Hanoi Tax Department has just announced the results of tax work in the first 6 months of the year, deploying tax work tasks for the last 6 months of 2023.
Recently, the Hanoi Tax Department has actively participated in draft policies to support taxpayers such as reducing 30% of land and water surface rents in 2022 for land renters paying annual rent affected by the Covid-19 pandemic; reducing registration fees for cars, trailers or semi-trailers pulled by cars and vehicles similar to cars manufactured and assembled domestically.
Thanks to that, the total budget revenue in the city in the first 6 months of the year was 207,942 billion VND, reaching 63.5% of the ordinance estimate, an increase of 24% over the same period in 2022.
In the first 6 months of the year, the Hanoi Tax Department issued 622 VAT refund decisions with a total refund amount of 3,057 billion VND, an increase of 583 billion, equivalent to 23.5% over the same period in 2022. In addition, 217 pre- and post-VAT refund inspection decisions were implemented, resulting in 97 billion VND in non-refundable tax, 10 billion VND in back-tax refund and fines through inspection.
At the same time, the Hanoi Tax Department conducts periodic reviews with high frequency to identify signs of violations, prevent the buying and selling of invoices, and warn businesses and taxpayers in the area to coordinate in preventing the use of illegal invoices.

In the first 6 months of 2023, the Hanoi Tax Department completed 6,913 inspections and checks, an increase of 5.9% over the same period. The total amount processed through inspections was 6,713 billion VND. Of which, the total amount of arrears, refunds and fines was 1,715 billion VND, an increase of 39% over the same period; Reduction of deductible VAT: 240 billion VND; Loss reduction of 4,757 billion VND.
With the synchronous and drastic implementation of many solutions, in the first 6 months of 2023, the Tax Department estimated to collect and handle tax arrears adjustment of VND 5,320 billion, reaching 52.8% of the target for the whole year of 2023.
In the first 6 months of 2023, revenue from businesses, individuals/business households with e-commerce business activities was about 9,649 billion VND, of which revenue from business households and individuals was 130 billion, an increase of 121% over the same period; revenue from businesses was 9,519 billion, an increase of 158.6% over the same period.
To strive to complete the tax tasks in 2023, contributing to realizing the goal of completing the socio-economic development tasks of the Capital as well as the whole country, the Hanoi Tax Department will focus on key tasks and solutions.
Accordingly, the unit promptly and effectively implements policies on removing difficulties for businesses and taxpayers of the Central and City as soon as they are issued to promptly support businesses and taxpayers to quickly stabilize and restore production and business, create momentum for economic development, nurture and create sustainable revenue sources for the State budget.
Along with that, perform well the tax management functions, especially strengthen the inspection work at the Tax Authority's headquarters; review enterprises with signs of high risk, with room to exploit large revenue increases according to each topic.
At the same time, continue to implement the Tax System Reform Strategy until 2030, focusing on tax management based on the electronic tax platform with 13 component projects according to tax management areas. Continue to review and reform tax administrative procedures that are not yet suitable to actual conditions; promote digital transformation to create maximum convenience for businesses and taxpayers, in line with the set goals and orientations .
