“I think that inspectors must consider this as the main direction and main content of their work. To do well in the inspection task, comrades must ask themselves how equipped they are with the Party's ideology, stance and viewpoint on the issues of building socialism. The most difficult thing is the lack of adequate equipment on these basic issues. It is necessary to consider how much we understand about industry and agriculture. If we do not understand, or do not understand deeply, how can we know what is right and wrong in the leadership of industry and agriculture, and who is doing right and who is doing wrong. There is no general ideology, but ideology is always expressed in policies, guidelines and specific actions. Currently, there is a lot of work, so inspections must have a focus, must grasp the key points, each period of time needs to check what issues in cooperatives, factories, what issues in districts and provinces, there must be specific requirements, otherwise general inspections will be conducted. general or fruitless.

Inspection must be closely linked to the revolutionary movement, and must be closely linked to the major campaigns set forth by the Party in each period. The main subjects that need regular inspection are Party members and Party committees at the grassroots level. These are the people who have daily contact with the masses and directly lead the masses, who concretely implement all the Party's guidelines, policies, and strategies. Their actions, good or bad, have a direct impact on all aspects of the lives of the masses. Whether our Party is strong or not depends in part on the fighting strength of the Party cells, Party committees, and Party committees at the grassroots level, depending on the revolutionary will and service attitude of the grassroots cadres and Party members towards the people. The objective circumstances of the Party's leadership of the government make it easy for some cadres and Party members to become bureaucratic, distant from the masses, or to abuse their power, and to be arrogant and bully the masses.

When conducting inspections, it is necessary to study whether the provincial and district Party Committees' policies and guidelines are right or wrong, and how they affect the activities of the Party Committees and grassroots Party members. Inspections are not only one-sided in detecting mistakes, but must also detect the good and the right, and summarize them into good lessons for Party organizations. Currently, in all sectors and levels, especially at the grassroots level, in addition to manifestations of bureaucracy, alienation from the masses, corruption, and self-interest, there are also deviations in working policies and in implementing the Party's policies and guidelines. Inspections must detect both advantages and disadvantages on both sides. Inspections are not only to clearly see the qualities and ethics of Party members, but also to evaluate the leadership and direction of Party committees in economic and cultural development. In other words, not only must we inspect the ethics and style of cadres and Party members, but we must also focus on inspecting the working policies, working style, and leadership methods of Party committees and organizations at all levels. Must go through work to check people, separate people from work then the content of the check will not be clear, the conclusion of the check will not be accurate.

A bright mirror reflects new things

To fulfill their duties, inspectors must have a firm grasp of the Party's guidelines, policies, and the State's rules, regulations, and laws on politics, economics, culture, and society; because these are the basis and criteria for distinguishing right from wrong. Inspectors who do not understand the Party's guidelines and policies as well as the content of economic and state management cannot do their jobs. Sometimes, they will miss the main and major issues and instead go on to inspect minor and minor ones.

Inspection cadres must have high revolutionary enthusiasm, be truly eager to make our Party's ranks increasingly clean and strong, always respect and fully promote the people's collective mastery, be closely attached to the masses, and be loved and trusted by the masses.

Inspectors must be sensitive to new things, have a supportive attitude, foster positive factors, and at the same time be intolerant of wrongdoings. Constantly practice and cultivate the virtues of impartiality, objectivity, calmness, not being agitated, not following emotions. When examining matters and people, one must delve deeply into the causes, not stopping at external phenomena. One must truly respect the political lives of cadres and party members, not have a nepotistic attitude, must listen to all opinions, resolutely and promptly correct incorrect conclusions, and not wrongly accuse anyone. One must see that inspection is to build the Party stronger and stronger, to save comrades from mistakes and corruption, and is absolutely not a matter of revenge or revenge as in the treatment of individuals.

Only when the mirror is bright can it be reflected. Comrades often say that inspectors must have a proletarian class stance. A class stance is not only hatred for exploiters and a resolute will to overthrow the old regime, but also love for workers, an attitude of wholehearted service to the people, and a spirit of fighting to eliminate poverty and backwardness and build a new life full of happiness for society. “For a long time, I have often seen the agency’s Party cell operating as a grassroots trade union organization, not a political organization or a combat unit with the task of fostering the Party’s stance and ideology to ensure that Party members can promote their leadership role. Political activities in the agency’s Party cell are very poor in content and low in quality, which makes Party members somewhat lax in discipline and Party spirit. Some Party members do not study to grasp the Party’s viewpoints and policies, but often waver in the face of difficulties, even in the face of unfounded news released by the enemy,” he said.

Party building is the task of the entire Party, of all Party committees and organizations. Inspecting cadres and party members is not only the responsibility of the Inspection Committees at all levels, but Party cells also have the responsibility to regularly and closely manage party members in their cells, to prevent degeneration and corruption of cadres and party members and to guard against bad elements seeking to infiltrate the Party. We must be extremely vigilant, not negligent or negligent, but not narrow-minded or sectarian. We have said many times that everyone in society, regardless of their social class or past mistakes, in today's new regime will be used according to their abilities and will have a suitable place, as long as they sincerely and wholeheartedly follow socialism and serve the interests of the Fatherland and the people.

Through many different periods, our Party has outlined correct guidelines and policies, and at the same time we have promptly discovered mistakes and eliminated opportunistic and degenerate elements from the Party, making our Party increasingly stronger and capable of shouldering important responsibilities before history.
