On the morning of January 16, the Party Cell of the Legal Department, under the Party Committee of the Ministry of Industry and Trade, held the Party Cell Congress for the 2025 - 2027 term.

Strive to fulfill tasks, strengthen Party building

At the Congress, comrade Pham Thanh Trung - Deputy Director of the Legal Department - presented a report summarizing the work of the Party Cell for the 2022-2025 term; directions, tasks and solutions of the Party Cell for the 2025-2027 term.

Accordingly, in terms of advantages, the Party Cell always receives attention and close direction from the Party Committee of the Ministry of Industry and Trade. The Party Cell is always united, has youthful energy internally, and always strives to overcome all difficulties to successfully complete the tasks assigned by the Ministry.

Highlighting the difficulties, comrade Pham Thanh Trung said that during the past term, the Legal Affairs Department had many changes in personnel. Accordingly, some cadres resigned, some cadres were transferred due to the organization's transfer, including cadres under the Party Committee of the Party Cell. With the number of civil servants reduced, the assigned work was more and more complicated, which somewhat affected the general work and the Party development work of the Party Cell.

Reporting on the work of Party building in politics, according to comrade Pham Thanh Trung, during the last term, the Party Cell has regularly paid attention to doing well the work of Party building in political education, always steadfast in Marxism-Leninism, Ho Chi Minh thought, steadfast in the goal of national independence and socialism, the path of innovation for the goal of a rich people, a strong country, a fair, democratic and civilized society.

The Party cell always improves the leadership capacity of the Party Committee, maintains the working class nature of the Party; the political mettle, intelligence, and fighting spirit of each cadre, Party member, key leader and manager at all levels, especially at the strategic level.

The Party Cell Executive Committee also enhanced the quality of Party Committee and Party cell activities, maintained and strengthened solidarity on the basis of promoting democracy, correctly implementing the principle of democratic centralism, and practicing self-criticism and criticism within the Party.

In terms of Party building and ideology, the Party Cell always innovates the content and methods of ideological work, combining construction and combat; construction is fundamental and strategic, ensuring Party spirit, scientific nature, combativeness, timely and effective practicality, improving the quality of propaganda, education, and study of Marxism-Leninism and Ho Chi Minh Thought.

The Party Cell has regularly paid attention to educating the Party's revolutionary traditions, propagating the Party's guidelines and policies; the State's policies and laws, focusing on raising awareness and action within the Party among cadres, civil servants, public employees and workers.

In addition, regarding the results of leadership work, comrade Pham Thanh Trung pointed out that, clearly aware of the role of the Trade Union and the Youth Union, the Party Committee and the Department's leadership always create conditions for trade union members and youth union members to participate in studying and improving political and professional skills. During the last term, 100% of union members were sent to study the Party's Resolutions, 2 youth groups were sent to the list of Party awareness training classes; regular/early salary increases for civil servants were considered in accordance with regulations.

“ The Party Committee together with the Department's leadership team directs, closely follows and supports the trade union in implementing well the regime and policies for civil servants according to the provisions of the law through documents regulating the assessment and classification of civil servants, public employees and workers. Other regulations and rules related to workers... all have the participation and contribution of representatives of the Trade Union Executive Committee ” - Comrade Pham Thanh Trung emphasized.

Also at the Congress, Comrade Pham Thanh Trung reported on the direction and tasks for the 2025-2027 term. Accordingly, the Leaders strive to successfully implement the Resolution of the Party Congress for the 2025-2030 term and build a clean and strong Legal Affairs Department Party Cell; improve qualifications and capacity to meet development requirements in the new period.

Focus on leading the excellent completion of the Department's political tasks, especially key tasks related to contributing to the completion of the Ministry of Industry and Trade's political tasks in fully and promptly institutionalizing the Party's policies, guidelines, and guiding viewpoints.

“ Actively and effectively participate in the implementation of Resolution No. 18-NQ/TW dated October 25, 2017, the 6th Central Conference, Session XII on continuing to innovate and streamline the political apparatus, making it operate effectively and efficiently for party members, cadres and civil servants ”, Comrade Pham Thanh Trung noted.

Regarding the key tasks, comrade Pham Thanh Trung said that the Party Committee and Party Cell continue to lead and direct civil servants of the Legal Affairs Department to perform well the function of assisting the Minister of Industry and Trade in implementing state management by law in the Industry and Trade sector, including: Organizing the implementation of the work of building, appraising, reviewing, systematizing, inspecting, and consolidating legal documents; codifying the system of regulations... Striving to complete 100% of the annual work programs and plans approved by the Minister.

Continue to pay attention to and do well the work of political and ideological education; proactively grasp the situation, ideological developments, and aspirations of Party members and civil servants to have timely orientations and solutions to stabilize ideology and unite internally.

“ Maintain and strengthen the dissemination, dissemination and implementation of the Party’s resolutions, directives and regulations. Continue to closely follow the direction and leadership of the Party Committee of the Ministry of Industry and Trade; develop programs and action plans, and concretize the Party’s resolutions in line with the situation of the Party Cell and the unit ,” said comrade Pham Thanh Trung.

5 key tasks in Party building work

Speaking at the Congress, comrade Le An Hai - Standing Deputy Secretary of the Party Committee of the Ministry of Industry and Trade - commended and highly appreciated the achievements in all aspects of political and professional work of the Party Cell of the Legal Department during the past term.

“ The Party Cell of the Legal Affairs Department has successfully completed the assigned political tasks, in the context of many difficulties due to the impact of the Covid-19 pandemic as well as personnel changes ,” emphasized comrade Le An Hai.

Comrade Le An Hai pointed out that in the coming term, the world situation will be very complicated and unpredictable. Globalization and international integration continue to develop but face many difficulties and challenges. The industrial revolution and digital transformation are developing strongly, creating breakthroughs in many fields, bringing both opportunities and challenges to countries.

In that context, it is recommended that the Party Cell of the Legal Affairs Department continue to promote the spirit of solidarity, positivity, proactiveness, and creativity, focusing on improving the political capacity of cadres and party members, and the role of the political nucleus in implementing key Party building tasks. Specifically: Continue to thoroughly grasp the guidelines, policies, resolutions, and conclusions of the Central Committee. Lead, direct, inspect, supervise, and implement comprehensively. Review working regulations and work processes. Review the set goals, and propose breakthrough goals and solutions. Strengthen and improve personnel work, arrange and assign personnel in accordance with functions and tasks.

In his closing speech at the Congress, Comrade Ngo Duc Minh - Party Cell Secretary, Head of the Legal Department - said: The Congress selected and elected a new Party Committee consisting of 5 comrades with sufficient qualifications, qualities and practical capacity, demonstrating continuity, inheritance and innovation. The Congress also unanimously voted to pass the Resolution of the Party Cell Congress for the 2025-2027 term.

Promoting the results achieved in the past time, after the Congress, the new term Party Committee will promptly absorb and concretize the contents of the Resolution of the Party Cell Congress, closely following the program and plan of the Ministry Party Committee to organize implementation in the Party Cell.

“ In the immediate future, the Party Cell needs to focus on leading the implementation of the unit's political tasks; actively and effectively implement Directive No. 05-CT/TW of the Politburo on continuing to promote studying and following Ho Chi Minh's ideology, morality and lifestyle, focusing on implementing the Central's regulations on ethical standards and exemplary responsibilities of cadres and party members; effectively improve the quality of the Party Cell; and at the same time, effectively perform staff work according to the unit's functions and tasks, ” emphasized comrade Ngo Duc Minh.

The Congress hopes and believes that each member and the Party Committee for the 2025-2027 term will be united, responsible, and strive to practice in all aspects to contribute to the successful implementation of the Resolution set forth by the Party Cell Congress.

Also in the program, the Congress elected 5 comrades to the Executive Committee of the Legal Affairs Department Party Cell for the 2025-2027 term, including: Comrade Ngo Duc Minh (Party Cell Secretary, Director of the Legal Affairs Department); Comrade Pham Thanh Trung (Deputy Party Cell Secretary, Deputy Director of the Legal Affairs Department); Comrade Bui Thi Binh Giang; Comrade Le Ba Ngoc; Comrade Nguyen Ngoc Anh.
