The Chairman of the Provincial People's Committee has just issued Decision 835/QD-UBND dated March 27, 2025 on declaring a natural disaster emergency situation in Pom Han ward, Lao Cai city.

Scenario name: Landslide.

Disaster developments: Due to the circulation of storm No. 3, on September 11, 2024, heavy rains caused serious landslides in this area (cracks, subsidence of foundations, road surfaces, landslides of slopes, cracks in houses), directly affecting the lives of 31 households. From March 10 to 13, 2025, light rain continued to fall in this area, with an average rainfall of 5 - 10mm, causing the soil and rocks to become saturated with water, leading to widespread landslides.

Currently, many houses are experiencing subsidence and wall cracks; 23/9 Street, Pom Han Ward, has sunk deeply, with the risk of a large area of ​​land sliding down to the residential area below the slope, causing direct impacts and threats to people's lives and homes.

Area of ​​influence: 23/9 street area, Pom Han ward, Lao Cai city.

Emergency measures to be taken

Continue to closely monitor cracks, subsidence of foundations, road surfaces, landslides of slopes, cracks in house walls, especially the risk of large areas of land sliding down to residential areas below the slope.

The City People's Committee has invited relevant departments and branches to inspect, evaluate and direct temporary solutions, and urgently relocate households in dangerous areas to safe places while waiting for a thorough safety solution.

Immediately deploy measures to ensure security, order and lives of people in areas affected by natural disasters during the process of overcoming the consequences.

Assignment of responsibilities

The Chairman of the Provincial People's Committee assigned the Lao Cai City People's Committee to preside over and coordinate with relevant departments and branches to be responsible for reviewing and assessing specific locations and infrastructure structures damaged by natural disasters; develop plans and solutions to overcome them, ensuring proper procedures in accordance with current laws.

Based on weather developments and recovery results, the Chairman of Lao Cai City People's Committee proactively reported to the Chairman of the Provincial People's Committee to announce the end of the natural disaster emergency situation in Pom Han ward.

Decision to issue an emergency construction order

On the afternoon of April 1, speaking with reporters, a representative of the Pom Han Ward Party Committee said: On March 28, 2025, the Chairman of the Provincial People's Committee decided to issue an Order to urgently construct the Project: Anti-erosion embankment for residential areas of groups 13, 14, 15 (along 23/9 Street), Pom Han Ward to promptly overcome the landslide to ensure the safety of people's lives and property and ensure traffic safety in the area of ​​23/9 Street in residential areas of groups 13, 14, 15, Pom Han Ward, Lao Cai City.
