Announcing Quang Tri Province Planning for the 2021 period

This afternoon, July 6, in Dong Ha City, the People's Committee of Quang Tri province solemnly held a conference to announce the Provincial Planning for the period 2021 - 2030, with a vision to 2050, and promote investment in Quang Tri province.

Attending the conference on the central side were: Party Central Committee member, Deputy Prime Minister Le Thanh Long; Alternate member of the Party Central Committee, Editor-in-Chief of Communist Magazine Le Hai Binh; leaders of the Government Office, departments, ministries and branches. On the Quang Tri province side were: Party Central Committee member, Provincial Party Secretary, Head of the Provincial National Assembly Delegation Le Quang Tung; Deputy Provincial Party Secretary, Chairman of the Provincial People's Committee Vo Van Hung; members of the Provincial Party Standing Committee, Standing Committee of the People's Council, leaders of the Provincial People's Committee. Also attending were representatives of investment promotion organizations, foreign diplomatic agencies in Vietnam and many domestic and foreign investors and enterprises.

The planning of Quang Tri province for the period 2021 - 2030, with a vision to 2050, was approved by the Prime Minister in Decision No. 1737/QD-TTg dated December 29, 2023. The planning sets the target of an average gross regional domestic product (GRDP) growth rate of 8.2% per year in the period 2021 - 2030; GRDP per capita reaches about 140 - 170 million VND/person.

The general goal by 2030 is that Quang Tri will reach a level of development among the country's fairly developed provinces, with a basic economic structure of an industrial-service province; one of the comprehensive economic centers of the North Central and Central Coast regions, a logistics and transit center of goods in Southeast Asia and transport corridors in the ASEAN region, the Mekong sub-region (GMS). Vision by 2050, Quang Tri will become a province with a strong economy with the main structure of industry and services and one of the driving forces of the region's development, national defense and security are ensured, and the people have a happy life.

The plan also clearly identifies development breakthroughs, including: Building a synchronous transport infrastructure; strongly improving the investment and business environment; completing digital transformation; preparing and improving the quality of human resources; creating an attractive living and working environment to attract talent.

At the same time, key tasks to be implemented were set out, including determination to build Quang Tri into a clean energy center of the Central region by 2030; develop tourism into a spearhead economic sector; build quality and efficient logistics infrastructure, contributing to creating competitive advantages for businesses investing in the area; develop processing and manufacturing industries applying advanced technology.

Developing agriculture in the direction of applying high technology and ecological and organic agriculture; protecting the environment, restoring ecology and conserving biodiversity, combining the promotion of specific ecological values; implementing inclusive development, creating conditions for all classes of people to have the opportunity to participate and benefit from the development process; strengthening national defense and security and social order and safety; proactively integrating and cooperating internationally.

Speaking at the conference, Chairman of the Provincial People's Committee Vo Van Hung emphasized that the conference to announce the planning and promote investment is an opportunity for the province to publicly and widely announce the planning so that domestic and foreign partners and investors can have a more comprehensive, in-depth and overall view of the potential and strengths; development expectations as well as the strong political commitment of Quang Tri province to strengthen cooperative relationships, develop trust and substance between the Quang Tri provincial government and domestic and foreign investors and enterprises as well as the participation and contribution of all the people of the province for the common benefit.

Clearly identifying the extremely important role and significance of planning work, in recent times, Quang Tri province has focused on leading, directing resolutely and organizing the serious and timely implementation of planning according to new methods, considering this one of the key and consistent political tasks.

The province has also closely followed the guiding viewpoints, goals and development orientations of the National Master Plan; the North Central and Central Coastal Region Plan, national sectoral plans and Resolution No. 26 of the Politburo on socio-economic development orientations, ensuring national defense and security in the North Central and Central Coastal Region for the period 2020 - 2030, with a vision to 2045 to ensure consistency and unity in development orientations.

In addition to coordinating with experienced domestic planning consulting organizations, the province has sought valuable support and assistance from international planning consulting organizations such as Singapore Cooperation Enterprise and Sakae Advisory - Surbana Jurong to integrate the "High-level Economic Positioning Research Report of Quang Tri Province" with the "Idea for Planning Quang Tri Province to 2030, with a vision to 2050" into the provincial planning.

At the same time, we received many critical opinions from the Global Association of Vietnamese Scientists and Experts (AVSE Global) to build a master plan with breakthrough thinking and strategic vision based on the potential, strengths and distinct comparative advantages of the province.

Chairman of the Provincial People's Committee Vo Van Hung affirmed that in the coming time, to effectively implement the planning, Quang Tri province will urgently complete the plan, build an implementation roadmap; complete zoning plans, detailed plans, and specialized technical plans to ensure consistency and readiness in calling for and attracting investment.

Focus on mobilizing, allocating and effectively using all resources for socio-economic development and attracting investment; exploiting and unleashing resources from domestic and foreign economic sectors, mobilizing FDI and ODA capital sources to synchronously invest in modern and smart infrastructure; prioritizing investment resources for key projects with spillover effects, creating new development space and sustainable growth momentum.

Quang Tri province commits to the Government and business community to always listen, dialogue, be ready to support and create the most favorable conditions to accompany businesses and investors.

Speaking at the conference, Deputy Prime Minister Le Thanh Long acknowledged, commended and congratulated the important achievements that the Party Committee, government, army and people of Quang Tri province have achieved in recent times.

At the same time, it affirms that with its glorious cultural and historical traditions, Quang Tri has many potentials and special advantages to become a fairly developed province in the North Central region, the Central Coast and the whole country.

Quang Tri also has the conditions for rapid and sustainable development, is a reliable and attractive destination for investors and develops strongly in the direction of building Quang Tri into a clean energy center of the Central region; tourism is a key economic sector.

The Deputy Prime Minister said that with the aspirations of the Quang Tri people for prosperity, harmonious social development, a clean and livable ecological environment, the Quang Tri Provincial Planning has been carefully, methodically and scientifically prepared, opening up a new development space in the next 10 years and orientation for the next 20 years with breakthrough thinking and long-term vision on the basis of promoting different potentials, outstanding opportunities, competitive advantages from nature, people, cultural traditions, history, as well as overcoming the shortcomings and limitations of the province.

To implement and complete the goals of the Quang Tri Provincial Planning for the period 2021-2030, with a vision to 2050, the Deputy Prime Minister requested Quang Tri province to urgently implement the planning with a specific action program and plan; organize and effectively implement the tasks set out in the planning; that is, 4 breakthroughs; 8 key sectors; develop according to 4 regions, 6 economic corridors.

Focus on investing in completing socio-economic infrastructure in a synchronous manner, especially connecting traffic infrastructure, creating new development space, especially investing in completing Quang Tri Airport and My Thuy Deep-water Port - considering this as the top key political task; developing the urban system, researching and expanding the development space of the Southeast Economic Zone, linking with favorable areas for development along the North-South expressway corridor and along National Highway 15D. Building the Lao Bao Special Economic-Trade Zone into a comprehensive trade-service-tourism center, aiming to form a common cross-border economic-trade zone of Lao Bao (Vietnam) - Densavan (Laos).

Promote economic restructuring associated with growth model innovation, increase labor productivity, enhance competitiveness of industries and fields with strengths and potential on the basis of digital transformation, science and technology and innovation, increase the value of knowledge content, effectively exploit comparative advantages, especially marine economy, tourism, circular economy, innovation and adaptation to climate change.

Focus on promoting administrative reform, strongly improving the investment and business environment, enhancing competitiveness, promptly resolving difficulties and problems to facilitate investors and businesses.

Building and developing Quang Tri into an attractive tourist destination with historical and cultural characteristics in the Central region. Building the Quang Tri tourism brand on the basis of exploiting the symbolic value of the strong revival from the war, the memory of war - the aspiration for Peace. Strengthening the work of ensuring national defense and security, protecting the sovereignty of the sea and islands, ensuring political security and social order and safety, and peace for the people so that investors can feel secure in long-term investment in the province.

At the same time, we hope that businesses and investors will promote their corporate mission in the spirit of "listening and understanding together"; "sharing vision and action"; "working together, winning together, enjoying together and developing together".

For central ministries, branches and localities in the North Central and Central Coast regions, the Deputy Prime Minister requested to step up supervision and coordination in effectively implementing the planning of Quang Tri province; be ready to work with Quang Tri to remove difficulties and obstacles in mechanisms, policies, human resources, and administrative procedures; effectively implement Resolution No. 39-NQ/TW of the 9th Politburo and Conclusion No. 25-KL/TW of the 11th Politburo on socio-economic development and ensuring national defense and security in the North Central and Central Coast regions.

The Government will direct ministries and branches to continue researching to have appropriate mechanisms and policies to create conditions for Quang Tri province to develop rapidly, comprehensively and sustainably in the coming time.

On behalf of the provincial leaders, Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong spoke in response, thanked and seriously accepted the Deputy Prime Minister's comments and directions to study and supplement the plan to implement the Quang Tri Provincial Planning for the period 2021 - 2030, with a vision to 2050.

At the same time, it affirmed that immediately after this conference, the Provincial People's Committee will urgently complete the plan and develop a specific roadmap to implement tasks, orientations and planning ideas.

In particular, we will focus on effectively implementing strategic and breakthrough solutions to realize the identified planning goals and tasks with all sense of responsibility, aspiration to rise up and the highest determination to soon turn the goals into reality, for a prosperous and developed Quang Tri.

Within the framework of the conference, the Provincial People's Committee also granted investment policy decisions, investor approval decisions/investment certificates to 9 projects with a total registered capital of more than 4,400 billion VND; granted policies to prepare pre-feasibility study reports for 2 PPP projects with a total investment of more than 21,000 billion VND and 5 projects were granted policies to research and survey project proposals.

On this occasion, the Provincial People's Committee also organized sideline activities of the conference such as: organizing a space to display information, summary documents on provincial planning, the provincial planning map system, and the province's driving force projects to attract investment; a space to display information, documents, and images introducing the nature, culture, land, and people of Quang Tri province; promoting investment, trade, and tourism promotion activities of the province; a space to display and introduce typical products of the province.
