Extensive political activities at the grassroots level

At this time, grassroots party committees in Quang Ninh are organizing their party cell congresses for the 2025-2027 term. The congresses are taking place enthusiastically and are a broad political activity among cadres and party members.

Khe Tam village Party cell, Nam Son commune (Ba Che district) has 15 party members. With careful and thorough preparation, on January 3, the party cell successfully held the Congress for the 2025-2027 term. This is the honorable party cell chosen by the Nam Son commune Party Committee to hold a model congress.

Party cell secretary and head of Khe Tam village, Ly Manh Thuong, said: During the past term, the Party cell has focused on leading the implementation of socio-economic development tasks, maintaining national defense and security, and directing the implementation of contents related to Covid-19 epidemic prevention and control, contributing to maintaining the locality and socio-economic development in the new situation. Party building, village building and activities of the Front Work Committee, branches and youth unions have had many changes, achieving positive results. In particular, the Party cell has promoted democracy and transparency regulations, implemented cultural lifestyles and village conventions in weddings and funerals.

With the achieved results, at the congress, delegates enthusiastically discussed the direction and tasks for the next term. In particular, striving to successfully implement the Party cell resolution, gradually change the appearance of the village, build a strong cadre team, unite and lead the people to maintain the title of cultural village, clean and strong Party cell and strong organization. The congress elected the Party cell executive committee for the 2025-2027 term, elected the positions of Party cell secretary and deputy Party cell secretary for the 2025-2027 term. Comrade Ly Manh Thuong, Village Chief, continued to be elected as Party cell secretary for the 2025-2027 term with over 90% of the votes.

On January 6, the Party Cell of Road Traffic Police Team No. 3 under the Traffic Police Department Party Committee (Provincial Police) also successfully organized the Congress for the 2025-2027 term. This is also the first Party Cell of the Traffic Police Department Party Committee and one of the Party Cells to organize a model congress of the Provincial Police Party Committee.

With high consensus, the Congress elected the Party Cell Executive Committee for the 2025-2027 term, elected the Party Cell Secretary and Deputy Party Cell Secretary. At the same time, the direction and tasks for the next term were discussed, which are to continue to improve the Party's leadership capacity and fighting strength, maintain discipline, promote democracy, self-criticism and criticism; strengthen the study and follow of Ho Chi Minh's ideology, morality and lifestyle. Build a united, clean and strong Party cell; successfully complete the task of maintaining traffic safety and order, social order and safety in the area, contributing to building a regular, elite and modern Traffic Police force.

Up to now, of the 20 provincial Party Committees, 16 have held Party cell congresses. Of the total 4,782 Party cells under the grassroots Party Committees, nearly 500 have completed their congresses. All have taken place objectively, enthusiastically, with quality, ensuring compliance with Party regulations. Personnel work has been carried out methodically, in accordance with procedures and regulations. The election of Party cell secretaries at the congresses has always achieved a high number of votes, from 90% or more.

Identifying the congress of party cells directly under the grassroots party committee for the 2025-2027 term as a broad political activity, creating a source of grassroots cadres, contributing to improving the leadership capacity of the party cell. In addition to the party cells that have completed the congress, the remaining party cells are actively preparing for the congress.

According to the records, up to this point, all work has been basically completed. Draft documents for the congresses of all Party cells have been widely collected for comments from cadres and Party members. The political report has been approved by the grassroots Party Committee and edited, supplemented and completed by the Party cell before organizing the congress. Personnel work has been carried out in all steps of the process, has high prestige and has been carefully assessed by the higher Party Committee. The work of grasping the people's ideological situation; the work of ensuring security and order has been carried out seriously and absolutely safely before, during and after the congress. In particular, propaganda and emulation work has been promoted, creating an exciting atmosphere among cadres and Party members.

It is expected that the Party Committees will complete their Party cell congresses in February. The Party cell congresses of villages, hamlets, and neighborhoods will be completed before January 15. With careful and thorough preparation, we believe that the Party cell congresses under the grassroots Party Committees for the 2025-2027 term will be successful, ensuring the correct time and regulations of the Party Charter. This will be a broad political activity in the whole province, contributing to building clean and strong Party organizations. This is also an important premise for the grassroots Party Congresses and the upper-level Party Congresses, towards the 16th Provincial Party Congress.
