Quang Ninh Provincial Party Committee has 4,785 Party cells under the grassroots Party Committees and Party units. Up to now, more than 95% of the subordinate Party cells have successfully organized the congress for the 2025-2027 term, completing on schedule and meeting the set requirements.
The entire Tien Yen District Party Committee has 190 Party cells directly under the grassroots Party Committee. Of which, there are 76 Party cells in villages, hamlets, and neighborhoods; 114 Party cells of other types. To deploy the direction of the congress implementation at the Party cells directly under the grassroots Party Committee, the Standing Committee of the District Party Committee promptly issued plans and instructions for implementation from the stage of preparing the content of documents, personnel plans, to the time of organizing the congress at the Party cells. At the same time, thoroughly grasp, inspect, and review the contents as well as personnel plans, and guide the aspects related to the congress of agencies and units, so the work of organizing the congress at the Party cells directly under the grassroots Party Committee is carried out strictly in accordance with regulations.
By January 24, 100% of Party cells under the grassroots Party Committees in Tien Yen district had completed organizing their congresses, one month earlier than the province's direction. The Party cell congresses took place in accordance with the principles and spirit of the direction on content, personnel and organization. Party cell secretaries elected directly at the congress all achieved very high votes. The model of "People trust - Party elects" with 100% of Party cell secretaries also being village and neighborhood heads continued to be implemented in accordance with the province's policy.
Head of the Organizing Committee of Tien Yen District Party Committee Nguyen Cao Khai said: The organization of the congresses of Party cells directly under the grassroots Party Committees was led and directed by Party committees at all levels resolutely and closely. In general, the congresses took place solemnly with the motto of inheriting stability and innovation, development, democracy, openness, and solidarity. The political reports were organized to collect opinions widely in the Party cells, Party members, political organizations, and discussed documents at the congresses actively and enthusiastically. The election work was carried out in accordance with the Party Charter and the Party's Election Regulations, ensuring democracy, objectivity, transparency, and following the correct procedures. In particular, the Party cells elected Party Committee Secretaries at the congresses with a high concentration of votes, of which 100% of the votes were cast for Party Committee Secretaries at 163 Party cells. The early completion of the Party Congress at the branch level under the grassroots Party Committee will be an important premise for the Tien Yen District Party Committee to successfully organize the 26th Congress, term 2025-2030, towards the 16th Provincial Party Congress.
From focusing on directing the organization of a methodical and quality organization, combined with serious evaluation and experience drawing of affiliated party cell congresses, up to now, in some party committees, the number of affiliated party cells organizing congresses has reached 100%. Specifically, the Ba Che district Party Committee has 145/145 affiliated party cells successfully organizing congresses. 100% of congresses directly elect the congress secretary, with a very high number of votes. The Van Don district Party Committee has also completed 100% of affiliated party cell congresses, of which 167/179 party cells directly elect the secretary at the congress. In addition, many grassroots party committees have directed the implementation to ensure the progress of organizing congresses of party cells directly under the grassroots party committees. Typically, the Quang Yen town Party Committee has 333/336 party cells directly under the grassroots party committees completing their congresses; the Hai Ha district Party Committee has 216/226 party cells completing their congresses; Cam Pha City Party Committee has 380/390 members who have completed their congresses... It is expected that by February 28, the entire province will complete the congresses of party cells directly under the grassroots party committees.
According to the general assessment, the congresses of the subordinate Party cells took place in accordance with the correct procedures, from the implementation of plans, contents, programs, management work, presentation and discussion of documents to ensure scientific and timely compliance. The management of the election of Party cell committees, secretaries, deputy secretaries of Party cells and the election of delegates to the higher-level congresses was strict, democratic, ensuring the correct procedures and direction of the higher levels. The congresses promoted the spirit of democracy and intelligence, raising the sense of responsibility of the contingent of cadres and Party members, especially the role of the heads of Party committees and Party cell secretaries; strengthened the maintenance of discipline and order, creating solidarity and unity within the Party. Immediately after the congresses, the Party cells proactively developed action programs to implement the congress resolutions; working regulations, work programs for the entire term, and assigned tasks to Party committee members for the 2025-2027 term.
The above results, together with the proactiveness, responsibility and positivity of Party committees and Party organizations at all levels in the preparation work, will create a premise for the congresses of Party cells under the grassroots Party Committees for the 2025-2027 term to be deployed to ensure progress and plan; as a basis for successfully organizing Party congresses at all levels in the Provincial Party Committee.
