Provincial Road 345 connecting Dong Trieu City (Quang Ninh) with Bac Giang Province and Provincial Road 327 connecting Dong Trieu City with Ha Long City have just started construction with a total investment of hundreds of billions of VND.
Local people are willing to give up their land for the project, looking forward to the day it is completed to escape the difficult travel situation.
People are excited
The project to upgrade provincial road 327 is being implemented at the weak bridge location in village 3, An Sinh commune, Dong Trieu city.
The contractor organized the groundbreaking ceremony for the project to renovate and upgrade provincial road 345 connecting Dong Trieu city (Quang Ninh) with Bac Giang province.
According to Mr. Nguyen Van Truong, representative of Vietnam Construction and Import-Export Corporation - the construction unit, the bridge is over 20m long, nearly 10m wide, with a total investment of about 7 billion VND. On the day of the groundbreaking ceremony, the unit mobilized maximum human resources and equipment to start construction immediately.
Standing watching the construction workers, Mr. Nguyen Anh Tuan, who lives near the construction site, pointed to the bridge over the small stream and said that this bridge has seriously degraded. Recently, the authorities had to put up signs prohibiting motor vehicles from traveling, so vehicles had to take a long detour.
"The detour section has to go through the overflow tunnel. On days of heavy rain, vehicles cannot pass. As for this bridge, every time people ride motorbikes over it, they are nervous. Now that the bridge has just started construction, everyone is excited," said Mr. Tuan.
About to escape isolation during floods
Mr. Duyen Thanh Thin, Acting Director of the Quang Ninh Province Traffic Construction Investment Project Management Board, informed that the project to upgrade provincial road 327 has a total length of more than 11km, a 9m wide roadbed, including 2 lanes for motor vehicles. On the route, there are 2 bridges over Ho Lao stream and over the railway.
The project has a total investment of 580 billion VND from the provincial budget, of which the cost of compensation and site clearance is more than 224 billion VND, and is scheduled to be completed by the end of 2025.
Meanwhile, the project to renovate and upgrade provincial road 345 is being implemented by the contractor, the Joint Venture of 17 and 99 LLCs, under Truong Son Construction Corporation (Army Corps 12). The starting location is in Tan Tien village, An Sinh commune, Dong Trieu city.
The project is 10.36km long and 9m wide, connecting Provincial Road 327 in Dong Trieu City with Provincial Road 293C in Bac Giang Province. The project has a total investment of 356 billion VND from the Quang Ninh provincial budget. According to the plan, the project will be completed by the end of 2025.
Standing watching the machines working at full speed, scooping the first batches of soil onto trucks and taking them to the collection point, Ms. Nguyen Thi Hanh in Tan Tien village, An Sinh commune shared that the provincial road from the commune center to the village was invested in a long time ago, and has many culverts. Whenever there is a big flood, the road is completely isolated.
"People in this area mainly live by exploiting agricultural and forestry products. The harvest season is mainly during the rainy season, so if there is a big flood, it will be difficult to sell. Therefore, people have long wanted the road to be upgraded," said Ms. Hanh.
Waiting for compensation price
According to Mr. Duyen Thanh Thin, the project to upgrade provincial road 327 is implemented with a total area of over 35.28 hectares, affecting about 540 organizations and individuals, requiring more than 224 billion VND for site clearance. Meanwhile, the project to upgrade provincial road 345 requires site clearance of 30.92 hectares, affecting 361 organizations and individuals, and requiring 73 billion VND for site clearance.
Up to now, Dong Trieu City has conducted measurements and counting, however, due to the lack of unit prices, the site clearance work has not been carried out...
"Immediately after the groundbreaking ceremony, the contractors gathered vehicles and human resources to the construction site and started construction at the locations that had been handed over. To have the land, we request the competent authorities to promptly complete the site clearance so that the project can be constructed on schedule," said Mr. Thin.
Talking with people affected by the two projects, reporters noted that they basically agreed to give up their land, creating the best conditions for project construction.
Mr. Tran Van Ngoc in Tan Tien village, An Sinh commune, Dong Trieu city, pointed to the boundary marker on his house gate and said that the local government has measured and counted specific architectural objects and is just waiting for the compensation price: "Surely, the people will agree when applying the compensation price. My family is the same, because when the road is opened, the people themselves are the beneficiaries, even if there is a little loss, it is okay...".
Lieutenant Colonel Tran Van Canh, representative of the joint venture of contractors 19 and 99 LLC, Army Corps 12, said that the unit has sent officers to coordinate in implementing the work of mobilizing people on the basis of fully applying mechanisms and policies related to compensation, site clearance, etc.
"This is a project directly related to the lives of the people. Therefore, we believe that the people will agree to complete the project on schedule," Lieutenant Colonel Canh hopes.
