According to the Project to reorganize and streamline the police apparatus, dissolve the district-level police, and transfer tasks to the provincial police departments and commune-level police. After 3 weeks of implementing the new model, the work of ensuring security and order throughout the province continues to be strengthened.
Implementing the project to streamline the apparatus, Lieutenant Colonel Vu Thi Le Ha, Deputy Chief of Dong Trieu City Police, proposed and was assigned a new task by her superiors as Chief of Mao Khe Ward Police. Lieutenant Colonel Ha is also the only district-level police leader in the province to apply to work at the commune-level police during this period. Lieutenant Colonel Ha shared: After going through the process of working from the professional team to leading the City Police, now working at the Ward Police, I have more opportunities to be close to the people, and can solve problems as soon as they arise.
Previously, with 18 officers, each police officer of Mao Khe Ward Police was responsible for managing 500-700 people. Because it is a key ward of the city, after implementing the new model, the unit was supplemented with 10 officers, including 3 new Deputy Ward Police Chiefs who are team leaders of professional teams (General Team, Security Team, Criminal Police Team), many officers with high professional capacity from Dong Trieu City Police.
"Each local police officer is currently responsible for managing about 300 people. We assign officers, especially comrades from professional teams to professional groups appropriately, promoting the professional qualifications and working capacity of each person," said Lieutenant Colonel Vu Thi Le Ha.
With a strong professional team, many police tasks are resolved right at the grassroots level, creating favorable conditions for the people. Mr. Nguyen Trong Cong (Vinh Quang 1 area, Mao Khe ward) said: When resolving administrative procedures at the ward police station, it will be closer and more convenient than going to the city police station before. People strongly agree with the Party and State's policy on dissolving the district police.
Also in charge of one of the areas assessed as complicated in terms of security and order, Hong Thai Dong Commune Police has been supplemented with 4 positions, in which the Commune Police Chief is the former Captain of the General Investigation Team (Dong Trieu City Police). Currently, with 9 regular police officers and 25 people in 5 grassroots security teams, the Commune Police basically meet the requirements of the tasks. To ensure security and order in the area, the Commune Police assign officers and soldiers to each working group, organize to closely monitor the area and subjects; at the same time, promote the important role of the grassroots security force.
Captain Nguyen Huy Quyen, Chief of Hong Thai Dong Commune Police, said: I have more than ten years of experience working in investigation teams. In order to reorganize the apparatus, I was transferred to the commune police. Previously, the professional team was only in charge of the investigation sector, and the commune police had comprehensive areas of work. In order to complete the assigned tasks, I researched and grasped the local situation; assigned officers and soldiers to perform well in all aspects of work, especially promoting investigation and crime prevention skills.
The increase in staffing and equipment for commune-level police, especially the arrangement of elite forces from the former district-level police professional teams, to key areas of security and order must be consistent with the new requirements and tasks in accordance with the motto "Comprehensive province, strong commune, close to the grassroots". Commune police are currently decentralized to perform 35 administrative procedures and online public services, including many new tasks for the first time. After 3 weeks of implementation under the new model, the activities of commune-level police in the whole province are basically stable and in order; management of the area, grasping the security and order situation from the grassroots level are more closely and tightly.
After receiving a number of tasks and forces from the district-level police, the provincial police departments are currently reorganizing and stabilizing their apparatus, including arranging working groups throughout the province to strengthen their grasp of the situation and promptly resolve incidents; not allowing passivity or surprise, especially in crime prevention and control, and limiting the occurrence of crimes; contributing to the excellent completion of the target of reducing the number of social order crimes in the province by 5% compared to 2024.
