishing agencies and the Central Association's General Information Portal to perform well their assigned tasks, actively participating in propagating the Party's guidelines and viewpoints, the State's policies and laws, and the country's socio-economic development policies to cadres, members and people.

In particular, focus on disseminating the Party and State's guiding documents on the work of the Vietnam Lawyers Association, namely: Directive No. 14-CT/TW dated July 1, 2022 of the Politburo on continuing to strengthen the Party's leadership over the Vietnam Lawyers Association in the new situation and documents of the Central Committee, Party committees, local authorities, ministries and branches on thoroughly grasping and implementing this Directive; Resolution No. 27-NQ/TW dated November 9, 2022 of the 13th Party Central Committee on continuing to build and perfect the socialist rule-of-law state of Vietnam in the new period.

Investor: Besides propagating and disseminating the policies of the Party and the State , how have the press agencies of the Vietnam Lawyers Association promoted the Association's activities, Mr. Chairman?  

Chairman Nguyen Van Quyen: The press and publishing agencies of the Association have spent a lot of time promoting the activities of the Vietnam Lawyers Association and the Associations at all levels nationwide. Notably, the activities to implement Directive No. 14 of the Politburo; conferences, seminars, and discussions to contribute opinions on many draft legal documents, notably the draft Land Law (amended); activities to celebrate the anniversary of the founding of the Vietnam Lawyers Association; Vietnam Law Day (November 9).

Press units also focus on publishing information about the activities of Party and State leaders. Propaganda to celebrate major holidays and important historical events of the country, political events, notably the sessions of the Central Executive Committee, the 15th National Assembly,...

The electronic magazine and specialized pages of the Life and Law Magazine publish daily news and articles, always ensuring accuracy and promptness of information; the news and articles are increasingly of high quality, oriented to serve the political tasks of the Party, the State and the Vietnam Lawyers Association.

In 2023, more than 1,000 news and articles on legal propaganda were published in printed and electronic magazines... The Association's general electronic information page continuously updates information on the activities of the Association at all levels, especially the work of participating in law-making, disseminating laws, propagating laws and providing legal aid to the people. In 2023, the Association's electronic information page posted 139 news articles and 734 photos on the Association's activities.

Many articles on propaganda, dissemination and legal education in printed and electronic magazines have received feedback from agencies, units and readers, which have had practical effects on the people.

Investor: In the context of the strong development of the 4.0 industrial revolution, in addition to the advantages, the team of journalists also faces many challenges, competing for information with social networks. So, could the Chairman tell us what journalists in the press agencies under the Vietnam Lawyers Association need to do to adapt to the new context?

Chairman Nguyen Van Quyen: The press is not outside the axis of comprehensive digital transformation. Digital transformation is considered a mandatory approach for the press to change according to the new movements of the times. Deputy Prime Minister Tran Hong Ha also signed Decision No. 348/QD-TTg, approving the strategy of "Digital transformation of the press to 2025, with a vision to 2030". That shows that the application of digital technology to all press activities is inevitable.

For the press agencies of the Vietnam Lawyers Association, we realize that the leadership team, reporters, and editors of the press agencies have always made efforts and made strong changes on the information "highway". Always creating a strong mindset to face all difficulties and challenges.

With the strong development of social networks (Facebook, Zalo, Tiktok) ... journalists need to cultivate more skills, apply information technology in the process of working. Besides, I think journalists also need to cultivate more knowledge to make their content good and quality. Because no matter how modern the technology is, how advanced the machines are, they cannot replace human creativity. The same goes for journalism, good content is the only way to keep readers staying and coming back to you.

Widely propagate so that the majority of people know

Investor: Could you please tell us more about the key tasks that the Association's press agencies need to strengthen and promote further communication in the coming time?

Chairman Nguyen Van Quyen: The Association's press agencies need to closely follow the Association's objectives and purposes, and at the same time need to spend more time promoting the Association's activities; continue to further promote the implementation of Directive No. 14 of the Politburo on continuing to strengthen the Party's leadership over the Vietnam Lawyers Association in the new situation.

In particular, this year is also the last year for the Association at all levels to carry out the tasks set forth by the 13th National Congress of the Vietnam Lawyers Association, towards the 14th National Congress of the Vietnam Lawyers Association, term 2024-2029. Therefore, the Association's press agencies need to increase propaganda for this important event.

Along with that, press agencies also need to further promote the work of communicating policies and laws; legal advice, legal aid; propaganda, dissemination, legal education; supervision, social criticism; participation in judicial reform, administrative reform and implementation of people's diplomacy work... of the Vietnam Lawyers Association. Propaganda widely so that people know, understand and comply with the provisions of the law. Only then will policies and laws be put into practice in real life.

Journalists need to cultivate more skills during their work.

Investor: On the occasion of the 99th anniversary of Vietnam Revolutionary Press Day, as the leader of the Association, what are your expectations and messages for press agencies in general and press agencies under the Central Committee of the Vietnam Lawyers Association in particular in communications work?

Chairman Nguyen Van Quyen: In response to the new requirements of the cause of national construction and defense, revolutionary press must develop in a professional and modern direction, truly be the voice of the Party, the State, social organizations and a forum for the people, a bridge connecting “the Party’s will with the people’s heart”, strengthening the strength of national solidarity. To do that, the team of journalists must actively cultivate and train their political qualities, professional ethics, and expertise… At the same time, promptly reflect developments in all aspects of social life, bringing news that breathes and beats life.

Promoting the glorious tradition of journalists, despite many difficulties and challenges, especially the strong and direct impact of the development of modern media tools, the change in press development trends... each journalist, each journalist and press agency needs to thoroughly grasp the spirit of revolutionary journalism, invest resources to build a team of journalists and press agencies with strong political will, professional ethics, professional expertise, and mastery of modern journalism technology.
