Ha Long City Party Committee: Focusing intelligence and enthusiasm on building Congress documents

Document preparation is one of the important contents in the preparation work for Party congresses at all levels. To ensure that the congress is carried out in accordance with the process and quality, the Ha Long City Party Committee focuses on preparing documents for the 26th City Party Congress.

The Document Subcommittee of the 26th Ha Long City Party Congress held a meeting to discuss the progress of the Political Report to be submitted to the City Party Congress.

Following the direction of the central and provincial governments on the preparation of party congresses at all levels, the Standing Committee of the Ha Long City Party Committee directed the establishment of the Document Subcommittee for the 26th City Party Congress, headed by the Secretary of the City Party Committee. The Document Subcommittee directed the Editorial Team to take steps to develop a preliminary outline and detailed outline of the Political Report to be submitted to the 26th City Party Congress, term 2025-2030, and to seek opinions from the Standing Committee of the City Party Committee and the City Party Committee. The Standing Committee of the City Party Committee requested that Party committees at all levels study, review, and analyze carefully, and select breakthrough points to update in the Congress documents in conjunction with the planning of the city and the province.

On this basis, the Congress Document Editorial Team focused on reviewing and drafting the Political Report divided into 2 parts: Evaluation of the implementation results of the City Party Resolution for the 2020-2025 term; directions, tasks, and solutions for the 2025-2030 term. The content focuses on evaluating the implementation results of the targets and projects set out in the 2020-2025 term, including 25 targets and 18 projects. The content closely follows Directive No. 35-CT/TW of the Politburo (dated June 14, 2024) on Party Congresses at all levels towards the 14th National Congress of the Party; honestly, objectively, and comprehensively evaluate the situation and results of the implementation of the Congress Resolution for the 2020-2025 term, especially the key tasks and breakthroughs in Party building and rectification and the political system, the fight against corruption and negativity; Point out advantages, disadvantages, causes, especially subjective causes, draw profound lessons in leadership, direction and implementation...

Up to now, after receiving and completing the 5th draft of the Political Report, the City Party Committee has asked for comments from 42 departments, branches and sectors of the province, 52 former leaders of the province and city, experts and scientists in the fields of economics, planning, urban areas, tourism, and members of the Central Theoretical Council. There have been a total of 157 comments from 55 units and individuals on the draft Political Report. Along with that, the City Party Committee Standing Committee organized 3 scientific seminars: Seminar on "Preserving and promoting the value of cultural heritage in the orientation of sustainable development of Ha Long City"; Seminar on "Developing Ha Long education in the new era - The era of national rise"; Seminar on "Promoting green economy, digital economy, heritage economy of Ha Long City in the era of national rise" with the participation of 73 experts and scientists in various fields. Based on the comments and discussions at the workshop, the direction was given to absorb and supplement the Political Report.

Up to now, the documents of the 26th Congress of Ha Long City Party Committee have been implemented in accordance with regulations; they have been edited and supplemented after each time of collecting opinions from agencies, organizations and individuals. This is the result of the wisdom, unity and solidarity of the Party Committee and the people of all ethnic groups in the city, serving as the basis for the 26th Congress of the City Party Committee to resolve and approve important goals, tasks and solutions in the new term.
