(PLVN) - In 2024, despite the complicated developments in the world and in the country, with opportunities, advantages, difficulties and challenges intertwined, with the drastic direction of the leaders of the Party, State and Ministry of Finance; the efforts of the collective of cadres and civil servants in implementing assigned political tasks, the entire Customs sector in 2024 has achieved remarkable results.
Highlights
One of the bright spots of the Customs sector in 2024 is that the import and export turnover of goods achieved positive results, maintaining a high growth rate, contributing to promoting the recovery of the domestic economy, meeting the needs of many export markets. The total value of import and export of goods in 2024 is forecast to reach about 782.33 billion USD, with an estimated trade surplus of 23.53 billion USD.
In addition, the world economy and politics last year had a strong impact on the sustainable economic development and budget revenue of our country. In that context, to create sustainable revenue, the General Department of Customs has implemented synchronous and drastic solutions to facilitate trade, improve the effectiveness of state management, promote 24/7 tax collection, prevent budget loss, and nurture revenue sources. The estimated state budget revenue in 2024 of the Customs sector is VND 418 - 420 trillion, equivalent to 111.5 - 112% of the assigned estimate, up 13.4 - 13.9% over the same period in 2023. The above positive budget revenue results have contributed to the Government having more resources to implement social security policies, promote sustainable economic growth, and contribute to the completion of the 5-year socio-economic development plan for the period 2021 - 2025, towards the 14th National Party Congress, while ensuring strict management of import and export activities.
The fight against smuggling and trade fraud has also achieved many outstanding achievements. In 2024, smuggling, trade fraud, illegal transportation of goods across the border, especially drug crimes, were complicated, large-scale and with many sophisticated tricks. As the standing agency of the Ministry of Finance's Steering Committee 389, the General Department of Customs has done a good job of advising the Ministry of Finance to coordinate with ministries, branches, and functional agencies, organizing forces to detect and arrest many cases of violations of customs laws, many major drug cases, especially cases following international criminal networks, contributing to ensuring social security and safety.
In addition, Vietnam Customs has been proactive and made efforts to implement international cooperation. International cooperation and integration in customs has been increasingly expanded and brought practical results to socio-economic development. The General Department of Customs has effectively implemented international cooperation programs as a member of international organizations such as WCO, APEC, ASEAN, and participated in negotiating FTAs... The event of Vietnam Customs successfully chairing and organizing the 33rd ASEAN Customs Directors-General Conference in 2024 has affirmed the role and position of Vietnam Customs in particular and Vietnam in general in the region and the world.
In particular, in the implementation of the construction of the information technology (IT) system to implement Digital Customs and the implementation of the National Single Window and ASEAN Single Window, the General Department of Customs strives to maintain the operation of the Vnaccs/Vcis system, ensuring the clearance of import and export goods, while continuing to review and complete the professional requirements; technical and technological requirements of the system, develop estimates and complete project documents to report to the Ministry of Finance for approval. Organize many working sessions with relevant Japanese agencies to support the construction of the IT system to implement Digital Customs. Continue to urge and closely coordinate with ministries and branches to implement the Master Plan to implement the National Single Window, ASEAN Single Window and trade facilitation.
In the work of building forces, organizing the apparatus, maintaining discipline, the General Department of Customs regularly disseminates to its subordinate units and units under the General Department the direction of the Ministry of Finance and issues the Directive of the General Director and many guiding documents on strengthening discipline in performing official duties, contributing to building a professional, civilized and modern working environment in the Customs sector. Fully, comprehensively and deeply disseminate the Party's policies, the direction of the Government, the Ministry of Finance and Conclusion No. 09-KL/BCT dated November 24, 2024 of the Central Steering Committee. With a spirit of urgency, the General Department of Customs issued Decision No. 2798/QD-TCHQ dated December 5, 2024, establishing the Steering Committee for implementing the reorganization of the General Department of Customs to study and develop a plan to reorganize and streamline the apparatus of Customs agencies at all levels to report to the Ministry of Finance for submission to competent authorities for approval.
In addition, other aspects of work such as inspection, post-clearance inspection, risk management, inspection, examination, internal work... are all actively implemented.

5 key tasks of 2025
Promoting the achieved results, overcoming shortcomings and limitations, and focusing on and striving to excellently complete the tasks of 2025, the General Department of Customs will focus on implementing a number of key tasks.
Specifically, first, the General Department of Customs continues to focus on promoting modernization, applying IT and digital technology, first of all building a new IT system to meet the requirements in customs clearance of goods, moving towards implementing Digital Customs, Smart Customs on a digital platform, and a centralized database at the General Department level.
Regarding digital transformation, closely following the Government's National Digital Transformation Program to 2025, with a vision to 2030, and related plans of the Ministry of Finance, the General Department of Customs has issued a Digital Transformation Plan to 2025, with a vision to 2030. Focusing on 3 pillars: Building an IT system to implement Digital Customs; Deploying connection and data sharing between the General Department of Customs' IT system and the National Population Database (Government's Project 06); Deploying the National Single Window Mechanism and the ASEAN Single Window Mechanism.
Regarding the implementation of digital border gates, smart border gates and digital seaports, strive to complete the construction of models and business processes to meet the requirements for deploying digital border gate platforms, smart border gates with bordering countries (China, Laos and Cambodia) and digital seaports nationwide.
In particular, the entire industry needs to focus on implementing the Prime Minister's direction on digital transformation in the customs sector in Official Dispatch No. 245/TTg-KTTH dated April 17, 2024.
Second, perfecting the policy mechanism: Focus on reviewing, proposing amendments, supplements, building and perfecting the system of customs legal documents in accordance with the new organizational model and management requirements; Proactively grasping enterprises' difficulties to promptly guide, answer, and remove difficulties and obstacles; Closely following the progress of issuing decrees submitted to the Government and guiding circulars; Actively implementing the Law-making Program, building approved legal documents including important decrees and circulars in the customs sector.
Third, make efforts to complete the task of collecting state budget revenue in 2025: Continue to closely follow the tasks and solutions assigned in the Government's resolution and the Ministry of Finance's action program; Perform tax management well; Strengthen review and grasp revenue sources; Implement solutions to increase revenue, prevent state budget loss, and strive to complete the tasks approved by the National Assembly.
Fourth, be resolute and proactive in the fight against smuggling and trade fraud, especially drug prevention and control: Continue to synchronously implement solutions to protect national sovereignty, public security and safety, and fight against smuggling and trade fraud. Strictly implement the directions of the Government, the Prime Minister and the National Steering Committee 389 on the fight against smuggling, trade fraud and counterfeit goods; Implement programs, work plans, anti-smuggling campaigns, and cooperation agreements to exchange information with foreign partners, achieving high efficiency.
Fifth, reorganize the apparatus in accordance with the spirit of Resolution 18-NQ/TW and the direction of the Government and the Ministry of Finance, ensuring efficiency, effectiveness, and smooth and seamless operation immediately after converting the organizational model; strictly implementing discipline and administrative discipline in performing public duties.
The Customs sector has detected, arrested and handled 16,390 cases of customs law violations, the value of violated goods is estimated at VND 29,273 billion, prosecuted 24 cases, transferred to other agencies to propose prosecution of 157 cases, the amount of money collected for the budget is VND 901.58 billion. Regarding the results of the fight against drugs, in 2024, the Customs sector has presided over and coordinated with functional forces to detect and arrest: 275 cases/328 subjects, of which the Customs agency presided over 105 cases, the seized evidence is 2.08 tons of drugs of all kinds.
