Private investment only reaches about 7%

 

“The disbursement of public investment capital is positive but has not met the plan; the overall disbursement rate nationwide in the first 9 months of 2024 is 47.29%, lower than the same period in 2023. Therefore, the Government needs to analyze and clearly identify the causes and from there have specific, appropriate and effective solutions to accelerate the disbursement of public investment capital, while supporting business development” - National Assembly delegate Nguyen Van Thi (National Assembly Delegation of Bac Giang province) .

Discussing the assessment of the results of the implementation of the socio-economic development plan for 2024; the expected socio-economic development plan for 2025, National Assembly delegate Trinh Xuan An (National Assembly delegation of Dong Nai province) said that we are currently devoting a huge amount of social and state resources to investing in infrastructure development and social development. Of which, a huge amount of public investment resources have been devoted to investing in transportation. With a principle that public investment leads private investment, but the growth rate of private investment is decreasing.

Delegate Trinh Xuan An said that the current period of private investment growth has only reached about 7%, only half of the previous period. Why is public investment large but not leading private investment? The delegate said that it is necessary to clarify this bottleneck to further promote private investment in the economy. In particular, enterprises must be taken as the mainstay and must invest in enterprises, especially private enterprises.

"For key national projects, we should boldly hand them over to private enterprises to increase the proportion of private investment for the whole society" - delegate Trinh Xuan An proposed.

Delegate Tran Thi Quynh proposed reducing VAT and continuing to remove bottlenecks to support the economy. In addition, it is necessary to continue to substantially loosen fiscal policies and research stronger support for families and businesses affected by storms, floods, and natural disasters.

On the other hand, inflation has increased over the past four years but taxable income has not increased. Therefore, delegate Tran Thi Quynh proposed to study the loosening of taxable income to increase disposable income for taxpayers, contributing to improving spending, continuing to remove bottlenecks to promote disbursement of public investment capital.

Construction of Hanoi - Hoa Binh - Son La - Dien Bien expressway

Among the 12 main groups of tasks and solutions for 2025, the Government has identified: "Focus on completing the strategic, synchronous, and modern infrastructure system, especially key and important national transport infrastructure projects, highway systems, inter-regional projects, etc." National Assembly delegate Vi Duc Tho (National Assembly Delegation of Son La province) agreed and highly agreed on these tasks and solutions.

However, delegate Vi Duc Tho suggested that the Government pay attention to directing ministries and branches to soon prepare for investment in the project to build the expressway section from Moc Chau district - Son La city (Son La province) in 2024, 2025 and synthesize it into the medium-term public investment portfolio for the period 2026 - 2030, ensuring completion before 2030. By 2030, priority will be given to focusing resources on implementing investment preparation work for the expressway section from Son La city to Dien Bien province, creating the Hanoi - Hoa Binh - Son La - Dien Bien economic corridor according to Resolution No. 11 - NQ/TW dated February 10, 2022 of the Politburo...

According to delegate Vi Duc Tho, the expressway section from Moc Chau district to Son La city is a very important route, promoting regional connectivity; continuing to help the Northwestern provinces in general and Son La province in particular to promote their potential, unlock resources, develop sustainably, and keep up with the general development; is an important condition to turn Son La into an agricultural product processing center, building Son La province into a growth pole, an important nucleus in regional economic development.

With the above analysis, delegate Vi Duc Tho hopes that localities, ministries, branches, the Government, the National Assembly, and National Assembly deputies will pay attention, support, and share resources; focus on building the Hanoi - Hoa Binh - Son La - Dien Bien expressway to ensure progress according to the road network planning for the 2021-2030 period, with a vision to 2050, approved by the Prime Minister in Decision No. 1454/QD-TTg dated September 1, 2021.
