Consumer protection is becoming increasingly important in the context of sustainable socio-economic development and international economic integration. In Quang Ninh, authorities and businesses have many key solutions to ensure consumer safety in the process of choosing and using goods and services in the context of many fraudulent acts and violations of consumer rights today.
Currently, the situation of smuggling, trade fraud and counterfeit goods in the province, although not prominent, still contains complex and unpredictable factors. In particular, the use of e-commerce sites, electronic applications, social networking sites to livestream sales via Facebook, Zalo, Shopee, TikTok... with business locations being houses in residential areas, apartments in apartment buildings or from other provinces, makes it very difficult for authorities to determine business locations.
Faced with this situation, the provincial Market Management Department has strengthened market inspection and control, minimizing violations of the law in trading and business activities in the province. In particular, the provincial Market Management force focuses on inspection and coordination with related units to ensure the safety and quality of goods, clear listing of prices, and origin of products... In particular, with the strong explosion in the digital age as it is today, the unit also focuses on controlling business and trading activities on the internet environment, preventing fraud, appropriation, and sale of products of unknown origin. In the first quarter of 2023, the provincial Market Management force inspected and handled 22 cases/29 acts, imposed fines of over VND 580 million, illegal profits of over VND 18.4 million, and destroyed goods worth VND 786 million related to trading goods and services via social networks, online sales websites, and e-commerce trading floors.
In response to Consumer Rights Day (March 15), the Department of Industry and Trade, the People's Committee of Quang Yen Town and the Consumer Rights Protection Association of Quang Ninh Province also coordinated to organize the Launching Ceremony in response to Vietnam Consumer Rights Day 2025, with the theme "Transparent information - Responsible consumption". At the launching ceremony, the signing ceremony of the commitment "Enterprises producing and providing services ensuring safety and quality for consumers" in 2025 took place. Thereby, it contributed to continuing to affirm the meaning and importance of protecting consumers' rights in the exchange and sale of goods; ensuring safety in the process of choosing and using services in the context of many fraudulent acts and infringements on consumers' rights. At the same time, calling on agencies, organizations and the business community to join hands in providing accurate, complete and timely information so that consumers can make correct and safe decisions.
According to the representative of Lan Chi Mart Supermarket - Quang Yen Town Branch, the unit always identifies consumers as the center of all business activities, the foundation for development. The unit is committed to providing products with guaranteed quality, clear origin, full legality and ensuring food hygiene and safety. Goods in the supermarket are always clearly listed, warranted and promotional programs are constantly updated to ensure the rights of buyers. To facilitate customers, the unit also deploys many fast and convenient payment methods such as: QR code scanning, bank cards, e-wallet payments... Along with that, the staff is always trained, periodically examined for health to create professionalism and safety for customers.
Along with the efforts of enterprises, the province always identifies the importance of protecting consumer rights by issuing many documents to direct all levels, sectors, socio-political organizations... of the province to organize and implement. Districts, towns, cities, departments, sectors, socio-political organizations have also proactively followed the direction of the Provincial People's Committee to develop implementation plans, promote the dissemination and education of laws; inspection and examination work has been strengthened to create a synchronous change in people's awareness and action in protecting consumer rights in the province.
Ms. Nguyen Hoai Thuong, Deputy Director of the Department of Industry and Trade, said: The promotion of consumer rights protection has increasingly created a strong change in the awareness of respecting and complying with the law in business, contributing to promoting socio-economic development, making the market healthy, supporting businesses in and outside the province to develop. To ensure consumer rights, the Department continues to coordinate with departments, branches, sectors, and localities to proactively coordinate in managing and supervising compliance with the law of organizations and individuals in production and business, creating favorable conditions for organizations and individuals to proactively participate in protecting consumer rights; strictly handle violations affecting consumer rights; strengthen propaganda and dissemination of consumer knowledge and laws to people and organizations and individuals in production and business providing goods and services in the province, in order to improve business culture, respect the rights, and listen to the opinions of consumers.
