During the process of formation and development, the Hoang Mai District Construction Investment Project Management Board, Hanoi has been completing its tasks well, constantly striving to contribute to the socio-economic development of Hoang Mai District, achieving many results recognized and highly appreciated by the city and people.
In recent years, Hoang Mai district has implemented many projects, invested in basic construction, creating highlights for an increasingly civilized and modern urban landscape. Each project bears the mark of the Project Management Board in directing, ensuring the quality of the project, and the effective use of the budget, which has been recognized and highly appreciated by the city and the people.
Implement well the basic construction investment work
The Project Management Board of Investment and Construction has well implemented the tasks assigned by the District People's Committee on basic construction investment. During the implementation process, the Project Management Board has managed the quality of documents, construction work as well as ensured labor safety and environmental sanitation at the works.
The Project Management Board has advised the District People's Committee on many timely decisions to effectively manage the quality of the works, while strictly implementing the inspection, examination and close supervision of the works. Thereby, helping consulting units as well as contractors participating in construction activities to comply with the provisions of law.
Therefore, the quality of materials before being put into construction is guaranteed according to design requirements, with clear origin. The responsibility of contractors participating in construction is enhanced.
At the same time, the Hoang Mai District Construction Investment Project Management Board has coordinated well with relevant departments, agencies, and units to strengthen and improve the efficiency of budget investment capital management. Strictly implement state regulations on bidding to ensure effective project implementation.
In accordance with the tasks assigned by the District People's Committee as well as the registration of works and projects to celebrate the 20th anniversary of the District's establishment, the Investment and Construction Project Management Board has determined to speed up the investment preparation and construction work to ensure the completion and handover of the works registered with the District.
The works and projects celebrating the 20th anniversary of the District's establishment include relics, schools, and transportation projects. Each work clearly shows the daily development and change of Hoang Mai District.
Some projects that were completed in 2022 and put into operation in 2023 include: The road next to Tu Ky pagoda from Ngoc Hoi to Linh Duong; The road to Hoang Liet Primary School in Tu Ky area; Renovation and upgrading of Thanh Tri ward alley cluster, phase 2; Renovation and upgrading of Mai Dong ward alley cluster, phase 2; Upgrading Tran Dien, Tran Nguyen Dan sidewalks and some sidewalks in Dinh Cong Urban Area; Upgrading Nguyen Huu Tho sidewalks.
In addition, the Project Management Board speeds up ongoing projects such as: Road to Yen So high-quality primary school; Construction of Hoang Van Thu ward medical station; Construction of road from road 2.5 to Hoang Van Thu ward People's Committee; Road from alley 95/15 Nam Du street to the end of alley 47 Nam Du street; Site clearance (GPMB), restoration of Hoang Mai communal house relic; Construction of road 2.5 north of Vinh Tuy industrial park; Construction of Tuong Mai ward medical station; Construction of meeting house for residential area No. 8, Tan Mai ward; Renovation and upgrading of alley road cluster in Tan Mai ward phase 2; Renovation and upgrading of alley road cluster in Hoang Van Thu ward phase 2; Renovation and upgrading of alley road cluster in Linh Nam ward phase 2; Construction of meeting house for residential area No. 9, Yen So ward; Renovation and embellishment of Nam Du Thuong communal house, Linh Nam ward; Renovation and embellishment of Dong Thien communal house relic; Construction of Tran Phu Primary School at plot H1/TH2; Construction of Tran Phu Kindergarten at plot H1/NT3; Construction of Dinh Cong Secondary School (plot D1/TH4); .
In addition, the construction of Hoang Liet Kindergarten at plot F6/NT1; the construction and renovation of Yen So Primary School; the renovation and upgrading of the radio system using information technology in Hoang Mai district; the construction of a cultural house in residential group No. 17, Thinh Liet ward... are projects that the Project Management Board continues to implement and strives to start.

Associated with resource protection and environmental quality improvement
In the coming time, the Hoang Mai District Construction Investment Project Management Board will develop a detailed disbursement plan for each project and strictly adhere to the plan for each month and quarter in 2023. Strengthen field inspection and supervision, urge contractors and consultants to speed up progress. Assign specific leaders responsible for monitoring the implementation progress; closely follow up, promptly remove difficulties and take responsibility for the disbursement results of each project, considering this as the basis for evaluating and classifying the level of completion of assigned tasks in 2023.
Report to competent authorities on the application of bidding methods appropriate to the nature of the project, in accordance with legal regulations, selecting contractors with sufficient construction capacity, selecting appropriate contract forms according to regulations, avoiding the situation where contractors have the mentality of waiting for price adjustment for the construction lump sum contract.
Strengthen discipline and order in disbursing public investment capital; focus on speeding up site clearance and construction progress, and removing difficulties and obstacles related to land.
Make advances, recover advances, accept and pay investment capital in accordance with regulations and as soon as there is volume; Report to competent authorities to transfer slow-disbursement projects to projects with better disbursement capacity and lacking capital according to regulations. Promote the application of information technology in management, monitoring and supervising the progress of public investment projects.
Units assigned to perform public investment tasks must urgently complete and speed up investment procedures to submit to competent authorities for approval. Units assigned to allocate public investment capital must proactively allocate capital for investment preparation, avoiding a shortage of capital or resources to carry out investment.
With efforts to improve discipline, order and efficiency in land management and use, to do well in site clearance work, to promote planning and construction work, to protect resources and improve environmental quality, the Hoang Mai District Investment and Construction Project Management Board will work with relevant departments, branches and sectors to turn Hoang Mai into one of the civilized and modern districts of the capital, associated with the work of protecting a green, clean and beautiful environment.
