According to Vice Chairman of the National Assembly's Committee on Culture and Education Ta Van Ha, streamlining the apparatus is a revolution for the country to develop and enter a new era.
To better understand the above issue, on the occasion of the Lunar New Year, a reporter from the Industry and Trade Newspaper had an interview with the Vice Chairman of the National Assembly's Committee on Culture and Education, Ta Van Ha.
- Sir, the policy of continuing to innovate and reorganize the political system to be lean, effective and efficient, and the message about streamlining the apparatus that General Secretary To Lam put forth is considered a revolution. So what is the significance of this revolution in the current context?
Delegate Ta Van Ha: First of all, it must be affirmed that this is the Party's major and correct policy and guideline on improving the effectiveness and efficiency of the state apparatus. Streamlining the apparatus is an important policy set forth in Resolution No. 18-NQ/TW of the Party Central Committee in 2017. Although there have been initial changes, the arrangement and organization of the apparatus is still not synchronous and lacks comprehensiveness. Along with that, the work of streamlining the payroll and improving the quality of the contingent of cadres, civil servants and public employees still has many limitations.

Currently, the regular expenditure ratio accounts for 70% of the budget expenditure, so how much is left for investment in development? Certainly very little, so the country cannot develop and grow. The burden of a cumbersome apparatus will hinder development and thus we cannot concentrate resources on development. Streamlining the apparatus will help change management, administration, staff selection, infrastructure investment... that is the real breakthrough.
Entering a new era with a streamlined apparatus, we have the conditions to devote resources to investment and development; at the same time, we aim for a professional, modern, effective and efficient administration; a more open and favorable production, business and investment environment... I think this is an important foundation for the country to rise up.
- How do you evaluate this streamlining process and its impacts on the management model at the central and local levels?
Delegate Ta Van Ha: First of all, a streamlined apparatus must have a team of cadres who truly work effectively and only then can it meet the requirements of integration. From this awareness, we must always uphold the spirit of responsibility, even courage and sacrifice, to put the interests of the country and the people above all else.
When the interests of the nation and people are placed above all else, personal or organizational issues will no longer be a major obstacle. When there is passion, determination and courage, that is the basis for arousing the motivation to bring the country into a new era. Arranging and streamlining the organizational apparatus is a difficult, sensitive and complicated task, but no matter how difficult it is, we must do it. In the face of an urgent task, supporting the Party's policies is the responsibility of every cadre and Party member, especially the heads of units.
This streamlining is associated with decentralization, delegation of authority, and clarity of roles of each ministry, sector, field, leader, and locality; increasing the authority of locality to know, locality to discuss, locality to do, locality to take responsibility. It creates a proactive position for management agencies. When the apparatus is streamlined, compact, and administrative procedures are reduced, then the state management agency becomes an agency serving the people.
- One of the issues that people are concerned about is that political and social organizations and unions must also be streamlined. What is your opinion on this issue?
Delegate Ta Van Ha: To pave the way for the era of national growth, the Central Executive Committee and the Politburo are determined to soon summarize Resolution 18. This is an important step, a revolution in organization, aiming to improve the effectiveness and efficiency of the political apparatus.

In the historical process of the Vietnamese revolution, the role of political and social organizations is extremely large and important, deciding the success or failure of the Vietnamese revolution. However, each historical period needs a suitable method and model of operation. This is a revolution, so political and social forces are also the key factor for this revolution to succeed.
Streamlining is not about mechanical reduction but about eliminating ineffective positions and jobs, focusing resources on key areas. To optimize, each agency will take on many tasks, one task will be assigned to one agency to preside over and take responsibility. For example, the tasks of some functional departments such as the office, many agencies have overlapping, when combined the apparatus will be streamlined. Many organizations serve one object, if combined, they will create strength.
- So, in your opinion, what do we need to do to ensure we don't reduce "the wrong people, the wrong objects"?
Delegate Ta Van Ha: There must be a revolution in personnel work, because people determine the success of the revolution. To select people who can do the job, there must be a mechanism for leaders to take responsibility for selection, and a mechanism for leaders to be able to select their own staff.
In the development of legal policies, there must also be innovation, the state should only play a leading role. Public services should be provided by the private sector, and the state must do what the private sector cannot do, such as national defense, security, social security, etc. The state must have a strategy to develop disadvantaged areas. Not all areas need investment resources, some areas need mechanisms.
In the long term, to ensure the quality of the staff working for the political system, the entire personnel work process needs to be reviewed, carefully considered and thoroughly innovated with all steps: Detection - recruitment - appointment - evaluation - promotion. Comply with the requirement "for finding people".
In other words, it is a process of personnel work based on competition and competence. We should not manage people but manage by goals. Therefore, there must be an administrative revolution, a revolution in personnel work, and a revolution in institutions and thinking.
