Announcing the establishment and launch of State Bank Region 7

Implementing Resolution No. 18-NQ/TW dated October 25, 2017 of the 6th Central Conference, Session XII, on a number of issues on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently, the State Bank of Vietnam has recognized this as an important and urgent political task and has thoroughly grasped the spirit of urgency and made efforts to implement it resolutely and effectively with the highest political determination throughout the system.

In just a short period of time, less than 3 months, the Board of Directors, the collective of civil servants, public employees, and workers of the entire State Bank system have united, agreed, reached consensus, and with high determination, basically completed the organization and apparatus arrangement, ensuring the correct progress and roadmap.

For the State Bank branches in provinces and centrally run cities, based on the requirements and tasks of the State Bank, the specific nature of its operations, and large and complex management objects (credit institutions and people's credit funds), to ensure the full implementation of the State management function on currency, banking and foreign exchange activities, and the implementation of the Central Bank function of the State Bank for the economy in provinces and cities, the State Bank has completed the reorganization of 63 State Bank branches in provinces and cities into 15 Regional State Banks, ensuring the implementation of state management, payment activities, monetary security, and treasury for the banking system.

In which, State Bank Region 7 includes 4 provinces: Nam Dinh, Ha Nam, Ninh Binh, Thanh Hoa; State Bank Region headquarters is located in Thanh Hoa.

On March 1, 2025, the Governor of the State Bank issued decisions on personnel transfer and appointment in Region 7, specifically: Mr. Tran The Hung, Deputy Director of the Internal Audit Department of the State Bank, holds the position of Director of the State Bank, Region 7 branch; Deputy Directors of the State Bank, Region 7 include: Mr. Tong Van Anh, Mr. Dang Van Kim, Mr. Nguyen Van Khiet, Mr. Ngo Lam Son.

At the conference, Deputy Governor of the State Bank Pham Quang Dung presented the decision to the Board of Directors of the State Bank Region 7 and the heads and deputy heads of departments.

After the reorganization, the total number of civil servants and employees in Region 7 is 193 people. The organizational structure of the State Bank of Region 7 after the reorganization includes 7 departments: General Department; State Bank Inspectorate of Region; Department of Management and Supervision of Banks, Foreign Bank Branches and Other Organizations; Department of Management and Supervision of People's Credit Funds, Microfinance Institutions, Microfinance Programs and Projects; Accounting-Payment Department; Currency-Treasury Department; Administration-Personnel Department.

The consolidation of the State Bank's organizational structure, including 15 Regional State Banks, is the result of serious and drastic efforts by the State Bank's Board of Directors and Steering Committee, implementing the consistent directions of the Central Committee, the Politburo, and the Secretariat on implementing the "revolution" of streamlining the apparatus, which is a key, urgent task, of special significance to the country's development in the new era.

In the coming time, the State Bank will continue to implement related tasks to ensure progress, quality and improve the effectiveness and efficiency of state management, meeting the requirements of the Central Steering Committee and the Government Steering Committee.
